Book excerpt: Seismic Vulnerability Assessment of Civil Engineering Structures at Multiple Scales: From Single Buildings to Large-Scale Assessment provides an integrated, multiscale platform for fundamental and applied studies on the seismic vulnerability assessment of civil engineering structures, including buildings with different materials and building typologies. The book shows how various outputs obtained from different scales and layers of assessment (from building scale to the urban area) can be used to outline and implement effective risk mitigation, response and recovery strategies. In addition, it highlights how significant advances in earthquake engineering research have been achieved with the rise of new technologies and techniques. The wide variety of construction and structural systems associated with the complex behavior of their materials significantly limits the application of current codes and building standards to the existing building stock, hence this book is a welcomed guide on new construction standards and practices. Provides the theoretical backgrounds on the most advanced seismic vulnerability assessment approaches at different scales and for most common building typologies Covers the most common building typologies and the materials they are made from, such as concrete, masonry, steel, timber and raw earth Presents practical guidelines on how the outputs coming from such approaches can be used to outline effective risk mitigation and emergency planning strategies

Book excerpt: This book represents a significant step toward a new contribution in the process of developing the seismic vulnerability index. This is accomplished by releasing or reducing the role of the rapid visual screening that is created by the opinions and decisions of experts, which depend on observations made while investigating the vulnerability damages caused by earthquakes. Alternatively, the computational analytical technique is preferable since it can be effective in determining the seismic vulnerability index before the occurrence of an earthquake by modeling the most affected influencing parameters that regulate the building performance. In addition, the seismic vulnerability index is supported by the vulnerability curves, which describe the probability of damages and are used to estimate the economic damage grade for each building which is the topic of inquiry. In the end, this helps to establish a clear vision and sort of recommendations for engineers and specialists to follow in order to take into consideration certain indices and factors before designing any specific structure. Because of this, the simplified work is utilized to manage and put into action measures that will protect against the effects of seismic events before an earthquake really occurs. In addition to this benefit, the work that has been done is of significant assistance to the authorities that are accountable for the restoration of the preexisting buildings and the cultural heritages.

Available in PDF, EPUB and Kindle. Book excerpt: This book is focused on the seismic vulnerability assessment methods, applied to existing buildings, describing several behaviors and new approaches for assessment on a large scale (urban area). It is clear that the majority of urban centers are composed of old buildings, designed according to concepts and rules that are inadequate to the seismic context. How to assess the vulnerability of existing buildings is an essential step to improve the management of seismic risk and its prevention policy. After some key reminders, this book describes seismic vulnerability methods applied to a large number of structures (buildings and bridges) in moderate (France, Switzerland) and strong seismic prone regions (Italy, Greece). Contents 1. Seismic Vulnerability of Existing Buildings: Observational and Mechanical Approaches for Application in Urban Areas, Sergio Lagomarsino and Serena Cattari. 2. Mechanical Methods: Fragility Curves and Pushover Analysis, Caterina Negulescu and Pierre Gehl. 3. Seismic Vulnerability and Loss Assessment for Buildings in Greece, Andreas J. Kappos. 4. Experimental Method: Contribution of Ambient Vibration Recordings to the Vulnerability Assessment, Clotaire Michel and Philippe Guéguen. 5. Numerical Model: Simplified Strategies for Vulnerability Seismic Assessment of Existing Structures, Cédric Desprez, Panagiotis Kotronis and Stéphane Grange. 6. Book excerpt: This 2016 Article IV Consultation highlights that economy of St. Kitts and Nevis continued its strong growth at about 5 percent, recording the strongest growth in the region during 2013–15. Strong growth has been underpinned by construction and tourism sector activity and their favorable spillovers on the rest of the economy, supported by surging inflows from its Citizenship-by-Investment (CBI) program. Large CBI inflows continued in 2015, albeit at a slower pace. The medium-term outlook is positive, but remains dependent on developments in CBI inflows. Growth is expected to moderate to 3.5 percent in 2016 and 3 percent, on average, over the medium term.

