Book excerpt: This book provides a historical economic analysis of two key issues relating to township and village enterprise (TVE) development in China. Firstly, the nature of the evolving relationship between TVEs and local government; in particular how TVE entrepreneurs have used institutionalized power to secure the political influence needed to defend their financial independence. Secondly, the relationship between TVEs and state-owned enterprises (SOEs), and the role of SOEs in China’s economic transition. This study highlights the importance of the role of SOEs in the “dual-track pricing system” and its impact on other parts of the economy. Township and village enterprises were key to China's success in the late twentieth century, but have more or less disappeared as an entity over the past decade or so. By measuring the structural difference of the SOE sector before and after 1998–2003 SOE reform, Jin explains their fast catch-up in productivity since the mid-1990s, as well as the relative decline of TVE productivity.

An empirically rich study, it provides new insight into China's institutional transition towards a market system. It explains how a bottom-up endogenous, instead of top-down exogenous, property rights reform can be realized in transitional economies.

Book excerpt: How China Became Capitalist details the extraordinary, and often unanticipated, journey that China has taken over the past thirty five years in transforming itself from a closed agrarian socialist economy to an indomitable economic force in the international arena. The authors revitalise the debate around the rise of the Chinese economy through the use of primary sources, persuasively arguing that the reforms implemented by the Chinese leaders did not represent a concerted attempt to create a capitalist economy, and that it was 'marginal revolutions' that introduced the market and entrepreneurship back to China. Lessons from the West were guided by the traditional Chinese principle of 'seeking truth from facts'. By turning to capitalism, China re-embraced her own cultural roots. How China Became Capitalist challenges received wisdom about the future of the Chinese economy, warning that while China has enormous potential for further growth, the future is clouded by the government's monopoly of ideas and power. Coase and Wang argue that the development of a market for ideas which has a long and revered tradition in China would be integral in bringing about the Chinese dream of social harmony.

Book excerpt: China's breathtaking economic growth, has often led observers to assume that the country's economic system has been transformed into a capitalist economy dominated by private enterprise. Although China's reliance on private enterprise and market-based incentives has been growing, and the CCP's treatment of private enterprises and entrepreneurs has been changing, it would be a mistake to minimize the current role of the State and the CCP in shaping economic outcomes in China and beyond. The Chinese government and state-owned enterprises (SOEs) remain potent economic forces. Indeed, some of China's SOEs are among the largest firms in China and the world. They are major investors in foreign countries. They have been involved in some of the largest initial public offerings in recent years and remain the controlling owners of many major firms listed on Chinese and foreign stock exchanges.

Book excerpt: Originally published in 1995 this volume examines and analyzes the factors that have made the township-village enterprise (TVE) such a driver of growth in the Chinese economy in recent years. The book analyzes the background of the TVE and discusses regional differences in TVE efficiency as well as examining the apparent contradiction of the success of the TVE despite the lack of well-defined property rights. Issues of rural-rural and rural-urban migration phenomena are discussed and the differences discussed between the Chinese economy and those of other developing nations.

Book excerpt: A portentous tale of rural rebellion unfolds in Bruce Gilley's moving chronicle of a village on the northern China plains during the post-1978 economic reform era. Gilley examines how Daqiu Village, led by Yu Zuomin, a charismatic Communist Party secretary and president of the local industrial conglomerate, became the richest village in China and a model for the rural reforms of the 1980s and early 1990s. A growing campaign of political resistance led to increasing tensions between the villagers and the Chinese state, and eventually, in an event that made headlines around the world, an armed confrontation between the village and higher authorities backed by paramilitary police brought Yu Zuomin and his village crashing down.

Book excerpt: This book reports the findings of two field studies conducted between 1993 and 2001 in seven townships and six provinces in China. The authors describe the process of rural urbanization and its related economic, social, and political changes by focusing mainly on the zhen (town), in addition to administrative offices and companies involved in the local economy, and village committees. The authors show that the social changes resulting from China's economic reforms are occurring mainly from below, and that this process is also resulting in a weakening of the economic and political dominance of the central government. Other changes discussed in this study include the development of new ownership structures and the increasing dominance of the private sector; a shift in the functions of administrative offices as the bureaucracy becomes increasingly business oriented; the rise of a new local elite; a rebirth of traditional social structures (clans, local associations); and the emergence of new interest groups and institutions to represent their needs.

Book excerpt: It is often assumed that privatization leads to profit, and that well-delineated property rights and a strong private sector will help boost an economy. This book investigates the property rights in Chinese enterprises in the reform era, finding that distinction between the public and the private are blurred, that national reform policies are implemented unevenly across the country, and that enterprises owned by local governments, in Shanghai, for example, are actually extremely profitable.
