Xiaoyun Li is Chair Professor at China Agricultural University and Honorary Dean of the China Institute for South-South Cooperation in Agriculture. Prof. Li is the Chair of the Network of Southern Think Tanks and Chair of the China International Development Research Network. André de Mello e Souza is a researcher at the Institute for Applied Economic Research (IPEA), a Brazilian governmental think tank. Elizabeth Sidiropoulos is Chief Executive of the South African Institute of International Affairs. She has co-edited Development Cooperation and Emerging Powers: New Partners or Old Patterns (2012) and Institutional Architecture and Development: Responses from Emerging Powers (2015). Dorothea Wehrmann is a researcher in the Inter- and Transnational Cooperation programme at the German Development Institute.

Recent crises have proved, though, why aid is so important for us as well as for the countries we assist. The 2015 Spending Review is therefore being used to fundamentally review how this budget is spent. Spending will be shaped according to four strategic objectives. The strategy sets out how, as a result of the new approach, we will: allocate 50% of all DFID's spending to fragile states and regions; increase aid spending for the Syrian crisis and the related region; end all traditional general budget support - so we can better target spending; use an expanded cross-government Conflict, Stability and Security Fund (CSSF) to underpin our security objectives by supporting the international work of the National Security Council (NSC); create a £500 million ODA crisis reserve to allow still greater flexibility to respond to emerging crises such as the displacement of Syrian refugees; fund a new £1 billion commitment to global public health (the "Ross Fund") which will fund work to tackle the most dangerous infectious diseases, including malaria. The fund will also support work to fight diseases of epidemic potential, such as Ebola, neglected tropical diseases, and drug resistant infections; and use a new cross-government Prosperity Fund, led by the NSC, to drive forward our aim of promoting global prosperity.

Both issues have become increasingly important in recent years in view of the declining volume of budget funds allocated to development cooperation. The papers discussing the effectiveness of foreign aid shed new light on the issue at a crucial moment where economists have begun to question the recent consensus that the productivity of aid mainly depends on the recipient country's policy environment. As far as the contributions dealing with new approaches in development cooperation are concerned, these are centred on a closer integration of the private sector, by joint action with so-called lead firms in production networks on the one hand, and the mobilization of additional financial resources from international capital markets for bilateral development cooperation, on the other. The authors also make suggestions concerning critical aspects relevant for implementation. The last part of this volume is dedicated to an assessment of low-income countries' pension schemes based on the human capital approach.

After collecting over 1000 development cooperation projects by China and India in Africa using AidData, this book applies the method of qualitative comparative analysis (QCA) to understand the motives behind their development cooperation. Mthembu posits that neither China nor India were solely motivated by one causal factor, whether strategic, economic or humanitarian interests or the size of their diaspora in Africa. China and India are driven by multiple and conjunctural factors in providing more development cooperation to some countries than others on the African continent. Only when some of these respective causal factors are combined is it evident that both countries disbursed high levels of development cooperation to some African countries.
