Book excerpt: Efforts to reform and restructure science and mathematics education should be based on a sound assessment of current conditions, the rate of improvement, and problems in the system. This report focuses on indicators of the condition of science and mathematics education at state and national levels. The 1999 report presents new state indicators from the 1997-98 school year and examines trends, by state, from 1990 to 1998 on indicators of student achievement, content and instruction, and context and conditions for teaching. Among the student achievement indicators, the study found that proficiency on the National Assessment of Educational Progress (NAEP) in mathematics had a significant improvement: the percentage of grade 8 students scoring at or above the proficient level was 23% at the national level, and 27% of students were at or above the proficient level in science at grade 8. Among the findings in the area of content and instruction, the study found that seven states had over three-fourths of high school students take three years of high school mathematics in 1998. The number of mathematics and science teachers rose in the 1990s in the area of teacher preparation and supply. In the area of conditions and context for teaching, it was found that in 35% of grade 4 classrooms, one computer is available for mathematics instruction, 29% have two or more computers available, and only 6% have no computers available. Appendices provide more detailed data and information by state. (Contains 72 references.) (ASK)

Available in PDF, EPUB and Kindle. Book excerpt: This report provides important state-by-state information on the characteristics and performance of schools and students in each state, information that is vital to monitoring the progress and evaluating the success of local, state, and national education reforms. The report disaggregates student achievement data so that attention can be focused not only on the average student, but on students in high poverty schools, migrant students, and students with limited English proficiency. Indicators in each state profile are organized into these categories: (1) school and teacher demographics; (2) student demographics; (3) statewide accountability information; and (4) student achievement. Information is also provided for Title I programs in each state. Statewide totals for numbers of students in public elementary and secondary schools are reported for 2 years, the most recent year for which data are available and the baseline year closest to 1990 for which there are data. Indicators are reported for each state, the District of Columbia, and the entire United States. Appendixes contain state proficiency level definitions, state rankings for various indicators, and information on the National Assessment of Educational Progress. (SLD)

This book was released on 1999-01-06 with total page 273 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the late 1960s, the National Assessment of Educational Progress (NAEP)--the nation's report card--has been the only continuing measure of student achievement in key subject areas. Increasingly, educators and policymakers have expected NAEP to serve as a lever for education reform and many other purposes beyond its original role. Grading the Nation's Report Card examines ways NAEP can be strengthened to provide more informative portrayals of student achievement and the school and system factors that influence it. The committee offers specific recommendations and strategies for improving NAEP's effectiveness and utility, including: Linking achievement data to other education indicators. Streamlining data collection and other aspects of its design. Including students with disabilities and English-language learners. Revamping the process by which achievement levels are set. The book explores how to improve NAEP framework documents--which identify knowledge and skills to be assessed--with a clearer eye toward the inferences that will be drawn from the results. What should the nation expect from NAEP? What should NAEP do to meet these expectations? This book provides a blueprint for a new paradigm, important to education policymakers, professors, and students, as well as school administrators and teachers, and education advocates.

Book excerpt: In response to public demand, federal legislation now requires testing of most students in the United States in reading and mathematics in grades three through eight. Many educators, parents, and policymakers who have paid little attention to testing policy issues in the past need to have better information on the topic than has generally been available. Kill the Messenger, now in paperback, fills this gap. This is perhaps the most thorough and authoritative work in defense of educational testing ever written. Phelps points out that much research conducted by education insiders on the topic is based on ideological preference or profound self-interest. It is not surprising that they arrive at emphatically anti-testing conclusions. Much, if not most, of this hostile research is passed on to the public by journalists as if it were neutral, objective, and independent. Kill the Messenger explains and refutes many of the common criticisms of testing; describes testing opponents' strategies, through case studies of Texas and the SAT; illustrates the profound media bias against testing; acknowledges testing's limitations, and suggests how it can be improved; and finally, outlines the consequences of losing the ""war on standardized testing.

Book excerpt: Since 1989, with the publication of Curriculum and Evaluation Standards for Mathematics by the National Council of Teachers of Mathematics, standards have been at the forefront of the education reform movement in the United States. The mathematics standards, which were revised in 2000, have been joined by standards in many subjects, including the National Research Council's National Science Education Standards published in 1996 and the Standards for Technical Literacy issued by the International Technology Education Association in 2000. There is no doubt that standards have begun to influence the education system. The question remains, however, what the nature of that influence is and, most importantly, whether standards truly improve student learning. To answer those questions, one must begin to examine the ways in which components of the system have been influenced by the standards. Investigating the Influence of Standards provides a framework to guide the design, conduct, and interpretation of research regarding the influences of nationally promulgated standards in mathematics, science, and technology education on student learning. Researchers and consumers of research such as teachers, teacher educators, and administrators will find the framework useful as they work toward developing an understanding of the influence of standards.
