It covers about 70% of the Earth's surface and acts as its primary reservoir of heat and carbon, absorbing over 90% of the surplus heat and about 30% of the carbon dioxide associated with human activities, and receiving close to 100% of fresh water lost from land ice. With the accumulation of greenhouse gases in the atmosphere, notably carbon dioxide from fossil fuel combustion, the Earth's climate is now changing more rapidly than at any time since the advent of human societies. Society will increasingly face complex decisions about how to mitigate the adverse impacts of climate change such as droughts, sea-level rise, ocean acidification, species loss, changes to growing seasons, and stronger and possibly more frequent storms. Observations play a foundational role in documenting the state and variability of components of the climate system and facilitating climate prediction and scenario development. Regular and consistent collection of ocean observations over decades to centuries would monitor the Earth's main reservoirs of heat, carbon dioxide, and water and provides a critical record of long-term change and variability over multiple time scales. Sustained high-quality observations are also needed to test and improve climate models, which provide insights into the future climate system. Sustaining Ocean Observations to Understand Future Changes in Earth's Climate considers processes for identifying priority ocean observations that will improve understanding of the Earth's climate processes, and the challenges associated with sustaining these observations over long timeframes.

It is only since the late twentieth century that, thanks to advances in microelectronics, battery technology, and satellite communication, in situ observations (together with satellite observations) have reached a volume and spatial distribution that allow us to track a wide range of global and regional phenomena. This review traces the development of in situ ocean observations primarily from a physical standpoint and describes the internationally coordinated observing networks that now supply these observations. It considers the enormous changes that have occurred in the volume and distribution of these observations and the implication of these changes for defining the evolving state of the global ocean. Finally, there is discussion of the prospects for further improving sustained ocean observations and for the delivery of integrated information from interrelated observing networks.

The Geneva-based GEO is a voluntary partnership of some 90 governments and 77 intergovernmental, international, and regional organisations. It is committed to integrating global observations through strengthened cooperation and coordination among global observing systems and research programmes. Blue Planet held its inaugural Symposium in Ilhabela, Brazil, in November 2012. Participants from some 25 countries, representing a diverse array of international programmes, presented and discussed issues including the coordination of and information access from global ocean observing systems for open ocean, coastal and inland ecosystems; operational ocean forecasting; applications of observations for sustainable fishery and aquaculture; and capacity building. A major outcome of the Symposium was the production of this book. The contributions to the Symposium served as a starting point, and were developed to provide a comprehensive overview of the scope and breadth of the “Oceans and Society: Blue Planet” initiative. Targeted at all stakeholders within the ocean and marine community, this volume discusses current activities and future actions and raises awareness for the further development and implementation of the Blue Planet agenda. The effort includes further demonstration of the practical utility of ocean observing systems through their use in important scientific goals.

But growth of coastal populations and increasing demands on marine resources are putting the future of ocean and coastal resources at risk through impacts such as overfishing, wetland drainage, climate change, and pollution of coastal waters. Given these demands, it is vital to build capacity-the people, the institutions, and technology and tools-needed to manage ocean resources. Unfortunately, many capacity building efforts focus on specific projects rather than on capacity building as goal unto itself, resulting in activities that are not funded or sustained past the typically short project lifetime. This book finds that the most successful capacity-building efforts meet the needs of a specific locale or region based on periodic assessments and include plans to maintain and expand capacity after the project ends. The report recommends ways that governments and organizations can help strengthen marine protection and management capacity, including conducting periodic program assessments, making plans to sustain funding, and developing leadership and political will. The book was produced at the request of Gordon and Betty Moore Foundation, the President's Circle of the National Academies, the David and Lucile Packard Foundation, the National Oceanic and Atmospheric Administration, the National Science Foundation, the Marisla Foundation, and the Curtis and Edith Munson Foundation.
