This report investigates undernutrition's persistence, drawing on case studies of the public response to the problem in Ghana, Mozambique, Nigeria, and Uganda. Analyzing each nation's policymaking structures, political actors, understanding of undernutrition, and the timing of public responses, the author explains why none of these four nations has mounted an effective campaign to eliminate undernutrition. The author identifes several different causes of this shortcoming, with one underlying flaw in the various public responses standing out: a fundamental failure on the part of political leaders to see undernutrition as a grave problem that undermines development efforts in their nations. The author concludes that an effective response to undernutrition in these countries requires the formation of national advocacy coalitions that can raise public awareness of the problem, highlight policymakers' duty to ensure the nutrition of their citizens, and link proper nutrition to general national development. This report should serve as a resource for advocates, researchers, and others concerned with undernutrition in Africa.

It kills millions of young children annually, stunts growth, erodes child development, reduces the amount of schooling children attain, and increases the likelihood of their being poor as adults, if they survive. Stunting persists through a lifetime and beyond—underweight mothers are more likely to give birth to underweight children, perpetuating undernutrition across generations. Undernutrition reduces global gross domestic product by US$1.4–$2.1 trillion a year—the size of the total economy of Africa south of the Sahara.

Book excerpt: Abstract: Information from 3 nutrition rehabilitation centers operating in Uganda during 1971-72 to combat proteinenergy malnutrition is used to examine the process occurring between educational input and health outcome of malnourished children. The problems associated with evaluative research in these clinical settings are considered, along with evaluation methods implemented at theclinics. Results are used to assess the usefulness of these methods as well as the effectiveness of teaching. The findings suggest that assessment of changes in attitudes andknowledge, the social environment of the family, food preferences, and other external variables provide clues to the success or failure of nutritional recovery. Interviews with students of teacher training colleges and a model designating the place of nutrition education among all the social factors influencing child nutrition are also presented. An understanding of how nutrition education functions and is received is needed for the development of effective nutrition intervention policy.

Book excerpt: The first live broadcast Learning Route “Successful practices, tools and mechanisms to design, implement and monitor Home-Grown School Feeding (HGSF) programmes in Africa” jointly promoted by the Food and Agriculture Organization of the United Nations (FAO) and Procasur took place from the 7th to the 12th of December 2020 in Kenya. Twenty-two government officials and decision-makers attended this Learning Route; amongst them: seven (07) Kenyan government officials travelled from Nairobi to Busia and Siaya Counties to visit and share knowledge with local HGSF initiatives, such as: the BFN Project developed in Busia and the Nyamninia Primary school in Siaya County. The remaining fifteen participants from selected African countries (Burkina Faso, Cameroon, Egypt, Ghana, Lesotho, Rwanda and Uganda) experienced the same learning journey on a virtual modality through live broadcast connections and direct interactions with key actors in the field. Kenya thanks to its well-established HGSF model was an inspiring host, showcasing the differentiated approaches and strategies developed at national level to facilitate small farmers’ inclusion in the school meals. The “direct cash transfers to school” as a food procurement mechanism, the multisectoral and multi-actors engagement, the nutritional and biodiverse provision of school meals are some of the innovations analyzed during the Learning Route. This final report presents main lessons extracted during the case analysis workshops as well as innovative solutions that participating African Governments intend to adopt and scale-up in their respective countries as a follow-up of their participation to the learning route.
