Most of the world’s leading companies are making massive investments in it. Governments are scrambling to catch up. Every single one of us who uses Google Search or any of the new digital assistants on our smartphones has witnessed first-hand how quickly these developments now go. Many analysts foresee truly disruptive changes in education, employment, health, knowledge generation, mobility, etc. But what will AI mean for defense and security? In a new study HCSS offers a unique perspective on this question. Most studies to date quickly jump from AI to autonomous (mostly weapon) systems. They anticipate future armed forces that mostly resemble today’s armed forces, engaging in fairly similar types of activities with a still primarily industrial-kinetic capability bundle that would increasingly be AI-augmented. The authors of this study argue that AI may have a far more transformational impact on defense and security whereby new incarnations of ‘armed force’ start doing different things in novel ways. The report sketches a much broader option space within which defense and security organizations (DSOs) may wish to invest in successive generations of AI technologies. It suggests that some of the most promising investment opportunities to start generating the sustainable security effects that our polities, societies and economies expect may lie in in the realms of prevention and resilience. Also in those areas any large-scale application of AI will have to result from a preliminary open-minded (on all sides) public debate on its legal, ethical and privacy implications. The authors submit, however, that such a debate would be more fruitful than the current heated discussions about ‘killer drones’ or robots. Finally, the study suggests that the advent of artificial super-intelligence (i.e. AI that is superior across the board to human intelligence), which many experts now put firmly within the longer-term planning horizons of our DSOs, presents us with unprecedented risks but also opportunities that we have to start to explore. The report contains an overview of the role that ‘intelligence’ - the computational part of the ability to achieve goals in the world - has played in defense and security throughout human history; a primer on AI (what it is, where it comes from and where it stands today - in both civilian and military contexts); a discussion of the broad option space for DSOs it opens up; 12 illustrative use cases across that option space; and a set of recommendations for - especially - small- and medium sized defense and security organizations.

In earlier decades (under both Democratic and Republican administrations), the concept of defending against incoming nuclear missiles has been explored. This is not a new concept what is new is the technology that is currently available that could make a defensive system more feasible and more reliable. This is one of the major reasons President Reagan proposed in 1983 that the United States make research into a missile defense system a high priority. Currently, the U.S. strategic policy is one of deterrence through the threat of massive retaliation. SDI seeks to change this approach. If such a system proves feasible (and many proponents argue that the technology is most encouraging at this point), the U.S. and the Soviet Union could make a gradual transition to defensive systems, thus reducing reliance on offensive weapons of destruction. The goal of the SDI program is to provide future decision-makers with an informed choice. SDI is currently a research and development program de- signed to determine the feasibility of a future system. This five-year program seeks to provide decision-makers in the early 1990s with solid information about the potential of various technologies and the potential for deploying a defensive system. In addition, it seeks to provide our leader- ship with options in case of a Soviet technological breakthrough or further Soviet "break-out" from the Anti-Ballistic Missile (ABM) Treaty of 1972. Finally, this analysis examines what factors persuaded policy makers that missile defenses were unnecessary, undesirable, or impossible in the past, then determines whether current circumstances have changed enough to suggest that such systems are now needed and within reach. This study finds that it is indeed time for the US to pursue a strategy that includes strategic defense.

Book excerpt: In 1975, U.S. Army Center of Military History commissioned a report on the History of Strategic Air and Ballistic Missile Defense, Volume I (1945-1955) and Volume II (1956-1972), which was part of a larger study of the strategic arms competition that developed between the United States and the Soviet Union after World War II. The report addresses each country's approach to civil defense against the threat from the air and each country's emphasis on specific elements of air defense strategy at various periods between 1945 and 1972. Two central questions concerned the U.S. and Soviet defense planners: "How might we be attacked?" and "How shall we defend our country?" Overall, technological changes were the predominant factor affecting air and missile defense strategy during the period primarily as they related to the developing offensive threat. The scope and pace of technological innovations introduced a measure of uncertainty, placed considerable strain on the stability of the U.S.-Soviet relationship, and raised fundamental challenges to previous concepts of how best to defend the United States. U.S. strategy was built on the variety of new weapon system developments; while Soviet defense trends demonstrated Soviet awareness and responded to developments in U.S. strategic offensive forces. The basic patterns of action were set by initial, and early, strategic choices. Thereafter, the strategic problem centered on technological development. Threat perceptions increasingly involved possible application of new technologies by the Soviets in order to define or delimit future threats. Perceptions of future threats were influenced by the view of available technologies, whether or not the Soviets had demonstrated the capacity to apply them. Available or known technologies were extrapolated to assess future threats. However, a direct action-reaction cycle was not seen as a factor in the development of U.S. and Soviet strategic air and missile defense systems.
