Book excerpt: This book is the first collection of international legal documents related to the new, highly controversial & politically sensitive issue of transboundary movements of hazardous wastes & their disposal. It will be of invaluable assistance to practicing lawyers & other experts, academics as well as students, concerned with the rapid developments in international environmental law. The global instruments cover the basic system of the UNEP Basel Convention/IAEA Code & the documents of various United Nations organizations, whose interest with hazardous waste movements has increased considerably due to the preparations for the 1992 United Nations Conference on Environment & Development (UNCED). Numerous regional instruments included are: those of the UN ECE, OECD, EEC & other organizations of the industrialized states; instruments related to Antarctica; & to the major developing state regions (Africa, Latin America & the Caribbean, South Atlantic Zone, Asia & the Pacific), including the 1998 ACP-EEC Lome IV Convention & the 1991 OAU Bamako Convention. Two US treaties on hazardous waste export controls with Mexico & Canada form notable instances of bilateral measures. Some documents of Greenpeace & other non-governmental organizations are also added. An incisive Editors' Introduction & a comprehensive general index provide the reader with easy access to these vital instruments. This timely work aims to clarify & aid the increasingly intricate international debate on hazardous waste production & disposal, & reduce the conflict between North & South on the export of such waste to Third World countries. In addition, the prospects of South-South traffic, as developing states push towards industrialization, underline the urgent need for prompt & tough action. The Editors Barbara Kwiatkowska & Alfred Soons, both experienced authors on international law issues have been guided in the preparation of this unique collection by several outstanding experts, members of the Volume's Advisory Board, including Francis Njenga, S ecretary-General, Asian-African Legal Consultative Committee , New Delhi, Peter Sand, Principal Legal Officer, UNCED-Geneva, Henri Smets, Environment Directorate, OECD, Paris, Lee A. Kimball, Senior Associate, World Resources Institute, Washington, D.C. , Hans Lammers, Deputy Legal Adviser, Netherlands Foreign Office, The Hague & Iwona Rummel-Bulska, Chief, Environmental Law & Institutions Unit & Coordinator of the Basel Convention, UNEP-Nairobi/Geneva. The leading role of UNEP in seeking satisfactory solutions to the new environmental problems raised by hazardous wastes is accentuated in the Preface to the book by the honourable Dr Mostafa K. Tolba, E xecutive-Director of UNEP. The 'collective approach is' as he rightly put it 'our only option to care & share the only one Earth'.

Book excerpt: This book examines the importance of air pollution for the forests of rapidly industrialising countries and regions. Its geographical coverage includes South and Central America, Africa, and Asia, including Siberia, China and Korea. The problems presented by air pollution are placed within the more general context of sustainable development within these regions and the historical legacy that they are attempting to deal with. Attention is drawn to the very serious problems associated with poor air quality in cities such as Mexico City and Chongqing, China. Air pollution in these areas is amongst the worst in the world. Several chapters examine the importance of forest fires as a source of air pollution, with particular reference being made to the Southeast Asian fires in recent years. The available information about the effects of this pollution on the surrounding forests is reviewed, and recommendations are made for a better understanding of the impacts. A final chapter reviews the recent developments in air pollution control policies in the different regions covered by the book.

Book excerpt: 'The continued poverty of the majority of the planet's inhabitants and excessive consumption by the minority are the two major causes of environmental degradation The present course is unsustainable and postponing action is no longer an option. Inspired political leadership and intense cooperation across all regions and sectors will be needed to put both existing and new policy instruments to work. ' From the Synthesis Global Environment Outlook 2000 (GEO-2000) is a comprehensive and authoritative review and analysis of environmental conditions around the world. It is the flagship publication of the world's leading environmental organization, the United Nations Environment Programme (UNEP), and is based on information provided by more than 30 regional and international collaborating centres. The book presents a region-by-region analysis of the state of the world's environment, highlighting key global concerns and making recommendations for policy action. The regions covered include Africa, Asia and the Pacific, Europe and Central Asia, Latin America and the Caribbean, North America, West Asia and the Polar Areas. Chapter 1: Global Perspectives describes the main drivers of environmental change, such as the economy, population growth, political organization and regionalization, as well as potential impacts of recent global developments including the growth of the consumer culture, trade and international debt. Chapter 2: The State of the Environment provides a global and region-by-region overview of the environment at the end of the second millennium. The chapter covers global issues such as ozone, climate change, El Nifio and nitrogen loading, and universal issues of land and food, forests, biodiversity, freshwater, marine and coastal areas, atmosphere and urban areas. Chapter 3: Policy Responses reviews the broad range of policy instruments and responses being used to address environmental issues, including multilateral environmental agreements, and analyses the difficulties of compliance, implementation and assessment. Chapter 4: Future Perspectives looks at environmental issues that will require priority attention in the 21st century and some alternative policy options that could be used in the regions. Chapter 5: Outlook and Recommendations makes recommendations for future action based on the environmental legacy left by past and present policy and management systems. GEO-2000 will be the benchmark reference and guide to the state of the global environment. Written in clear, non-technical language and supported throughout by informative graphics and tables, it is essential reading for all those involved in environmental policy making, implementation and assessment, and for researchers and students of regional and global environmental issues. Book excerpt: This report is the result of a joint project of the Southern African Development Community (SADC), the World Bank, the International Bank for Reconstruction and Development, Swedish International Development Agency (Sida) and the World Conservation Union (Regional Office for Southern Africa) which investigated the threats to precious water resources in southern Africa, and to the environment that sustains them. The full colour, glossy report was intended as a SADC contribution to the United Nations summit on Sustainable Development in Johannesburg in 2002, and to the New Partnership for Africa's Development. The report provides a framework for the sustainable management of water resources, and presents solutions for long-term protection and appropriate utilisation of water in the counties of the region ? the DRC, Angola, Tanzania, Zambia, Malawi, Zimbabwe, Mozambique, Namibia, Botswana, Swaziland, Lesotho and South Africa. Some key messages that pervade the report are: firstly that the effective and sustainable utilisation and management of water resources are essential prerequisites for sustaining all forms of life and livelihoods, and for fostering overall socio-economic development and poverty reduction in the region; and that moreover, sustainable water resources management must be balanced between the short-term needs of the people and their human development, and the protection of the natural resource base and environment.
