The problem, McNaugher shows, is that the technical needs of engineers and military planners clash sharply with the political demands of Congress. McNaugher examines weapons procurement since World War II and shows how repeated efforts to improve weapons acquisition have instead increased the harmful intrusion of political pressures into that technical development and procurement process. Today's weapons are more complicated than their predecessors. So are the nation's military forces. The design of new systems and their integration into the force structure demand more care, time, and flexibility. Yet time and flexibility are precisely what political pressures remove from the acquisitions process. In a series of case studies and conceptual discussions, McNaugher tackles concerns at the heart of the debate about acquisition—the slow and heavily bureaucratic approach to development, the preference for ultimate weapons over well-organized and trained forces, and the counterproductive incentives facing the nation's defense firms. He calls for changes that run against the current fashion—less centralization or procurement, less haste in developing new weapons, and greater use of competition as a means of removing the development process from political oversight. Above all, McNaugher shows how the United States tries to buy research and development on the cheap, and how costly this has been. The nation can improve its acquisition process, he concludes, only when it recognizes the need to pay for the full exploration of new technology.

This book presents an organizational and social history of one of the foundational projects of the computer era: the development of the SAGE (Semi-Automatic Ground Environment) air defense system, from its first test at Bedford, Massachusetts, in 1951, to the installation of the first unit of the New York Air Defense Sector of the SAGE system, in 1958. The idea for SAGE grew out of Project Whirlwind, a wartime computer development effort, when the U.S. Department of Defense realized that the Whirlwind computer might anchor a continent-wide advance warning system. Developed by MIT engineers and scientists for the U.S. Air Force, SAGE monitored North American skies for possible attack by manned aircraft and missiles for twenty-five years. Aside from its strategic importance, SAGE set the foundation for mass data-processing systems and foreshadowed many computer developments of the 1960s. The heart of the system, the AN/FSQ-7, was the first computer to have an internal memory composed of "magnetic cores," thousands of tiny ferrite rings that served as reversible electromagnets. SAGE also introduced computer-driven displays, online terminals, time sharing, high-reliability computation, digital signal processing, digital transmission over telephone lines, digital track-while-scan, digital simulation, computer networking, and duplex computing. The book shows how the wartime alliance of engineers, scientists, and the military exemplified by MIT's Radiation Lab helped to transform research and development practice in the United States through the end of the Cold War period.

It is now widely recognized as a tool of great versatility and power, and is applied to an increasing extent in all phases of economic analysis, operations research, technology, and also in mathematical theory itself. In economics and operations research its impact may someday rival that of linear programming. The importance of this field is made apparent through a growing number of publications. Foremost among these is the pioneering work of Bellman. It was he who originated the basic ideas, formulated the principle of optimality, recognized its power, coined the terminology, and developed many of the present applications. Since then mathe maticians, statisticians, operations researchers, and economists have come in, laying more rigorous foundations [KARLIN, BLACKWELL], and developing in depth such application as to the control of stochastic processes [HoWARD, JEWELL]. The field of inventory control has almost split off as an independent branch of Dynamic Programming on which a great deal of effort has been expended [ARRoW, KARLIN, SCARF], [WIDTIN] , [WAGNER]. Dynamic Programming is also playing an in creasing role in modem mathematical control theory [BELLMAN, Adap tive Control Processes (1961)]. Some of the most exciting work is going on in adaptive programming which is closely related to sequential statistical analysis, particularly in its Bayesian form. In this monograph the reader is introduced to the basic ideas of Dynamic Programming.

It is not a state of-the-art paper for research workers in the field of control theory. Its purpose is to introduce the reader to some of the problems and results in control theory, to illustrate the application of these re sults, and to provide a guide for his further reading on this subject. I have tried to motivate the results with examples, especial ly with one canonical, simple example described in §3. Many results, such as the maximum principle, have long and difficult proofs. I have omitted these proofs. In general I have included only the proofs which are either (1) not too difficult or (2) fairly enlightening as to the nature of the result. I have, however, usually attempted to draw the strongest conclusion from a given proof. For example, many existing proofs in control theory for compact targets and uniqueness of solutions also hold for closed targets and non-uniqueness. Finally, at the end of each section I have given references to generalizations and origins of the results discussed in that section. I make no claim of completeness in the references, however, as I have often been content merely to refer the reader either to an exposition or to a paper which has an extensive bibliography. Book excerpt: This study has grown out of a part of the author's thesis "Some Simple and Bulk Queueing Systems: A Study of Their Transient Behavior" submitted to the University of Western Australia (1964) and a course on Queueing Theory given to graduate students in the Operations Research Group of Case Institute of Technology, Cleveland, Ohio. The one semester course (approximately 35 hours) consisted of the following topics. (i) Some of the important special queues such as M/M/s, M/D/s, M/Ek/l etc., with emphasis on the different methods employed in the transient as well as steady state solution. (ii) Imbedded Markov chain analysis of M/G/l and GI/M/l as given in the joint paper of the author and N.U. Prabhu as well as the papers of D.G. Kendall. [All notations and papers are referred to later in the notes]. (iii) The contents of this memorandum. The author feels that such a course prepares the students adequately for an advanced course in Queueing Theory involving topics on Waiting Times, the General Queue GI/G/l and other ramifications such as Priorities, etc. A few words regarding the approach adopted in this study may not be out of place. So far, the time dependent behavior of queueing systems has not found a place in courses given outside the Department of Mathematics.
