Book excerpt: This book analyses how and to what extent ex-communist states have adjusted their defence strategies since joining the EU and NATO, and how differences and similarities between their strategies can be explained. Between 1999 and 2013, four phases of enlargement took place when the European Union (EU) and NATO allowed 11 new former communist states to enter both organisations. These states share some common attributes and experiences related to strategic culture and common experiences during the Cold War era that can potentially explain similarities in behaviour and preferences among them. However, the strategic adjustments among these states are far from uniform. In an effort to explain these differences, the book introduces three intervening variables: (1) differences in relative power and position in the international system, (2) national geographical characteristics; and (3) historical experiences related to formative periods of state-building processes as well as wars and armed conflicts. Empirically, the book strives to present and analyse the defence strategies of each of the new allies by conducting a structured focused comparison of official strategic documents from the twenty-first century for each of the 11 cases. Theoretically and methodologically, it introduces an analytical framework enabling us to explain both similarities and differences in the formulation of the strategies of the 11 states, and to shed light on their external and internal efforts to promote their strategic interest by operationalising the dependent variable - defence strategy. The analytical framework combines elements of structural realism with classical realism, and constructivist research on unit-level characteristics related to relative power and perceptions of strategic exposure. This book will be of much interest to students of strategic studies, European Union policy, NATO and International Relations in general.

Book excerpt: This paper discusses the progress that Vietnam has made toward meeting a core set of development goals that the government recently adopted as part of its Comprehensive Poverty Reduction and Growth Strategy (CPRGS). These goals are strongly related to the Millennium Development Goals (MDGs), but are adapted and expanded to reflect Vietnam's national challenges and the government's ambitious development plans. For each Vietnam Development Goal, the authors describe recent trends in relation to the trajectories implied by the MDGs, outline the intermediate targets identified by the government, and discuss the challenges involved in meeting these. Relative to other countries of similar per capita expenditures, Vietnam has made rapid progress in a number of key areas. Poverty has halved over the 1990s, enrollment rates in primary education have risen to 91 percent (although there is a quality problem), indicators of gender equity have been strengthened, child mortality has been reduced, maternal health has improved, and real progress has been made in combating malaria and other communicable diseases. In contrast, Vietnam scores worse than other comparable countries in the areas of child malnutrition, access to clean water, and combating HIV/AIDS. A number of important crosscutting issues emerge from this analysis that need to be addressed. One such challenge is improving equity, both in terms of ensuring that the benefits of growth are distributed evenly across the population and in terms of access to public services. This will involve addressing the affordability of education and curative health care for poor households. Improvements in public expenditure planning are needed to align resources better to stated desired outcomes and to link nationally-defined targets to subnational planning and budgeting processes. There is also a need to address capacity and data gaps which will be crucial for effective monitoring. This paper--a product of the Poverty Reduction and Economic Management Sector Unit, East Asia and Pacific Region--is part of a larger effort in the region to help governments move toward outcome-based planning for poverty reduction.

Since the end of the Second World War, few nations possess the capacity for large scale, sustained and independent naval operations; and even those that do, such as the USA, often find it economically, militarily and politically expedient to act multilaterally. As such, coalition naval operations increasingly became the norm throughout the twentieth-century, and there is little sign of this abating in the twenty-first. Multinational operations provide a number of benefits, but they also present a number of challenges. Examining the dynamics of coalition operations involving the Royal Navy (RN), Royal Australian Navy (RAN) and the United States Navy (USN) during the Korean War, Vietnam War and the Iraq War, this book provides a broad overview of naval interoperability between the three navies. Using the naval gunfire support (NGS) capability as a lens through which to analyse operations, the study explores a diverse range of issues, including: command and control, communications, equipment standardisation, intelligence, logistics, planning, rules of engagement, tactics, techniques and procedures and training. Approaching the subject through both historical and contemporary perspectives not only provides a unique assessment of the variation in the effectiveness of interoperability over time, but also offers a platform for better understanding and enhancing the performance of future coalition naval operations. Based on extensive archival research in Australia, the UK and the US, as well as wide-ranging interviews, this book sheds new light on the dynamics of conducting coalition operations.
