Book excerpt: The Department of Defense's Missile Defense Agency (MDA) is developing a ballistic missile defense system designed to counter a wide spectrum of ballistic missile threats. A future element of this system is the Space Tracking and Surveillance System (STSS). STSS will eventually be composed of a constellation of satellites that will work together to detect and track missiles throughout all phases of their flight. GAO was asked to analyze MDA's approach to demonstrate capabilities for STSS. MDA purposely adopted a strategy that would evolve STSS over time rather than trying to make a big leap in its capability, deferring some requirements, and calling for competition in the development of the sensors aboard the satellite. Recent decisions, however, will limit MDA's ability to achieve its original goals as well as the knowledge that could be gained from its satellite demonstrations. Specifically, MDA recently reduced its efforts to sustain competition by eliminating funds set aside to procure an alternative satellite sensor from a competing contractor. It now plans to fund only efforts to design an alternative sensor. If it chooses to pursue STSS as part of the missile defense system, STSS may end up being more expensive in the future because MDA could be locked into a single contractor for the design and production of the large constellation of satellites. MDA decided to delay development and launch of new demonstrators in order to focus on completing development of two legacy satellites. MDA already knows that it would like to pursue different designs and different technologies for its target system given that the legacy satellites do not support a producible design. As a result, delaying work on the next generation of satellites will delay work that could offer a better basis from which MDA could build an operational capability. MDA's decision to launch in 2007 lacks important knowledge. MDA has established a launch date before it has completed its assessment of the working condition of the equipment it needs to assemble in order to finish building the two satellites it would like to launch. As a result, it does not know the extent of work that must be done or how much it will cost because the number components found to be in working or non-working order have not yet been identified. MDA has considered pursuing alternate approaches, but all are constrained by the need to participate in 2006-2007 missile defense tests. These approaches include (1) launching the legacy satellites in 2008 instead of 2007 and (2) stopping work on the legacy satellites and focusing instead on developing new demonstrators. Both of these approaches would enable MDA to inject more competition into the STSS program, reduce scheduling risks, and demonstrate more capabilities. However, they also have drawbacks; primarily, they would delay MDA's ability to make informed trade-offs on missile defense sensors.

In the 1950s, the United States and the Soviet Union raced to develop space-based intelligence gathering capability. The Soviets succeeded first, with SPUTNIK I in 1957. The United States began to monitor the growing Soviet space presence by developing technology for the detection and tracking of man-made resident space objects (RSOs) in near-Earth orbit. In 1972, the Soviet Union launched a satellite into deep space orbit, and the U.S. government called on MIT Lincoln Laboratory to develop deep space surveillance technology. This book describes these developments, as well as the later application of deep space surveillance technology to near-Earth surveillance, covering work at Lincoln Laboratory on space surveillance from 1970 to 2000. The contributors, all key participants in developing these technologies, discuss topics that include narrow beam, narrow bandwidth radar for deep surveillance; wide bandwidth radar for RSO monitoring; ground-based electro-optical deep space surveillance and its adaptation for space-based surveillance; radar as the means of real-time search and discovery techniques; methods of analyses of signature data from narrow bandwidth radars; and the collision hazard for satellites in geosynchronous orbit, stemming initially from the failure of TELSTAR 401. They also describe some unintended byproducts of this pioneering work, including the use of optical space surveillance techniques for near-Earth asteroid detection. Book excerpt: As currently envisioned, the SDI's layered defense against ballistic missiles will require a space-based sensor system to find nuclear warheads in the post-boost and midcourse phases. The proposed SSTS would acquire and track post-boost vehicles and nuclear warheads and discriminate warheads from a significantly larger quantity of decoys and debris. SSTS has four major functions during the post-boost and midcourse phases: to (1) acquire and track threat objects, (2) discriminate warheads from decoys and debris, (3) provide target location information to other systems, and (4) assist in damage assessment of targets. The SSTS would also serve a surveillance role for the U.S. "space defense" mission. Under this mission, the SSTS would provide surveillance support to U.S. antisatellite weapons, warn of attacks on U.S. satellites, and monitor and catalog all objects in orbit around the earth. To assess the feasibility of achieving this space-based surveillance cap ability, SDIO budgeted $102.4 million for fiscal years 1985 through 1987 for the SSTS program, which is managed by the Air Force's Space Division. The requested budget for fiscal year 1988 is $170.8 million and for fiscal year 1989, $210.8 million. SSTS's success also depends on several technology base programs that are separately funded and support several other sensor programs in addition to the SSTS. The fiscal years 1988 and 1989 budget requests for these technology programs are $295.5 miilion and $326.8 million, respectively.
