In this new environment, the purpose of the U.S. Army is not only to win a battle or a war, but also to be involved effectively in peace operations in post-conflict societies. To make the U.S. Army more effective requires prior knowledge about the political, societal, and cultural environment within which these operations would take place, as well as the acquisition of a new set of skills that would allow the U.S. Army to handle sensitive situations relevant to this environment. Due to the presence of several "weak" states in the international system, the United States needs to devise and employ strategies aimed at preventing and managing the outbreak of domestic conflicts that have the potential of undermining regional and international peace and stability. To avoid oversimplifications in the planning process, U.S. policymakers should have a comprehensive view of the relationship between the state experiencing domestic conflict and its society/citizens. For the design and effective implementation of peacemaking and peace/state-building policies, U.S. strategists should be fully aware of what constitutes a security issue for social groups and individuals in third countries. Thus, U.S. strategic planning and actions should be based on the adoption of the broaden definition of security as well as the idea of human security. Since international stability is based on the stability of states, the United States needs to assist the creation and maintenance of "strong" states.

Book excerpt: The Federal Emergency Management Agency (FEMA) has developed this publication, Site and Urban Design for Security: Guidance against Potential Terrorist Attacks, to provide information and design concepts for the protection of buildings and occupants, from site perimeters to the faces of buildings. The intended audience includes the design community of architects, landscape architects, engineers and other consultants working for private institutions, building owners and managers and state and local government officials concerned with site planning and design. Immediately after September 11, 2001, extensive site security measures were put in place, particularly in the two target cities of New York and Washington. However, many of these security measures were applied on an ad hoc basis, with little regard for their impacts on development pat-terns and community character. Property owners, government entities and others erected security barriers to limit street access and installed a wide variety of security devices on sidewalks, buildings, and transportation facilities. The short-term impacts of these measures were certainly justified in the immediate aftermath of the events of September 11, 2001, but traffic patterns, pedestrian mobility, and the vitality of downtown street life were increasingly jeopardized. Hence, while the main objective of this manual is to reduce physical damage to buildings and related infrastructure through site design, the purpose of FEMA 430 is also to ensure that security design provides careful attention to urban design values by maintaining or even enhancing the site amenities and aesthetic quality in urban and semi-urban areas. This publication focuses on site design aimed to protect buildings from attackers using vehicles carrying explosives. These represent the most serious form of attack. Large trucks enable terrorists to carry very large amounts of explosives that are capable of causing casualties and destruction over a range of many hundreds of yards. Perimeter barriers and protective design within the site can greatly reduce the possibility of vehicle penetration. Introduction of smaller explosive devices, carried in suitcases or backpacks, must be prevented by pedestrian screening methods. Site design for security, however, may impact the function and amenity of the site, and barrier and access control design may impact the quality of the public space within the adjacent neighborhood and community. The designer's role is to ensure that public amenity and the aesthetics of the site surroundings are kept in balance with security needs. This publication contains a number of examples in which the security/ amenity balance has been maintained through careful design and collaboration between designers and security experts. Much security design work since September 11, 2001, has been applied to federal and state projects, and these provide many of the design examples shown. At present, federal government projects are subject to mandatory security guidelines that do not apply to private sector projects, but these guidelines provide a valuable information resource in the absence of comparable guidelines or regulations applying to private development. Operations and management issues and the detailed design of access control, intrusion alarm systems, electronic perimeter protection, and physical security devices, such as locking devices, are the province of the security consultant and are not covered here, except as they may impact the conceptual design of the site. Limited information only is provided on some aspects of chemical, biological and radiological (CBR) attacks that are significant for site designers; extensive discussion of approaches to these threats can be found in FEMA 426.

To do so, this research analyzes how civil society and state capacity effect human security; using an explanatory mixed-method approach. The statistical analysis used in this research is a time series cross-sectional data analysis covering over 160 countries from 1984 to 2014. The statistical findings are further tested by comparative case studies of Slovenia, Lithuania, Russia and Singapore. The results suggest that civil society and state capacity are significant factors for explaining how different levels of human security emerge in various socio-political settings. Here, particular combinations of state and society strengths define whether prosperity, development and peace are achieved in a given country. Hence, this dissertation suggests that countries with strong state capacity and civil society are the ones with the highest level of human security.

The ongoing opioid crisis lies at the intersection of two public health challenges: reducing the burden of suffering from pain and containing the rising toll of the harms that can arise from the use of opioid medications. Chronic pain and opioid use disorder both represent complex human conditions affecting millions of Americans and causing untold disability and loss of function. In the context of the growing opioid problem, the U.S. Food and Drug Administration (FDA) launched an Opioids Action Plan in early 2016. As part of this plan, the FDA asked the National Academies of Sciences, Engineering, and Medicine to convene a committee to update the state of the science on pain research, care, and education and to identify actions the FDA and others can take to respond to the opioid epidemic, with a particular focus on informing FDA's development of a formal method for incorporating individual and societal considerations into its risk-benefit framework for opioid approval and monitoring.

In our efforts to counter violent extremism, we will rely on existing partnerships that communities have forged with Federal, State, and local government agencies. This reliance, however, must not change the nature or purpose of existing relationships. In many instances, our partnerships and related activities were not created for national security purposes but nonetheless have an indirect impact on countering violent extremism (CVE). At the same time, this Strategic Implementation Plan (SIP) also includes activities, some of them relatively new, that are designed specifically to counter violent extremism. Where this is the case, we have made it clear. It is important that both types of activities be supported and coordinated appropriately at the local level.

Book excerpt: This report of the President's Commission on Law Enforcement and Administration of Justice -- established by President Lyndon Johnson on July 23, 1965 -- addresses the causes of crime and delinquency and recommends how to prevent crime and delinquency and improve law enforcement and the administration of criminal justice. In developing its findings and recommendations, the Commission held three national conferences, conducted five national surveys, held hundreds of meetings, and interviewed tens of thousands of individuals. Separate chapters of this report discuss crime in America, juvenile delinquency, the police, the courts, corrections, organized crime, narcotics and drug abuse, drunkenness offenses, gun control, science and technology, and research as an instrument for reform. Significant data were generated by the Commission's National Survey of Criminal Victims, the first of its kind conducted on such a scope. The survey found that not only do Americans experience far more crime than they report to the police, but they talk about crime and the reports of crime engender such fear among citizens that the basic quality of life of many Americans has eroded. The core conclusion of the Commission, however, is that a significant reduction in crime can be achieved if the Commission's recommendations (some 200) are implemented. The recommendations call for a cooperative attack on crime by the Federal Government, the States, the counties, the cities, civic organizations, religious institutions, business groups, and individual citizens. They propose basic changes in the operations of police, schools, prosecutors, employment agencies, defenders, social workers, prisons, housing authorities, and probation and parole officers.
