In spite of the many existing mathematical models and tools that attempt to improve environmental decision making, few efforts have been made to identify how scarce resources (e.g., water, budget) can be more efficiently allocated to improve the environmental and ecological performance of different ecosystems (e.g., wetland habitat). This dissertation presents a set of management tools to improve the environmental and ecological performance. These tools are described in three studies. First, a simple optimization model is developed to help regulators and watershed managers determine cost-effective best management practices (BMPs) to reduce phosphorus load at the Echo Reservoir Watershed, Utah. The model minimizes the costs of BMP implementation to achieve a specified phosphorus load reduction target. Second, a novel approach is developed to quantify wetland habitat performance. This performance metric is embedded in a new optimization model to recommend water allocations and invasive vegetation control in wetlands. Model recommendations are subject to constraints such as water availability, spatial connectivity of wetland, hydraulic infrastructure capacities, vegetation growth and responses to management, plus financial and time resources available to allocate water and invasive vegetation control. Third, an agent-based model is developed to simulate the spread of the invasive Phragmites australis (common reed), one of the most successful invasive plant species in wetlands. Results of the agent-based model are embedded into an optimization model (developed in the second study) to recommend invasive vegetation control actions. The second and third studies were applied at the Bear River Migratory Bird Refuge, which is the largest wetland complex on the Great Salt Lake, Utah. These three studies provide a set of decision-support tools that recommend: (1) BMPs to reduce phosphorus loading in a watershed, (2) management strategies to improve wetland bird habitat, and (3) control strategies to minimize invasive Phragmites spread. Together, these models provide important insights and recommendations for managers to make informed decisions to manage excess nutrients in water bodies as well as to improve wetland management.

Overview of the contents: The first part of this three-part book presents the methodological background and characteristics of modern decision-making environment, and the value of model-based decision support thus addressing current challenges of decision support. It also provides the methodology of building and analyzing mathematical models that represent underlying physical and economic processes, and that are useful for modern decision makers at various stages of decision making. These methods support not only the analysis of Pareto-efficient solutions that correspond best to decision maker preferences but also allow the use of other modeling concepts like soft constraints, soft simulation, or inverse simulation. The second part describes various types of tools that are used for the development of decision support systems. These include tools for modeling, simulation, optimization, tools supporting choice and user interfaces. The described tools are both standard, commercially available, and nonstandard, public domain or shareware software, which are robust enough to be used also for complex applications. All four environmental applications (regional water quality management, land use planning, cost-effective policies aimed at improving the European air quality, energy planning with environmental implications) presented in the third part of the book rely on many years of cooperation between the authors of the book with several IIASA's projects, and with many researchers from the wide IIASA network of collaborating institutions. All these applications are characterized by an intensive use of model-based decision support. Finally, the appendix contains a short description of some of the tools described in the book that are available from IIASA, free of charge, for research and educational purposes. The experiences reported in this book indicate that the development of DSSs for strategic environmental decision making should be a joint effort involving experts in the subject area, modelers, and decision support experts. For the other experiences discussed in this book, the authors stress the importance of good data bases, and good libraries of tools. One of the most important requirements is a modular structure of a DSS that enhances the reusability of system modules. In such modular structures, user interfaces play an important role. The book shows how modern achievements in mathematical programming and computer sciences may be exploited for supporting decision making, especially about strategic environmental problems. It presents the methodological background of various methods for model-based decision support and reviews methods and tools for model development and analysis. The methods and tools are amply illustrated with extensive applications. Book excerpt: Growing global water stress caused by the combined effects of growing populations, increasing economic development, and climate change elevates the importance of managing and allocating water resources in ways that are economically efficient and that account for interdependencies between food production, energy generation, and water networks—often referred to as the “food-energy-water (FEW) nexus.” To support these objectives, this report outlines a replicable hydro-economic methodology for assessing the value of water resources in alternative uses across the FEW nexus–including for agriculture, energy production, and human consumption—and maximizing the benefits of these resources through optimization analysis. The report’s goal is to define the core elements of an integrated systems-based modeling approach that is generalizable, flexible, and geographically portable for a range of FEW nexus applications. The report includes a detailed conceptual framework for assessing the economic value of water across the FEW nexus and a modeling framework that explicitly represents the connections and feedbacks between hydrologic systems (e.g., river and stream networks) and economic systems (e.g., food and energy production). The modeling components are described with examples from existing studies and applications. The report concludes with a discussion of current limitations and potential extensions of the hydro-economic methodology.

Book excerpt: Recent developments in hydraulic fracturing technology have enabled cost-effective production of unconventional resources, particularly shale gas in the U.S. The process of hydraulic fracturing is water intensive, requiring 4-7 million gallons of water per well, to which a range of chemicals must also be added in order to produce an effective fracturing fluid. Following a fracturing stimulation, anywhere from 10-40% of the injected volume of the water flows back to the surface as a polluted stream of wastewater. This polluted stream of water and the overall inefficient use of water in the hydraulic fracturing process has resulted in a number of negative environmental consequences, specifically surrounding ground and surface water quality and quantity. In considering how to minimize the environmental impacts of hydraulic fracturing, effectively managing water throughout the entire hydraulic fracturing water cycle (water acquisition and disposal) is obviously critical. This dissertation articulates a GIS based optimization model that has been developed to optimize water management planning for unconventional oil and gas production. The model enables a diverse set of stakeholders to develop customized water management strategies based on the geological characteristics and water infrastructure of any given play. The model comprises of a front end GIS interface and a back end optimization engine, designed to minimize the overall system cost of water handling as well as minimizing the overall water footprint of the system. Altogether, it is a powerful decision making tool, which allows the operators to optimize and analyze the temporal and spatial variations in flowback, and produced water management and provide an operationally convenient method to access and share the model analysis. From a regulatory perspective, the modeling framework provides a comprehensive template for a water management plan and could be used as a basis to develop tailored, customized regional solutions that can incorporate the inherent heterogeneity widespread across today's oil and gas plays.
