Stimmt das eigentlich? Zur Beantwortung dieser Frage werden in diesem Buch im ersten Schritt die besonderen Charakteristika der Zeitarbeitsbranche herausgearbeitet, u.a. ihr hoher Anteil gering qualifizierter Beschäftigter, die kurzen Beschäftigungsdauern, ihre besondere Arbeitsmarktrelevanz und die zunehmende Regelungsdichte. Im zweiten Schritt erfolgt branchenunabhängig die systematische Darstellung der idealtypischen Konzeption betrieblicher Weiterbildung – von der Feststellung des Weiterbildungsbedarfs über die Durchführung verschiedener Weiterbildungsmaßnahmen bis hin zum Bildungscontrolling, also der Feststellung des ökonomischen und pädagogischen Weiterbildungserfolgs. Mit Hilfe empirischer Untersuchungen und theoretischer Überlegungen werden dann beide Stränge miteinander verknüpft: Im dritten Schritt geht es um die wesentlichen Besonderheiten, die sich für die Weiterbildung in der Zeitarbeit auf Grund ihrer branchenspezifischen Charakteristika ergeben. Die Besonderheiten betreffen vor allem die Amortisationsdauer der Weiterbildungsmaßnahmen und deren Opportunitätskosten. Unter Berücksichtigung dieser Besonderheiten wird im vierten Schritt die zuvor dargestellte Konzeption der Weiterbildung – wie mit einer Schablone – über die Zeitarbeitsbranche gelegt, um zu sehen, wo Widersprüche bestehen, wo Elemente existieren, die sich besonders gut einfügen, und welche Handlungsoptionen sich daraus ergeben. Im Ergebnis kann der Aussage, zwischen Zeitarbeit und Weiterbildung bestehe ein grundsätzlicher Widerspruch, nicht zugestimmt werden. Stattdessen zeigt sich, dass die Zeitarbeit in ihren Grundstrukturen geradezu prädestiniert ist, die idealtypische Konzeption der Weiterbildung umzusetzen. Das gilt insbesondere bei der Feststellung von Weiterbildungsbedarfen und der für das Bildungscontrolling erforderlichen Kostentransparenz. Vor diesem Hintergrund wird deutlich, dass das Weiterbildungspotenzial dieser Branche nicht durch stärkere Regulierung, sondern durch eine höhere Akzeptanz der Zeitarbeit erschlossen werden kann.
