In December 1989, the NCPS was administered to a random sample of 3,629 Navy civilian employees. The number of usable responses was 1, 958, about 54 percent of the original sample. The survey data were generally representative of the entire civilian workforce to within + or - 5% error. NCPS examined attitudes in the following areas: job satisfaction; current programs, policies, and practices (including recruiting; pay and benefits; working hours; training; management, supervision, and feedback; promotion system; equal employment opportunity; overseas employment; and retirement); and planned and proposed programs and policies (including job sharing, leave transfer, health/ wellness programs, child care, elderly dependent care, drug testing and AIDS in the workplace).

Book excerpt: Based on the findings of the Army Strategic Plan for Civilian Personnel Management Research: A Roadmap for the Future, a questionnaire containing 16 broad areas for possible research was designed. The purpose of this effort was to assign priorities to research topics aimed at improving the management of the Army's civilian personnel. This questionnaire was distributed to key individuals throughout the Army. These persons were drawn from all major commands and represented military and civilian employees, personnelists and managers, those with staff assigments and those in the field, and those who participated in the previous Roadmap study as well as those who did not. The survey participants were asked to rate each of the areas on three dimensions: (a) the value of improving things in the area, (b) the seriousness of the consequences of not improving things, and (c) the likelihood that additional information would be used. The overall top priority topics were related to recruitment, retention, and the identification and development of supervisors and managers. Book excerpt: With the passage of the 1978 Civil Service Reform Act (CSRA) came many expectations for improvements to the Federal personnel management system. Critical to the evaluation of how well the changes and initiatives launched by CSRA have affected the way over 2.1 million federal civilian employees are managed are the views of those in the business --i.e., Federal personnel specialists. These individuals are responsible for ensuring that personnel actions taken every day throughout the Federal Government adhere to the laws, regulations, and policies intended to guide these actions, while also ensuring that their agencies are able to effectively utilize their work forces toward mission accomplishment. In order to gain the benefits of personnel specialists' insight and experiences, the U.S. Merit Systems Protection Board (MSPB) surveyed these employees to determine their perceptions concerning the operation of the civil service system. Results from our survey indicate that although personnel specialists do not believe some personnel programs are meeting the needs of employees and managers as intended by CSRA, many see positive benefits in personnel programs and initiatives of recent years.
