Available in PDF, EPUB and Kindle. Book excerpt: Small states have learned in recent decades that capital accumulates where taxes are low; as a result, tax havens have increasingly competed for the attention of international investors with tax and regulatory concessions. Economically powerful countries including France, Britain, Japan, and the United States, however, wished to stanch the offshore flow of domestic taxable capital. Since 1998 the Organisation for Economic Co-operation and Development (OECD) has attempted to impose common tax regulations on more than three dozen small states. In a fascinating book based on fieldwork and interviews in twenty-two countries in the Caribbean, North America, Europe, and islands in the Pacific and Indian Oceans, J. C. Sharman shows how the struggle was decided in favor of the tax havens, which eventually avoided common regulation. No other book on tax havens is based on such extensive fieldwork, and no other author has had access to so many of the key decision makers who played roles in the conflict between onshore and offshore Sharman suggests that microstates succeeded in their struggle with great powers because of their astute deployment of reputation and effective rhetorical self-positioning. In effect, they persuaded a transnational audience that the OECD was being untrue to its own values by engaging in a hypocritical, bullying exercise inimical to free competition.

Book excerpt: Seminar paper from the year 2016 in the subject Business economics - Banking, Stock Exchanges, Insurance, Accounting, Lucerne University of Applied Sciences and Arts (Banking & Finance), language: English, abstract: Switzerland is one of the most recognised countries for financial services and consists of four main financial centres; Basel, Geneva, Lugano and Zurich. Banking sector can be classified as one of the main contributors in Switzerland's financial sector. The following paper addresses two main financial centres in Switzerland as ranked seventh and 13th, respectively by The Global Financial Centres Index: Zurich and Geneva According to the last GFI report: "The top financial centres of the world are very well developed, sophisticated and cosmopolitan cities in their own right. Successful people are attracted to successful cities and it is perhaps no surprise that these centres are ranked so high by financial services professionals." Both financial centres profit from Switzerland's environment which provides legal stability, and high living-standards and as a result, both financial clusters play an important role in the global business of finance. This paper aims to analyse the current situation as well to provide an outlook for the future. Due to the limited time as well the limited scope, this paper focuses only on the banking sector, mainly analysing twelve major financial institutions with a strong national presence. Section 2 covers the background and history of both financial centre, Geneva and Zurich. Section 3 provides a short overview of the market structure of the financial sector as a whole in each financial centre, describing the number of market participants as well as the offered products and services. Section 4 contains information regarding the competition in both financial clusters in Switzerland and measures competition using the Herfindahl-Hirschman Index (HHI) on two selected examples. Section 5 provides an empirical analy

Book excerpt: Hong Kong is a small city with a big reputation. As mainland China has become an 'economic powerhouse' Hong Kong has taken a route of development of its own, flourishing as an entrepot and a centre of commerce and finance for Chinese business, then as an industrial city and subsequently a regional and international financial centre. This volume examines the developmental history of Hong Kong, focusing on its rise to the status of a Chinese global city in the world economy. Chiu and Lui's analysis is distinct in its perspective of the development as an integrated process involving economic, political and social dimensions, and as such this insightful and original book will be a core text on Hong Kong society for students.

Available in PDF, EPUB and Kindle. Book excerpt: Its highly fragmented structure of local governments and serious horizontal fiscal imbalances make Switzerland a surprisingly powerful model for Eastern European countries that are currently facing the challenge of fiscal decentralization. In spite of the substantial differences in the tradition and current practice of intergovernmental fiscal relations, transition economies may learn valuable lessons from the Swiss case in the fields of direct democracy, horizontal cooperation, expenditure and revenue assignment, and fiscal discipline. Among other conclusions, the authors suggest that subnational authorities can effectively fend off recentralization attempts of the central government if they engage in spontaneous cooperation to enhance the efficiency of public service provision. Together with an adequate fiscal equalization scheme, interjurisdictional cooperation also permits the reconciliation of the objective of an increasing devolution of powers with the existing regional disparities. The authors also show that the principle of subsidiarity can best be safeguarded by anchoring the expenditure and revenue powers of subnational governments in the constitution or in a similarly strong law. With regard to fiscal discipline, the combination of a "golden rule" with direct democratic instruments of budget control is proven to be successful in enhancing the accountability of local politicians toward their constituencies.