Economic activity is estimated to have been flat in 2011, as continued weakness in the construction sector offset the moderate recovery in tourism and manufacturing sectors. The external current account deficit is estimated to have widened in 2011, with higher energy and food prices more than offsetting the impact of fiscal consolidation and growth in stay-over tourist arrivals.

Available in PDF, EPUB and Kindle. Book excerpt: All too often the assessment of structural vulnerability is thought of only in terms of security upgrades, guards, and entrance barriers. However, in order to fully ensure that a building is secure, the process of design and construction must also be considered. Building Vulnerability Assessments: Industrial Hygiene and Engineering Concepts focuses on the range of vulnerabilities that can and should be addressed from design implementation through securing a building from intrusion from all types of threats. Customized Recommendations for Individual Structures The book begins with an outline for vulnerability assessments conducted either in-house or in coordination with a third party. The text is presented in a way that facilitates modifications for an organization's particular needs. The authors present summaries of regulations that are used to determine if chemicals create a risk to off-site locations or constitute a homeland security vulnerability. They also discuss physical security and chemical, biological, and radioactive (CBR) threat potentials. Highlights the Threat of Biological Contamination The remainder of the book discusses control systems to reduce vulnerabilities, emphasizing ventilation system controls. Since a building or facility which is already contaminated is easier to contaminate further, the authors put a heavy focus on new, latent, and residual chemical and biological contamination within building infrastructures. The book concludes by presenting basic emergency planning recommendations and offering recommendations for assessment programs and emergency drills. This volume, comprising the wisdom of scientists and engineers who have dealt in the past with building and site failures, assists future designers and operations and emergency planners in making decisions that may lessen the impact of emergencies and he

Book excerpt: This paper discusses St. Kitts and Nevis’ Ex Post Evaluation of Exceptional Access Under the 2011 Stand-by Arrangement. The program focused on (1) an ambitious fiscal consolidation, (2) a comprehensive debt restructuring, and (3) a further strengthening of the financial sector. These goals aimed to address the key issues behind the debt crisis, and the potential financial sector outcomes of the restructuring. The program had many successes. The debt reduction was one of the largest in recent times, the headline fiscal and current account balances improved substantially, important tax and public financial management reforms were enacted, and sovereign risk was removed from the banks. Robust growth also resumed.

GDP is estimated to have grown by 9 percent in 2022 after contracting 14.5 percent in 2020 and 0.9 percent in 2021. The lifting of all COVID-related travel restrictions in August sparked a strong rebound in the tourism sector and across the economy. Yet economic activity is not back to pre-pandemic levels. Inflation picked up, increasing from 1.9 percent in 2021 to 3.8 percent in 2022, reaching the highest level in a decade. The authorities’ proactive policy response, facilitated by the fiscal buffers accumulated from a decade of prudent fiscal policy, helped shelter domestic prices from high global energy and food prices. These measures nonetheless took a heavy toll on fiscal accounts in 2022. The primary balance ex-CBI revenue and land buybacks, an indicator of the underlying fiscal stance, deteriorated to a deficit of 17 percent of GDP (vs. 15 percent in 2021). Large CBI inflows in 2022 helped finance this expansion, keeping public debt below the ECCU regional target of 60 percent of GDP. The current account deficit is estimated to have narrowed in 2022, supported by tourism recovery.

Available in PDF, EPUB and Kindle. Book excerpt: This comprehensive work on security in the English-speaking Caribbean, offers a wealth of information about the history, politics, economics and geography of the entire region. The author examines security problems in the region as a geopolitical unit, not on a selective case-study basis, as is usually done. He assesses Caribbean security within a theoretical framework where four factors are critical: perceptions of the political elites; capabilities of the states; the geopolitics of the area; and the ideological orientations of the parties in power. Political and economic issues are judged to be as relevant to security as military factors. The author identifies safeguards which countries in the region may take in the coming decade.
