Book excerpt: From colonial times on Java through to the present day, large numbers of Javanese have left their homes to settle in other parts of Indonesia or much further afield. Frequently this dispersion was forced, often with traumatic results. Today, Javanese communities continue to exist as near to home as Kalimantan and as far away as Suriname and the Netherlands. Meanwhile, migrant workers from Java continue to travel abroad, finding short-term employment in places like Malaysia and the Middle East. This volume traces the different ways in which Javanese migrants and migrant communities are connected in their host society and with Java as a real or imagined authoritative source of norms, values and loyalties. It underlines the importance of diaspora as a process in order to understand the evolving notions of a Javanese homeland across time and space. Even though Java as the point of departure links the different contributions, their focus is more on the process of migration and the experiences of Javanese migrants in the countries of destination. In so doing, they examine historical developments and geographical similarities and differences in the migrants' social and political positions, mechanisms of authority, and social relations with other migrants. Clearly, the labour element dominates the Indonesian overseas experience. But the volume also elucidates how ethnicity, class, gender, religion and hierarchy have shaped and still inform the dynamics of diasporic communities. Many of the chapters pay particular attention to gender as, since the 1960s, women for the first time have formed the majority of international migrants, domestic work being the largest category of transnational work. As a result, important aspects of the migration experience are seen in new ways via the lens of women's experiences.

Schulze finds that the outbreak of violence is related to competing local notions of the national imaginary as well as contentious belonging. Through detailed examination of six case studies: the Darul Islam rebellions, Jemaah Islamiyah's jihad, and the conflicts in East Timor, Aceh, Poso, and Ambon, Schulze argues that violence was more likely to occur in places that are on the geographic, ideological, ethnic, and religious periphery of the Indonesian state; that violence by non-state actors was most protracted in locations where there was a well-established alternative national imaginary supported by an alternative historical narrative; and that violence by the state was most likely in places where the state had a significant territorial interest. Hence, starting with Volume 18, Masters Theses in the Pure and Applied Sciences has been disseminated on a worldwide basis by Plenum Publishing Cor poration of New York, and in the same year the coverage was broadened to include Canadian universities. All back issues can also be ordered from Plenum. We have reported in Volume 29 (thesis year 1984) a total of 12,637 theses titles from 23 Canadian and 202 United States universities. We are sure that this broader base for these titles reported will greatly enhance the value of this important annual reference work. While Volume 29 reports theses submitted in 1984, on occasion, certain univer sities do report theses submitted in previous years but not reported at the time.

Contrary to existing theory that posits the superiority of proportional representation (PR) rules on public-goods provision, this book argues that electoral rules function differently given the underlying ethnic structure. In countries with low ethnic salience, PR has the same positive effect as in past theories. In countries with high ethnic salience, the geographic distribution of ethnic groups further matters: where they are intermixed, PR rules are worse for health outcomes; where they are isolated, neither rule is superior. The theory is supported through a combination of careful analysis of electoral reform in individual country cases with numerous well-designed cross-country comparisons. The case studies include Thailand, Mauritius, Malaysia, Botswana, Burma and Indonesia. The theory has broad implications for electoral rule design and suggests a middle ground in the debate between the Consociational and Centripetal schools of thought.

Although urbanization has produced considerable benefits for many Indonesians, its potential has only been partially realized. Time to ACT: Realizing Indonesia’s Urban Potential explores the extent to which urbanization in Indonesia has delivered in terms of prosperity, inclusiveness, and livability. The report takes a broad view of urbanization’s performance in these three key areas, covering both the monetary and nonmonetary aspects of welfare. It analyzes the fundamental reforms that can help the country to more fully achieve widespread and sustainable benefits, and it introduces a new policy framework—the ACT framework—to guide policy making. This framework emphasizes the three policy principles of Augment, Connect, and Target: • Augment the provision and quality of infrastructure and basic services across urban and rural locations • Connect places and people to jobs and opportunities and services • Target lagging areas and marginalized groups through well-designed place-based policies, as well as thoughtful urban planning and design. Using this framework, the report provides policy recommendations differentiated by four types of place that differ in both their economic characteristics and the challenges that they face— multidistrict metro areas, single-district metro areas, nonmetro urban areas, and nonmetro rural areas. In addition to its eight chapters, Time to ACT: Realizing Indonesia’s Urban Potential includes four spotlights on strengthening the disaster resilience of Indonesian cities, the nexus between urbanization and human capital, the “invisible†? crisis of wastewater management, and the potential for smart cities in Indonesia. If Indonesia continues to urbanize in line with global historical standards, more than 70 percent of its population will be living in towns and cities by the time the country celebrates the centenary of its independence in 2045. Book excerpt: February 1998 Rapid economic growth in Indonesia starting in the 1970s was fueled by market-based resource transfers, which helped modernize regional economies, creating the driving force for industrialization; and more welfare-oriented, government-based resource transfers, or development spending, which favored the poorer outer islands. In 1970, Indonesia was a poor agricultural state, with a per capita GNP of only US$80-the lowest among Asian economies and substantially lower than such African countries as Kenya and Ghana. Agriculture-with about 50 percent of GDP and 66 percent of the labor force- the dominant sector. In the 1970s, however, Indonesia showed rapid economic growth (5 percent a year). Softened world oil markets brought a slowdown in growth in the early 1980s, but growth recovered and per capita GNP in 1994 was US$880, comparable with the Philippines and substantially higher than many South Asian and African countries. Agriculture had only a 22 percent share of GDP; industry, 41 percent; and services, 42 percent. But Indonesia is enormously diverse and some parts of it did much better economically than others. As the country's economy grew, market-based resource transfers helped modernize regional economies, creating the driving force for industrialization. By contrast, government-based resource transfers, in the form of development spending, were more welfare-oriented, favoring the poorer outer islands (and did not contribute to industrialization). In other words, economic growth was sustained by two driving forces, government- and market-based transfers, which complemented each other. The oil boom was a bonanza, producing new fiscal revenue, a luxury only oil-exporting countries could enjoy. It is not always a ticket to successful industrialization, as the tragic experiences of such oil-exporting economies as Mexico show. This paper-a product of the Development Research Group-is part of a Japanese research project on the political economy of rural development strategies.
