They are at risk, however, of being replaced after a few years if key issues are not resolved. If this opportunity is missed, the Committee warns that local services could come under unsustainable pressure in the face of increased demand and reduced budgets. This in turn may result in more spending later on judicial and emergency health and welfare interventions. The Government should send a clear message that it will assist every local authority wishing to introduce Community Budgets and to set out the specific assistance it will provide them with. Furthermore, the programme of pilots must not be allowed to slow progress towards wider implementation. If they are to succeed, public service providers and local authorities must realise investment in Community Budgets will bring them benefits. Local authorities, their partners, and central government should, therefore, develop a framework for agreements on how the benefits of investment are to be shared. On the Troubled Families Programme, the Committee is supportive of the work being done but highlights the need for greater focus on how work with these families will continue after the programme ends in 2016. Noting that the resources available have not increased in proportion to the number of families added to the programme in June, DCLG needs to monitor carefully progress and provide more resources to local authorities if necessary

Book excerpt: The Government's plans for replacing GCSEs with new English Baccalaureate Certificates in some subjects is trying to do too much, too fast. Introducing several fundamental changes at the same time and to a tight timetable will jeopardise the quality of the reforms and may threaten the stability of the wider exam system. GCSEs need "significant improvements" in order to restore public confidence in the exam system, but the Government still needs to make the case that the GCSE brand is so discredited that it is beyond repair. MPs are also concerned about the impact of the changes on subjects outside the English Baccalaureate, where students will be taking GCSEs for some time to come, according to the Government's plans. The report also questions how well the Government's proposals will serve lower attaining pupils, who are often the most disadvantaged. There is no evidence that the proposed changes will help to tackle under-achievement or narrow the attainment gap between the richest and poorest students any more effectively than GCSEs. The Government is also called upon to re-think its plans for a Statement of Achievement specifically for lower attaining pupils. MPs agree that changes are needed to the way in which exams are run, but they raise serious concerns about franchising subjects to exam boards. The report is critical of the Government's decision to abolish some GCSEs before publishing the outcomes of the National Curriculum Review and its proposed changes to the school accountability system. MPs also note the wide-ranging stakeholder opposition to many of the Government's proposals.

Inward investment has increasingly been driven by the extractive sector, including oil and gas, whose share of the country’s total investment stock rose from 71% to 87% between 2004 and 2012. Statistics from the Investment Promotion Authority reveal that the largest share of new foreign direct investment in 2013, some 24.6%, targeted the construction sector, outpacing that in financial services, manufacturing and mining, which accounted for 19.8%, 18.1% and 10.9%, respectively. While minerals and hydrocarbons dominate exports, around 85% of the country’s population is employed in the agriculture sector. The start of liquefied natural gas exports in 2014 is expected to return the current account to a surplus in 2015, forecast as high as 12.1% of GDP before returning to 9.1% the following year. While the outlook for state revenues remains strong in the medium term, ensuring the sustainability of further spending increases will be key to preserving macroeconomic stability.
