Book excerpt: 21st Century System for Evaluating Veterans' Disability Benefits recommends improvements in the medical evaluation and rating of veterans for the benefits provided by the Department of Veterans Affairs (VA) to compensate for illnesses or injuries incurred in or aggravated by military service. Compensation is a monthly cash benefit based on a rating schedule that determines the degree of disability on a scale of 0 to 100. Although a disability rating may also entitle a veteran to ancillary services, such as vocational rehabilitation and employment services, the rating schedule is out of date medically and contains ambiguous criteria and obsolete conditions and language. The current rating schedule emphasizes impairment and limitations or loss of specific body structures and functions which may not predict disability well. 21st Century System for Evaluating Veterans' Disability Benefits recommends that this schedule could be revised to include modern concepts of disability including work disability, nonwork disability, and quality of life. In addition to the need for an updated rating schedule, this book highlights the need for the Department of Veterans' Affairs to devote additional resources to systematic analysis of how well it is providing services or how much the lives of veterans are being improved, as well as the need for a program of research oriented toward understanding and improving the effectiveness of its benefits programs.

This text links original research and critical commentary to public policy and practice in the area of veteran transition. Doing so through a collection of international perspectives assists in locating continuity and difference between strategies, agendas and the realities of what is actually known of the veteran’s experience. Chapters in this text examine the subject of transition along lines of enquiry that focus in on themes such as social justice, veteran identity and developments in transition agendas. Globally, many veterans face complex social issues such as low income, barriers to employment, and problems of health and welfare. Chapters take stock of the real-world issues affecting veterans and at the same time casts a critical eye over the limitations in accessing, or denial of access to opportunities, support and remedy. The veteran identity is an important dimension of enquiry here. Book excerpt: Across a rich terrain of empirical and theoretical trajectories, the concept of military masculinity (now understood in its plural as military masculinities) has been a significant conceptual tool in both feminist international relations (IR) and in critical men and masculinities studies scholarship. The concept has helped us to unpack the relationships between gender, war, and militarism, including how military standards function in the production of wider normative, hegemonic manliness. As such, military masculinities has been a rewarding tool for many scholars who take a critical approach to the study of war and the military. This edited volume advances an emerging curiosity within accounts of military masculinities. This curiosity concerns the silences within, and disruptions to, our well-established and perhaps-too-comfortable understandings of, and empirical focal points for, military masculinities, gender, and war. The contributors to this volume trouble the ease with which we might be tempted to synonymize militaries, war, and a neat, ‘hegemonic’ masculinity. Taking the disruptions, the asides, and the silences seriously challenges the common wisdoms of military masculinities, gender, and war in productive and necessary ways. Doing so necessitates a reorientation of where, to whom, and for what we look to understand the operation of gendered military power. The chapters were originally published in a special issue of Critical Military Studies.
