As a result, we assume that the government and institutions of the United States represent the true and right form of democracy, needed by all. This volume challenges this commonplace belief by putting US politics in the context of the Americas more broadly. Seeking to cultivate conversations among and between the hemispheres, this collection examines local political rhetorics across the Americas. The contributors—scholars of communication from both North and South America—recognize democratic ideals as irreducible to a single national perspective and reflect on the ways social minorities in the Western Hemisphere engage in unique political discourses. The essays consider current rhetorics in the United States on American exceptionalism, immigration, citizenship, and land rights alongside current cultural and political events in Latin America, such as corruption in Guatemala, women’s activism in Ciudad Juárez, representation in Venezuela, and media bias in Brazil. It describes how the US rejection of further annexations, despite its rising power, set the stage for twentieth-century efforts to outlaw conquest. In contrast to conventional accounts of a nineteenth-century shift from territorial expansion to commercial expansion, Richard W. Maass argues that US ambitions were selective from the start. By presenting twenty-three case studies, Maass examines the decision-making of US leaders facing opportunities to pursue annexation between 1775 and 1898. US presidents, secretaries, and congressmen consistently worried about how absorbing new territories would affect their domestic political influence and their goals for their country. These leaders were particularly sensitive to annexation's domestic costs where xenophobia interacted with their commitment to democracy: rather than grant political representation to a large alien population or subject it to a long-term imperial regime, they regularly avoided both of these perceived bad options by rejecting annexation. As a result, US leaders often declined even profitable opportunities for territorial expansion, and they renounced the practice entirely once no desirable targets remained. In addition to offering an updated history of the foundations of US territorial expansion, The Picky Eagle adds important nuance to previous theories of great-power expansion, with implications for our understanding of US foreign policy and international relations.

Book excerpt: Universal human rights standards were adopted in 1948, but in the 1970s and 1980s, violent dictatorships in Argentina and Chile flagrantly defied the new protocols. Chilean general Augusto Pinochet and the Argentine military employed state terrorism in their quest to eradicate Marxism and other forms of “subversion.” Pinochet constructed an iron shield of impunity for himself and the military in Chile, while in Argentina, military pressure resulted in laws preventing prosecution for past human rights violations. When democracy was reestablished in both countries by 1990, justice for crimes against humanity seemed beyond reach. Thomas C. Wright examines how persistent advocacy by domestic and international human rights groups, evolving legal environments, unanticipated events that impacted public opinion, and eventual changes in military leadership led to a situation unique in the world—the stripping of impunity not only from a select number of commanders of the repression but from all those involved in state terrorism in Chile and Argentina. This has resulted in trials conducted by national courts, without United Nations or executive branch direction, in which hundreds of former repressors have been convicted and many more are indicted or undergoing trial. Impunity, Human Rights, and Democracy draws on extensive research, including interviews, to trace the erosion and collapse of the former repressors’ impunity—a triumph for human rights advocates that has begun to inspire authorities in other Latin American countries, including Peru, Uruguay, Brazil, and Guatemala, to investigate past human rights violations and prosecute their perpetrators.
