These questions have become important in recent years as the spatial dimensions of inequality have begun to attract considerable policy interest. In China, Russia, India, Mexico, and South Africa, as well as most other developing and transition economies, spatial and regional inequality - of economic activity, incomes, and social indicators - is on the increase. Spatial inequality is a dimension of overall inequality, but it has added significance when spatial and regional divisions align with political and ethnic tensions to undermine social and political stability. Also important in the policy debate is a perceived sense that increasing internal spatial inequality is related to greater openness of economies, and to globalization in general. Despite these important concerns, there is remarkably little systematic documentation of what has happened to spatial and regional inequality over the last twenty years. Correspondingly, there is insufficient understanding of the determinants of internal spatial inequality. This volume attempts to answer the questions posed above, drawing on data from twenty-five countries from all regions of the world. These include reduced primary productivity, reduction in biological complexity, spreading pollution such as eutrophication, ecological degradation in any continental/basin/coastal/sea ecosystem, reduction in biodiversity, lowered resilience and slow recovery of damaged ecosystems, and reduced ecological integrity. All of these problems are related to social and economic pressure. The challenge for most ecological systems is not only to establish the baseline for current ecosystem conditions, but also to explore options for recovery and sustainability. The latter involves ecological restoration where ecosystem and environmental services are maintained and enhanced. These services are essential to social integration and economic development. This book not only introduces a theoretical and conceptual framework for the topic, but also analyses the uncertainty for sustainability because of dwindling natural resources. It includes contributions providing a basis for public policies, case studies integrating concepts and tools for solutions, and a set of position papers addressing new agenda topics that will shape the 21st century. Economic activity became more footloose and the ability to attract productive labor became a prominent regional development concern. Consequently, environmental amenities began to have a larger role in determining the patterns of regional growth and development, and subsequently moved to the forefront of current regional economic development thought and practice. Environmental amenities provide non-pecuniary benefits to area residents, and induce in-migration flows to regions that possess high levels of environmental amenities. The attraction is particularly strong for those individuals with higher incomes and wealth. The combined forces of increased demand for environmental amenities and increased spatial flexibility of production has brought environmental amenities to the forefront of current regional economic development thought and practice. Regional economic development policy needs to consider the tradeoffs of attracting firms or people, which requires an understanding of the role the environment plays directly or indirectly in attracting firms and households. This book presents key papers that explore the role of the natural environment in regional economic development. Planned urbanization can improve living conditions for the majority, help in the expansion of the middle class, and create conditions for economic transformation. However, many African cities have developed haphazardly, resulting in the decline of public services, in slum proliferation, and increases in poverty. African cities thrive on activities characterized by easy entry and low productivity, generally referred to as the "informal sector". Indeed, today some urban dwellers are poorer than their cousins in the countryside. In spite of reform attempts, many governments have not been able to create an enabling environment, with adequate infrastructure and institutions to sustain markets for easy exchange and production. This study argues that with careful policies and planning, the situation can be changed. If the recent natural resource-led economic boom that we have seen in many African countries is used for structural reforms and urban renewal, African cities could become centers of economic opportunity. The challenge for African policymakers is to ensure that urban development is orderly and that the process is inclusive and emphasizes the protection of the environment, hence green growth.
