As corporations across the United States folded, however, small businesses on the Qualla Boundary of the Eastern Band of Cherokee Indians (EBCI) continued to thrive. In this rich ethnographic study, Courtney Lewis reveals the critical roles small businesses such as these play for Indigenous nations. The EBCI has an especially long history of incorporated, citizen-owned businesses located on their lands. When many people think of Indigenous-owned businesses, they stop with prominent casino gaming operations or natural-resource intensive enterprises. But on the Qualla Boundary today, Indigenous entrepreneurship and economic independence extends to art galleries, restaurants, a bookstore, a funeral parlor, and more. Lewis's fieldwork followed these businesses through the Great Recession and against the backdrop of a rapidly expanding EBCI-owned casino. Lewis's keen observations reveal how Eastern Band small business owners have contributed to an economic sovereignty that empowers and sustains their nation both culturally and politically.

In The Sovereign Entrepreneur, Merrie Gilbert Klapp develops a compelling comparative logic of state oil entrepreneurship. Drawing upon dozens of interviews with policymakers and company executives in Norway, Britain, Indonesia, and Malaysia, Klapp addresses a little understood determinant of policy—the pivotal bargaining power that domestic and international interests wield in different countries. Advanced capitalist countries, she finds, have generally not achieved their goals in the oil sector; they have been constrained by powerful, well-organized domestic interests. Less developed countries, by contrast, have faced little opposition at home, but the international banks and the multinationals have severely limited their attempts to expand into the global petroleum market. klapp argues that bureaucratic and domestic politics, not just economics, underlie the varying success of different countries in the marketplace.

Book excerpt: This book addresses the apparent dislocation of the church and theology from the socio-cultural mainstream and attempts to recover its counterpolitical voice. It argues that early in ecclesiastical history, the tradition's founding and constituent principles were betrayed by a complicity with the prevailing politics of sovereignty that has continued to this day. Following the contours of contemporary theologians who explain the dislocation in terms of a fall in early modernity, an initial subsumption of transcendence by sovereignty is proposed. The genealogy of this fall is then explored in four historical studies focusing on the theopolitical transformations of law, violence, and appeasement from their beginnings in the writings of Eusebius of Caesarea to their culmination in the commodification of life itself. The trajectory is traced through seminal soteriological developments such as the crusade theology of Pope Innocent III, the inversion of the corpus verum and the corpus mysticum, and the conjunction of sovereignty and capital in the mysterious currency of the Bank of England. The narrative culminates in the seemingly paradoxical concurrence of the politics of biopower and the so-called century of the Holy Spirit. Drawing on a radical substratum intimated in the case studies, the final section develops an innovative christological configuration of kenosis or what is termed 'kenarchy.' This provides a re-imagining of the divine distinct from its implication with imperial sovereignty, which could allow theology to make a more effective contemporary political intervention.

By assessing recent real-world trends, Mandel reveals that areas exist where it makes little sense to rely on state governments for stability, and that attempts to bolster such governments to promote stability often prove futile. He demonstrates how armed nonstate groups can sometimes provide local stability better than states, and how power-sharing arrangements between states and armed nonstate groups may sometimes be viable. He concludes that these trends in the international setting call for major shifts in our understanding of what constitutes stable governance—proposing that we adopt a fluid "emergent actor" approach. And he calls for significant deviation from standard policy responses to the opportunities and dangers posed by nontraditional sources of national authority.
