Book excerpt: In 1996, the Board on International Comparative Studies of the National Research Council sponsored a workshop to assess what has been learned about making education standards internationally competitive and to examine why criteria for international competitiveness have been so difficult to articulate. A summary of the issues raised at this workshop is presented. Approximately 80 persons, including representatives from national organizations with specific interest in education standards, university researchers, and education policy makers attended the gathering. Participants explored the concept and the support of high standards for education in the United States. Even with widespread support, differences in how standards should be reached and used became apparent. The text examines standards as a political process and advises that standards be worked out in a public political forum. An understanding of the content and performance standards that are in place for high-achieving students around the world could inform a local search for standards. This is applicable to the United States, which should adapt its own standards to its own circumstances and goals. Implementing standards and including teachers in such movements help teachers to select the curricular topics that are most important. Three appendices feature a list of workshop participants, workshop papers, and other information. (RJM)

Ten years ago, the practical collaboration was begun of bringing together people who belonged to the complementary streams of economic analysis and policy analysis presented int his book. During this time, we opened discussions on the relationship between transportation technology, transportation economics and transportation policy under the general auspices of the Canadian Royal Commission on National Passenger Transportation. Working over a 40-month period (1989-1992), this Commission took stock of transportation and produced an up-to-date `État de la question' and policy framework (Hyndman, et al, 1992). Clearly, the project committee's discussions on air policy, over the period 1995-1997 (see Chapter 8), outlined the possibilities for a mechanism to understand the differences about the desirability of air liberalisation, as well as the possible TEP interactions in this area. This led to an exploratory first formulation and computer programme (HLB, 1997) incorporating the approach outlined in Chapter 15. A joint celebration of the CRT's 25th birthday and Transport Canada's 60th birthday seemed appropriate to bring together the various streams. Part I of Taking Stock of Air Liberalization looks at the record, and Part II focuses on specific impacts of policies. Policy formulation (Part III) and the required tools (Part IV - Modelling Demand) are also discussed in this context. The book ends with perspectives in Part V - The Future Market Structure and Public Policy. The competition among airlines is rapidly spreading to the competition among airports, and the difficult regulation of these strategic spatial monopolies (which is introduced in Chapter 13) is now attracting research activity. The next discussion in the airline industry will be the role of airports.

With this accomplished, the focus has shifted to cyclical monetary management, and to appropriately managing monetary conditions during CESEE’s growth and income convergence to the euro area. Flexible exchange rates—and the ensuing capacity of monetary conditions to adapt to the economies’ needs—are likely to remain advantages, especially to extent that CESEE’s GDP and income levels will resume convergence to the euro area. Once this process restarts, tighter monetary conditions will again be needed to limit goods and asset price inflation, and to contain growth imbalances.
