Book excerpt: There are two defining moments in St. Louis political history: the 1876 divorce of the city from its county and the 1914 charter adoption. The institutions created at these times produced a factional and fragmented city government, thoroughly grounded in machine politics. Stein examines major themes in urban politics over the last century: race, redevelopment, suburbanization, and leadership. St. Louis mayors must deal with the comptroller and the president of the board of aldermen plus twenty-eight aldermen elected from wards. State law says the city must also have eight county offices--offices that perform county functions for the city. Power is difficult to amass in this factional and fragmented universe. In St. Louis politics, consensus building and alliances can prove to be more important than election-night victory. St. Louis's political culture stems from the city's fragmented nature. Its philosophy is often: "you go along to get along" or "go home from the dance with the guy that brung you." Individual friendships are of great importance. Within this environment, class and racial cleavages also affect political decision making. Although St. Louis elected its first African American official in 1918, genuine political incorporation has been long in coming. Several decades ago, issues of class and race prevented St. Louis from adopting a new charter, with more streamlined public offices. Today, some St. Louisans cry out for home rule and governmental reform. Stein's work helps to demonstrate that institutions structure political behavior and outcomes. Changing institutions can make a difference, after political culture adapts to the new playing field.

Bryan Jack now tells the story of this American exodus as it played out in St. Louis, a key stop in the journey west. Many of the Exodusters landed on the St. Louis levee destitute, appearing more as refugees than as homesteaders, and city officials refused aid for fear of encouraging more migrants. To the stranded Exodusters, St. Louis became a barrier as formidable as the Red Sea, and Jack tells how the city’s African American community organized relief in response to this crisis and provided the migrants with funds to continue their journey. The St. Louis African American Community and the Exodusters tells of former slaves such as George Rogers and Jacob Stevens, who fled violence and intimidation in Louisiana and Mississippi. It documents the efforts of individuals in St. Louis, such as Charlton Tandy, Moses Dickson, and Rev. John Turner, who reached out to help them. But it also shows that black aid to the Exodusters was more than charity. Jack argues that community support was a form of collective resistance to white supremacy and segregation as well as a statement for freedom and self-direction—reflecting an understanding that if the Exodusters’ right to freedom of movement was limited, so would be the rights of all African Americans. He also discusses divisions within the African American community and among its leaders regarding the nature of aid and even whether it should be provided. In telling of the community’s efforts—a commitment to civil rights that had started well before the Civil War—Jack provides a more complete picture of St. Louis as a city, of Missouri as a state, and of African American life in an era of dramatic change. Blending African American, southern, western, and labor history, The St. Louis African American Community and the Exodusters offers an important new lens for exploring the complex racial relationships that existed within post-Reconstruction America.

St. Louis, founded simply as a French trading post, was expanding into a diverse global village. Few communities in eighteenth-century North America had such a varied population: indigenous Americans, French traders and farmers, African and Indian slaves, British officials, and immigrant explorers interacted there under the weak guidance of the Spanish governors. As the city’s significance as a hub of commerce grew, its populace became increasingly unpredictable, feuding over matters large and small and succumbing too often to the temptations of “the world, the flesh, and the devil.” But British leaders and American Revolutionaries still sought to acquire the area, linking St. Louis to the era’s international political and economic developments and placing this young community at the crossroads of empire. With its colonial period too often glossed over in histories of both early America and the city itself, St. Louis merits a new treatment. The first modern book devoted exclusively to the history of colonial St. Louis, The World, the Flesh, and the Devil illuminates how its people loved, fought, worshipped, and traded. Covering the years from the settlement’s 1764 founding to its 1804 absorption into the young United States, this study reflects on the experiences of the village’s many inhabitants. The World, the Flesh, and the Devil recounts important, neglected episodes in the early history of St. Louis in a narrative drawn from original documentary records. Chapters detail the official censure of the illicit union at the heart of St. Louis’s founding family, the 1780 battle that nearly destroyed the village, Spanish efforts to manage commercial relations between Indian peoples and French traders, and the ways colonial St. Louisans tested authority and thwarted traditional norms. Patricia Cleary argues that St. Louis residents possessed a remarkable willingness to adapt and innovate, which enabled them to survive the many challenges they faced. Inspired by Theodore Roosevelt, the nation’s young, spirited, and athletic president, a sports mania rampaged across the country. Eager to celebrate its history, and to display its athletic potential, the United States hosted the world at the 1904 Louisiana Purchase Exposition in St. Louis. One part of the World’s Fair was the nation’s first Olympic games. Revived in Greece in 1896, the Olympic movement was also young and energetic. In fact, the St. Louis Olympics were only the third in modern times. Although the games were originally awarded to Chicago, St. Louis wrestled them from her rival city against the wishes of International Olympic Committee President Pierre de Coubertin. Athletes came from eleven countries and four continents to compete in state-of-the-art facilities, which included a ten-thousand-seat stadium with gymnasium equipment donated by sporting goods magnate Albert Spalding. The 1904 St. Louis Olympics garnered only praise, and all agreed that the games were a success, improving both the profile of the Olympic movement and the prestige of the United States. But within a few years, the games of 1904 receded in memory. They suffered a worse fate with the publication of Coubertin’s memoirs in 1931. His selective recollections, exaggerated claims, and false statements turned the forgotten Olympics into the failed Olympics. This prejudiced account was furthered by the 1948 publication of An Approved History of the Olympic Games by Bill Henry, which was reviewed and endorsed by Coubertin. America’s First Olympics, by George R. Matthews, corrects common misconceptions that began with Coubertin’s memoirs and presents a fresh view of the 1904 games, which featured first-time African American Olympians, an eccentric and controversial marathon, and documentation by pioneering photojournalist Jessie Tarbox Beals. Matthews provides an excellent overview of the St. Louis Olympics over a six-month period, beginning with the intrigue surrounding the transfer of the games from Chicago. He also gives detailed descriptions of the major players in the Olympic movement, the events that were held in 1904, and the athletes who competed in them. This original account will be welcomed by history and sports enthusiasts who are interested in a new perspective on this misunderstood event.
