Although the Government has set a target to stabilise congestion at 2000 levels by 2010, it has acknowledged that this will not be achieved. This report, which follows-on from a report by the NAO (HC 15 2004-05, ISBN 010293150X), looks at how the Highways Agency is tackling the problem. It concludes that the Agency has been too risk averse in testing and using measures adopted abroad and that they have failed to give motorists the information they need to make choices before and during their journeys.

Tackling road congestion is a key objective of the Governments ten year plan for transport, through a combination of long-term measures intended to increase road capacity and improve road network management. In the shorter-term, the Highways Agency has established the Making Better Use programme which is intended to bring quick relief from congestion on Englands motorway and trunk road network, including local network management schemes. This NAO report focuses on other measures at the Agencys disposal involving the use of technology to help tackle congestion caused by the weight of traffic, changing driver behaviour and dealing with shocks to the network that cause congestion. Findings include that, although the Agency is improving its information provision to motorists, it has been too risk averse to introducing or testing measures used by overseas counterparts; and it has managed two if its three trial measures poorly, leading to inconclusive results.It has failed to install the most appropriate technology on the most congested motorways, and needs to be better prepared for events that cause congestion.

Book excerpt: The Science and Technology Committee reports its findings on the use of public procurement as a tool to stimulate innovation. In 2009-10, public procurement was valued at over £236 billion, approximately 15% of GDP. Government is "the single largest customer" in the UK. This magnitude of expenditure provides enormous potential to stimulate innovation and encourage economic growth - a potential which, according to the Committee, is not being realised. Too often, the public sector falls back on tried and tested solutions and new ideas are stifled by a culture of risk-aversion and overly burdensome procurement processes. Having investigated departments across the board and the Department for Transport in particular, the Committee calls for a "root and branch" change in attitude towards adopting innovative solutions throughout the public sector. It wants the Government to find innovative procurement solutions to achieve better value for money, promote economic growth, and encourage the translation of scientific research into innovative goods and services. The report also recommends appointing a Minister to have overall charge of procurement and innovation, and a Minister within each department with specific responsibility for innovation and procurement in relation to departmental spend.

Book excerpt: In 1997, the Dartford & Gravesham NHS Trust awarded the first NHS private finance initiative (PFI) contract for a new hospital at Darent Valley, to a company now known as The Hospital Company (Dartford) Limited. This NAO report examines the value for money the Trust is receiving now that the PFI hospital has been in operation for three years. Findings include that the new hospital has been delivered to time and cost in accordance with the PFI contract. The Trust received a reduction in the overall contract price through a refinancing deal, with THC Dartford shareholders receiving much quicker and larger profits than had been projected when the contract was awarded. However, the refinancing deal has brought the Trust new risks as well as benefits, and this highlights the need for authorities to fully assess risks involved before agreeing to a refinancing deal, including the significant senior management effort required to manage a PFI contract in the early years.

Book excerpt: In May 2009 the Highways Agency signed a 30 year private finance contract for widening two sections of the M25 motorway, including the Dartford Crossing, and maintaining the entire 125 mile length of the road, and 125 miles of connecting roads and motorways. The Committee makes eight points in conclusion of its review of the contract: they do not agree that the PFI contract represents value for money; the £80 million spent on consultants over six years for this project was excessive; the Agency lacks the capacity to assess whether its advisers are providing value for money; the Agency significantly over-estimated the market rate for operation and maintenance; the invitation to tender was too narrowly drawn as it excluded hard should running as a solution for traffic congestion; the Agency persisted with its preferred solution of widening the M25 because of the time taken to trial hard shoulder running; the Agency appeared to be committed to a single procurement route & justified a widening deal through a flawed and biased cost estimation; evidence could not be taken from the Senior Responsible Owner of the project as he had left the Agency and was employed by one of the project's major contractors and investors. Ultimately the Committee believe that the project was mishandled at a potential extra cost to the taxpayer of around £1 billion
