Book excerpt: The widespread notion and pursuit of a post-independence development strategy in South Asia centred around the state, and essentially following the model of the industrialised countries, has obviously come to end. Similarly, the belief that economic growth together with a socially biased interventionist government would cement national cohesion, contribute to nation-building and, by the same token, strengthen democratic institutions, has been belied. Social inequality has everywhere been aggravated, as has social conflict. While a general process of political mobilisation has set in, not least traditionally rather marginalised groups have become empowered. At the same time, the signs of crises multiply as exemplified in the Maoist movement in Nepal, the civil war in Sri Lanka, the struggle for self-determination in North-eastern India, or the corruption, violence and alienation in government and politics. While they manifest themselves first of all in the political sphere concerning the representatively and functioning of democracy, and not least the roll of political parties, they may go deeper indicating a systemic crisis touching upon the foundations of the socio-political order itself, as most evident in the case of Pakistan. Far from offering solutions, neoliberalism and Western-style democracy appear to be rather part of the problem. As a result, concepts of a modified Nehruvian state or Gandhian visions have gained hew currency. With crisis of nation and state as principal common focus, the present volume unites thematic regional overviews with case studies on India, Pakistan, Bangladesh, Sri Lanka, Bhutan, and Nepal. The thirteen contributions by specialists on South Asia from Europe, and Australia, Japan and the region itself approach the common topic from the specific angle of their discipline, namely political science, sociology, ethnology, history and economics. This pluridisciplinarity combined with case studies opens up new insights as well as new perspectives for further research.

It offers a serious and thorough political history on the Naga region over three periods, pre-colonial, colonial, and post-colonial. Drawing on a wealth of primary sources and comparative and theoretical literature, Marcus Franke demonstrates that agency and identity-formation are an on-going process that neither started nor ended with colonialism. Although the interaction of the local population with colonialism produced a Naga national élite, it was the emergence of the Indian political class, with access to superior means of nation and state-building, that was able to undertake the modern Indo-Naga war. This war firmly made the Nagas into a 'nation' and that set them onto the road to independence. War and Nationalism in South Asia fundamentally revises our understanding of the existing 'histories' of the Nagas by exposing them to be influenced by colonial or post-colonial narratives of domination. Furthermore, by placing the region into the longue durée of state formation with its involved technique of imperial rule, the book presents a new approach to the study of nationalism and war in South Asia in general. Today, the sociocultural diversity of many polities renders this understanding obsolete. This volume provides the framework for the state-nation, a new paradigm that addresses the need within democratic nations to accommodate distinct ethnic and cultural groups within a country while maintaining national political coherence. First introduced briefly in 1996 by Alfred Stepan and Juan J. Linz, the state-nation is a country with significant multicultural—even multinational—components that engenders strong identification and loyalty from its citizens. Here, Indian political scholar Yogendra Yadav joins Stepan and Linz to outline and develop the concept further. The core of the book documents how state-nation policies have helped craft multiple but complementary identities in India in contrast to nation-state policies in Sri Lanka, which contributed to polarized and warring identities. The authors support their argument with the results of some of the largest and most original surveys ever designed and employed for comparative political research.
