In the near future, control of it could lead to the type of political instability that is now associated with energy shortages. This book addresses the different aspects of irrigation, including not only the management of water resources and scientific and technical aspects, but also matters related to policy and economics. The objective of the Conference Series is to provide a venue for an international presentation and dissemination of papers related to sustainable ways of conducting irrigation. Sustainable irrigation has three key aspects, i.e. i) developing ways of using scarce water resources most efficiently to maximize food production while minimizing the environmental impact of irrigation activities on the affected land and water resources; ii) ensuring that the extraction of water from surface and groundwater sources is set at sustainable levels to maintain healthy aquatic ecosystems to secure a continued supply of quality water for irrigation, recreation and urban/industrial uses; iii) facilitate an equitable distribution of the water available for consumption between competing users, which is essential to maintain sustainable communities. Attracting researchers in academia and industry, as well as professional practitioners and policy makers, the Third International Conference provides a platform for a review of the state of the art from the scientific, technological, political and economic points of view. While a solid foundation has been established for many specific water management problems, combining those methods and principles in a unified framework remains an ongoing challenge. This Handbook aims to expand the scope of efficient water use to include allocation of sources and quantities across uses and time, as well as integrating demand-management with supply-side substitutes. Socially efficient water use does not generally coincide with private decisions in the real world, however. Examples of mechanisms designed to incentivize efficient behavior are drawn from agricultural water use, municipal water regulation, and externalities linked to water resources. Water management is further complicated when information is costly and/or imperfect. Standard optimization frameworks are extended to allow for coordination costs, games and cooperation, and risk allocation. When operating efficiently, water markets are often viewed as a desirable means of allocation because a market price incentivizes users to move resources from low to high value activities. However, early attempts at water trading have run into many obstacles. Case studies from the United States, Australia, Europe, and Canada highlight the successes and remaining challenges of establishing efficient water markets.

The linkages between Water Information Systems and needs of decision makers are complex, but can be encapsulated in a Driving Force (Policy Needs) – Monitoring – Data Management – Reporting framework. The rapid development in water policy reforms in many sectors and growing emphasis on demand-side policy solutions to water resources management has created an information imbalance. This imbalance can be characterised in terms of an inverted pyramid with implementation of many water policy initiatives supported by little data and information, especially related to economic and financial elements, to help guide decision makers toward more effective and efficient water resources management strategies. Additionally, as stress and demands on water systems increase and water becomes a more valued resource, this tends to increase the value of water information both for water providers and users. Nevertheless, many countries are reporting that the capacity to collect water information is being undermined by a lack of resources, while expertise to collect, analyse and interpret water data for decision makers is being lost. Finally, the impact of climate change on hydrological regimes represents a key potential stress on water systems. This issue could be the catalyst for adapting policies to provide more efficient and effective use and management of water resources and advance institutional and governance reforms in the water sector. This book is based on a special issue of the International Journal of Water Resources Development.
