This policy is deliberately ambitious and focuses, first and foremost, on the heart of the Canadian Armed Forces - the brave women and men who wear the uniform. Canada cannot meet its defence needs at home and abroad without the dedicated, motivated and highly skilled people who work tirelessly to defend Canada and promote Canadian values and interests abroad. Strong, Secure, Engaged offers clear direction on Canadian defence priorities over a 20-year horizon. It increases the size of the Canadian Armed Forces, affirms Canada's unwavering commitment to its long-standing alliances and partnerships, and provides vital new investments to ensure our women and men in uniform have the modern tools they need to succeed in - and return home safely from - operations. This policy transforms how we care for Canada's military members and their families, from the time of recruitment to retirement and beyond. We believe this is critical to Canada's security"--Executive summary, p. 11.

Book excerpt: Defining Canada's Place in the World and the Government's Overall Approach to Defence As a point of departure, the government needed to set out the broad foreign and national security policy context within which it was positioning Canada and its defence policy, and this was clearly not contemplated in the process it followed in the defence policy review. [...] Analysis of the Global and Regional Strategic Outlook Minister Freeland's speech also contained a remarkably candid and pragmatic summary of the government's analysis of the global and regional strategic outlook for Canada and this provided good context for the new defence policy. [...] These missions are clearly defined in terms of size and nature, so for the first time since the end of the Cold War National Defence has reasonably hard metrics around the capabilities it is required by the government to establish and maintain. [...] While the timeline for release of it was likely delayed to allow for discussions with the new US leadership, and some modest adjustments could certainly have been made as a result of them, the main thrusts of the new defence policy can't have been changed radically in the few months available. [...] Defining the Defence Capabilities to be Acquired, Maintained or Divested With the sound defence strategy foundations set out in the policy, it is not surprising that Strong, Secure, Engaged is similarly solid in its articulation of the defence capabilities the Canadian Armed Forces are required to establish and maintain.

Available in PDF, EPUB and Kindle. Book excerpt: The Canadian Rangers stand sentinel in the farthest reaches of our country. For more than six decades, this dedicated group of citizen-soldiers has quietly served as Canada's eyes, ears, and voice in isolated coastal and northern communities. Drawing on official records, interviews, and participation in Ranger exercises, Lackenbauer argues that the organization offers an inexpensive way for Canada to "show the flag" from coast to coast to coast. The Rangers have also laid the foundation for a successful partnership between the modern state and Aboriginal peoples, a partnership rooted in local knowledge and crosscultural understanding.

Book excerpt: Pierre Trudeau and most of his contemporaries at home and abroad are now dead. This book offers reflections on Canadian foreign, trade, and defence policies from interviews conducted more than three decades ago with key policy makers, diplomats, and military officers in the Trudeau government and of that era. The interviews are informative and revealingly frank. There is much on the enormous difficulties in dealing with the United States, Europe, NATO, the Soviet Union, and Communist China in an era dominated by the Cold War. There are also personal insights into Trudeau himself – a man of great “esprit,” who initially seemed destined to change Canadian policy in a dramatic fashion. Over time, however, this was not to be, and his government policies reverted towards the norm. A unique resource, Trudeau’s World adds immeasurably to our understanding of the Trudeau era. It also has much to tell us about Canada and the world from 1968 to 1984.

Book excerpt: For over a decade, Canada’s participation in the war in Afghanistan dominated media headlines, government discussions, academic studies, and the public international security debate, often to the exclusion of issues that have traditionally shaped Canadian approaches to security and defence policy. Now that the mission in Afghanistan is over, what issues should define Canada’s international security agenda? This collection of essays, written by leading observers of Canadian policy, seeks to answer this question by investigating how Canada will likely respond to new threats and security challenges in light of the experience gained in Afghanistan. Topics include the future place of NATO in defence and security policy; emerging regions of concern and interest; and nuclear weapons and arms control, including missile defence and the military use of space.
