Je suis eon vaincu qu'une pareille oeuvre ne pourra résulter que de la discussion et de la condensation d'un grand nombre d'0pinions librement émises, affran chies surtout du joug du passé. Pour en arriver là, loin de regarder d'un mauvais oeil les jeunes offi ciers qui osent penser et avoir des idées, il faudrait au contraire tout faire pour les encourager dans cette voie; certes, il est infiniment plus commode d'accepter des Opinions toutes faites ou de s'en tenir paresseusement à celles dans lesquelles on a déjà vécu une partie de sa carr1ere; mais ce n'est assurément pas le moyen de marcher dans la voie du progrès. Sans critique ui discussion, pas de pro grès possible, surtout en fait d'art militaire. Appelons donc de tous nos voeux le moment où il sera enfin permis à tout officier comme cela se pratique dans des armées etrangeres où le senti ment de la discipline est cependant au moins aussi développé que dans la nôtre, d'exprimer librement son opinion sur tel ou tel point de tactique, sansse préoccuper de savoir s'il se pose en hérétique vis-à-vis du règlement de manoeuvres; critiquer n'est pas manquer de respect bien au contraire, puisque c'est poursuivre l'amelioration de ce qui existe. Le jour où la discussion sera libre, un traité général et complet de tactique s'écrire en permanence tous les officiers studieux apporte ront, à toute heure, leur pierre à l'édifice commun, et le produit sorti de cet immense creuset, conti nuellement poli et repoli, approchera d'autant plus de la perfection qu mcontestablement, quelle que soit la science d'un homme ou d'un groupe d'hom mes pris en particulier, il y a toujours quelqu'un de plus savant, c'est tout le monde. The most advanced countries, not only the U.S. but also France, Great Britain and Italy, over the past few years have undergone a transormation of their armed forces aimed at exploiting the strategic advantages of IT. The goal pursued in Europe, and also promoted by NATO, is Network Enabled Capability (NEC). That is combining equipment and soldiers, as well as different doctrinal, procedural, technical and organizational elements, into a single network to obtain their interaction in order to achieve substantial strategic superiority. In practice, this also occurs with a strong, efficient and secure telecommunications network, and through netcentric modernization of armed forces' capability and systems aimed at connecting them to the net. This research paper analyzes the military netcentric modernization and transformation programs - still in progress - in France, Britain and Italy, with special focus on the joint program led by the Italian army called "Forza NEC". Opportunities and challenges of "Forza NEC" have been considered according to the Italian armed force's requirements, developed during two decades of experience in international military operations, as well as in the light of the evolution of strategic doctrine at a European and transatlantic level. Particular attention has been devoted to the interaction between industry and the armed forces, and to the involvement of many Italian companies in different "Forza NEC" activities, as it represents one of the pillars of the procurement program.
