To make this dream come true, rural women need to be educated, malnutrition in rural areas; especially among women, needs to be removed, they will have to be technologically empowered, and rural women need to break the shackles of traditional hiccups and be aware of the latest information related to government programmes and schemes along with legal literacy concerning them to be able to understand the various provisions made available by the government for them and to enable them to enforce the same. This book encapsulated all the required dimensions of rural women empowerment: education, health & nutrition, technological empowerment, political empowerment instruments like the Panchayati Raj system, economic empowerment through entrepreneurship, etc. It covers the health challenges of women labourers, hill women, drudgery issues of brick layering women, women and Corporate Social Responsibility (CSR), and constriants to women's empowerment. Book excerpt: OBJECTIVES: Create Skills Training Unit (STU) in the Department of Rural Development (Nigeria) capable of planning, coordinating and implementing training for rural women using appropriate technologies to increase production of farm and semi-agricultural products and craft items. FINDINGS: The project represents a signficant effort to increase women's access to technology and credit. However, flaws in the project design have affected the overall performance and only one output has been achieved. The project is essentially a pilot project which is spearheading and developing innovative approaches to assist rural women. It adopted an ambitious countrywide focus which involved the limited project personnel in extensive travel and distracted them from project activities. There is no coherent strategy for selecting national women's groups or for coordinating services of other institutions to reduce demands on project staff, and, as a result, its ability to service the identified women's groups is questionable. There is also no coherent training programme. The bulk of training relates to the operation of equipment and is conducted by short-term resource personnel. RECOMMENDS: Reformulating project document to correct design flaws, notably ensuring immediate objectives and outputs are appropriate and are measurable and attainable, and identifying resulting changes required in the activities. LESSONS LEARNED: There is need for a clear conceptual framework to guide design and implementation of grassroots projects such as this. Key underlying assumptions should be explicit and should be tested for validity, i.e. the availability of productive technologies for rural women; the feasibility of providing direct support, and the likelihood that sustainability can be achieved.
