Book Synopsis Effective Practices for Preparing Airport Improvement Program Benefit-cost Analysis by : Steven Richard Landau
Download or read book Effective Practices for Preparing Airport Improvement Program Benefit-cost Analysis written by Steven Richard Landau and published by Transportation Research Board. This book was released on 2009 with total page 78 pages. Available in PDF, EPUB and Kindle. Book excerpt: Benefit-Cost Analysis (BCA) aids in making capital investment decisions by determining whether the benefits of a proposed action justify its costs. This synthesis, Effective Practices for Preparing Airport Improvement Program Benefit-Cost Analysis, defines and describes benefit assessment techniques used by airports as well as other modes, highlights best practices, and identifies inconsistencies of how benefits are calculated and where there is confusion in the benefit-cost guidance published by the FAA. The project focused on a review of benefit-cost literature, including benefit-cost analyses submitted to the FAA, and structured interviews with airport managers and other applicants, consultants who prepared BCA studies, and FAA staff. BCA is a tool to aid agencies in project selection and prioritization. At its core, it is a computational tool to determine whether an investment will generate benefits that will exceed its costs. This analysis is accomplished by expressing all current and future benefits and costs on an equivalent basis, which is their present value (PV). A project is economically efficient if it has a positive Net Present Value (calculated as the PV of benefits minus the PV of costs), and hence also a Benefit-Cost Ratio exceeding one.

Book excerpt: This synthesis study is intended to provide a review of current airport and agency [primarily the U.S. Forest Service (USFS)] practices, policies, and procedures at airports called upon to support aerial wildland firefighting suppression efforts. Information used in this study was acquired through a review of the literature and interviews with ten airport operators (representing 13 airports), two commercial helicopter operators, and one regional fire center manager to gather insights on the current state of airport practices that support aerial wildland firefighting suppression efforts. The interviews followed a series of questions in areas such as community and economic matters, contracts, operations, and general business practices. While the interviews were structured, the interviewees were encouraged to freely discuss matters related to the topic of the study and to offer information on the subject that they believed was important--

Book Synopsis Common Use Facilities and Equipment at Airports by : Rick Belliotti
Download or read book Common Use Facilities and Equipment at Airports written by Rick Belliotti and published by Transportation Research Board. This book was released on 2008 with total page 131 pages. Available in PDF, EPUB and Kindle. Book excerpt: This synthesis study is intended to inform airport operators, stakeholders, and policy makers about common use technology that enables an airport operator to take space that has previously been exclusive to a single airline and make it available for use by multiple airlines and their passengers. Common use is a fundamental shift in the philosophy of airport space utilization. It allows the airport operator to use existing space more efficiently, thus increasing the capacity of the airport without constructing new gates, concourses, terminals, or check-in counters. This synthesis was prepared to help airport operators, airlines, and other interested parties gain an understanding of the progressive path of implementing common use, noted as the common use continuum. It identifies advantages and disadvantages to airports and airlines, and touches on the effects of common use on the passenger. The information for the synthesis was gathered through a search of existing literature, results from surveys sent to airport operators and airlines, and through interviews conducted with airport operators and airlines.

Book excerpt: This synthesis extends previous efforts to document the state of practice for airport ground access mode choice models. It examines the characteristics of existing models and discusses the issues involved in the development and use of such models to improve the understanding and acceptance of their role in airport planning and management. Information presented in this report may be of interest to a range of airport managers, airport and regional transportation planners, consultants and transportation modeling specialists, and researchers interested in issues involving airport ground access mode choice. For this synthesis, a comprehensive review of the relevant literature was undertaken. To document the extent of the recent use of airport ground access mode choice models and to identify sources of technical documentation on existing models, this literature review was supplemented by a survey of airport authorities, metropolitan planning organizations, consulting firms and research organizations, and other government agencies and industry organizations. Follow-up communications by telephone and e-mail were made where necessary.
