Book excerpt: Even before the emergence of the civil rights movement with black churches at its center, African American religion and progressive politics were assumed to be inextricably intertwined. In her revelatory book, Barbara Savage counters this assumption with the story of a highly diversified religious community whose debates over engagement in the struggle for racial equality were as vigorous as they were persistent. Rather than inevitable allies, black churches and political activists have been uneasy and contentious partners. From the 1920s on, some of the best African American minds—W. E. B. Du Bois, Carter G. Woodson, Benjamin Mays, Nannie Helen Burroughs, Mary McLeod Bethune, Charles S. Johnson, and others—argued tirelessly about the churches’ responsibility in the quest for racial justice. Could they be a liberal force, or would they be a constraint on progress? There was no single, unified black church but rather many churches marked by enormous intellectual, theological, and political differences and independence. Du Bois (1868-1963), very little of it examines the contact between the two founding figures of Western sociology. Drawing on their correspondence from 1904 to 1906, and comparing the sociological work that they produced during this period and afterward, The Spirit vs. the Souls: Max Weber, W. E. B. Du Bois, and the Politics of Scholarship examines for the first time the ideas that Weber and Du Bois shared on topics such as sociological investigation, race, empire, unfree labor, capitalism, and socialism. What emerges from this examination is that their ideas on these matters clashed far more than they converged, contrary to the tone of their letters and to the interpretations of the few scholars who have commented on the correspondence between Weber and Du Bois. Christopher McAuley provides close readings of key texts by the two scholars, including Weber's The Protestant Ethic and the Spirit of Capitalism and Du Bois's The Souls of Black Folk, to demonstrate their different views on a number of issues, including the economic benefits of unfree labor in capitalism. The book addresses the distinctly different treatment of the two figures's political sympathies in past scholarship, especially that which discredits some of Du Bois's openly antiracist academic work while failing to consider the markedly imperialist-serving content of some of Weber's. McAuley argues for the acknowledgment and demarginalization of Du Bois's contributions to the scholarly world that academics have generally accorded to Weber. This book suggests that this and other paradoxes of democracy in Indonesia often assume occult forms in the Indonesian political imagination, and that the spirit-like character of democracy and corruption traverses into the national media and the political elite. In doing so, the book illustrates how neoliberalism influences the production, branding, and regulation of local foods and drinks. It also challenges the strategy of relying on “alternative” markets to protect food cultures and rural livelihoods. In recent years, as consumers increasingly demand to connect with the people and places that produce their food, the concept of terroir—the taste of place—has become more and more prominent. Tequila and mezcal are both protected by denominations of origin (DOs), legal designations that aim to guarantee a product’s authenticity based on its link to terroir. Advocates argue that the DOs expand market opportunities, protect cultural heritage, and ensure the reputation of Mexico’s national spirits. Yet this book shows how the institutions that are supposed to guard “the legacy of all Mexicans” often fail those who are most in need of protection: the small producers, agave farmers, and other workers who have been making tequila and mezcal for generations. The consequences—for the quality and taste of tequila and mezcal, and for communities throughout Mexico—are stark. Divided Spirits suggests that we must move beyond market-based models if we want to safeguard local products and the people who make them. Instead, we need systems of production, consumption, and oversight that are more democratic, more inclusive, and more participatory. Lasting change is unlikely without the involvement of the state and a sustained commitment to addressing inequality and supporting rural development.

Book excerpt: “American republicans,” notes Forrest McDonald, “regarded selected doctrines of Montesquieu’s as being virtually on par with Holy Writ.” But exactly how the French jurist’s labyrinthian work, The Spirit of the Laws, with was published in 1748, influenced the eighteenth-century conception of the republic is not well understood by historians or theorists. Anne M. Cohler undertakes to show the importance of Montequieu’s teaching for modern legislation and for modern political prudence generally, with specific reference to his impact on the Federalist and Tocqueville. In so doing, she delineates Montequieu’s contribution to political philosophy and suggests new ways to think about the formation of the American Constitution. To analyze the comparative politics found in the Spirit of the Laws, Cohler focuses on four fundamental principles underlying Montesquieu’s view of government: spirit, moderation, liberty, and legislation. In this endeavor she is guided by the conviction that the philosopher hews to the spirit of the laws rather than to the laws themselves—that is, to internal rather than external principles. Montesquieu, in Cohler’s argument, addresses the problem posed by the tendency to see human beings in light o universal abstractions at the expense of particular relationships, distinctions, and forms. To counter this tendency, which can be fostered by religion, Montesquieu develops a theory of prudence designed to support the world of politics an dpolitical life, necessarily an intermediate world occupying a space between universal abstractions and individual particularities. Cohler suggest that the Federalists and Tocqueville were most influenced by this preoccupation with spirit and moderation. James Madison and other Federalists, for example, were not drawn to limited government as a principled notion but rather as a consequence of understanding the context within which a moderate government must act not to become despotic. Similarly, Tocqueville extols democracy as self-government as an antidote to the dangers of democracy as a rule; the character of the governed shapes the nature of the governors. These and other conclusions will prove valuable to intellectual historians, political theorists, and students of religion.

Only after the arrival of American troops during the Spanish-American War were non-Catholics permitted to practice their religions openly and to proselytize. When government efforts to ensure freedom of worship began, reformers on both islands rejoiced, believing that an era of regeneration and modernization was upon them. But as new laws went into effect, critics voiced their dismay at the rise of popular religions. Reinaldo L. Roman explores the changing relationship between regulators and practitioners in neocolonial Cuba and Puerto Rico. Spiritism, Santeria, and other African-derived traditions were typically characterized in sensational fashion by the popular press as "a plague of superstition." Examining seven episodes between 1898 and the Cuban Revolution when the public demanded official actions against "misbelief," Roman finds that when outbreaks of superstition were debated, matters of citizenship were usually at stake. He links the circulation of spectacular charges of witchcraft and miracle-making to anxieties surrounding newly expanded citizenries that included people of color. Governing Spirits also contributes to the understanding of vernacular religions by moving beyond questions of national or traditional origins to illuminate how boundaries among hybrid practices evolved in a process of historical contingencies.
