Book excerpt: The African Development Bank commissioned four case studies on Debt Relief Initiatives, Development Assistance and Service Delivery in Ghana, Malawi, Senegal, and Uganda from the last quarter of 2006 to mid 2007. The objective of the study was to appraise the extent to which debt relief resources are being used to improve social service delivery. There is strong agreement from all four case studies that debt relief created flexibility in governments spending by playing the role of flexible and predictable budget support. In this context, governments acquired more degrees of freedom to allocate debt relief resources in line with their own objectives. In all four countries debt relief resources were more easily transformed into MDG-related spending than tied aid. The case studies had a consensus in identifying the accountability of public institutions to civil society, through community monitoring or execution of expenditures, as the most effective means of enhancing spending effectiveness. This formed the basis for the success observed in program implementation. From the findings of the case studies it is clear that debt relief can lead to enhanced service delivery provided certain conditions prevail. These conditions can be influenced by donors as well as the willingness of beneficiary governments to undertake reforms. The general observation across the case studies is that debt relief has a major positive impact on service delivery, and progress towards the MDGs, when beneficiaries: (i) have high capacity in MDG spending, (ii) are highly accountable, and (iii) receive stable and high-quality aid.

Available in PDF, EPUB and Kindle. Book excerpt: Drawing on the work of academics and other experts from across Canada, Carleton University's School of Public Policy and Administration's annual book takes a focused and robust look at an era where a political coronation seemed inevitable but high expectations had to be managed downwards almost immediately. A less-than-buoyant fiscal surplus, escalating concerns about liberal ethics and corruption, and a growing volatility in public opinion are examined as are Canadians' increasingly uncertain views about the new Liberal leadership versus the old Liberal Party's ten-year hold on power. A new Conservative Party and a suddenly feisty New Democratic Party are also a central part of the new 2004-2005 Canadian political and policy milieu.

Book excerpt: The crisis of the current global financial order is challenging us to critically reflect on how this order has been driven, and the development outcomes produced by its central political and economic actors. There is a great deal of academic knowledge about the role of the international financial institutions, powerful states and capital markets in international development, but there is little understanding of how regional dynamics and regional institutions influence global governance and developing countries. This book offers an independent and grounded investigation concerning the political economic role of Regional Development Banks through a study of the world’s leading regional development bank, the Inter-American Development Bank (IDB). The book examines the political economy of the IDB and its role in regional and national development during the neoliberalisation processes of the 1990s. In particular, the investigations explore the IDB’s power in regional and national development – via its technical, political and financial interventions – to frame policy alternatives, absorb opposition forces, support specific coalition forces and justify a particular direction of development, all in order to legitimize specific political economic projects directed by market-led pro-reform coalitions aligned with global financial forces and financial development guidelines. This book will be relevant to scholars and professionals interested in the international and regional political economy of development financing.

The African Energy Policy Research Network (Afrepren) has built up an enviable reputation as the Continent‘s foremost platform for the development African energy professionals producing policy relevant work. This latest volume in their series of publications is a further contribution to addressing the practical energy needs of Sub-Saharan Africa.

Available in PDF, EPUB and Kindle. Book excerpt: If 'prevention is better than cure', why isn't policy more preventive? Policymakers only have the ability to pay attention to, and influence, a tiny proportion of their responsibilities, and they engage in a policymaking environment of which they have limited understanding and even less control. This simple insight helps explain the gap between stated policymaker expectations and actual policy outcomes. Why Isn't Government Policy more Preventive? uses these insights to produce new empirical studies of 'wicked' problems with practical lessons. The authors find that the UK and Scottish governments both use a simple idiom - prevention is better than cure - to sell a package of profound changes to policy and policymaking. Taken at face value, this focus on 'prevention' policy seems like an idea 'whose time has come'. Yet, 'prevention' is too ambiguous until governments give it meaning. No government has found a way to turn this vague aim into a set of detailed, consistent, and defendable policies. This book examines what happens when governments make commitments without knowing how to deliver them. It compares their policymaking contexts, roles and responsibilities, policy styles, language, commitments, and outcomes in several cross-cutting policy areas (including health, families, justice, and employability) to make sense of their experiences. The book uses multiple insights from policy theory to help research and analyse the results. The results help policymakers reflect on how to avoid a cycle of optimism and despair when trying to solve problems that their predecessors did not.
