Book excerpt: In addition to existing gas producing countries, there are several emerging countries in Southeast Asia that are promoting gas production and use. Since rising energy needs will increase Asia’s dependency on imported oil, the further development of gas resources will play an increasingly important role in improving energy security and in providing environmental protection for the region. This study, a follow-up to the IEA’s Asia Gas Study (1996), describes the current situation, uncertainties and future challenges in the gas sectors of the Philippines, Vietnam and Myanmar. Over the next ten years, the role of natural gas will expand steadily in these countries. The development of gas sectors could also encourage the construction of a gas pipeline network in Southeast Asia.

Book excerpt: Climate change is a global concern of special relevance to Southeast Asia, a region that is both vulnerable to the effects of climate change and a rapidly increasing emitter of greenhouse gases (GHGs). This study focuses on five countries of Southeast Asia that collectively account for 90% of regional GHG emissions in recent years---Indonesia, Malaysia, the Philippines, Thailand, and Viet Nam. It applies two global dynamic economy–energy–environment models under an array of scenarios that reflect potential regimes for regulating global GHG emissions through 2050. The modeling identifies the potential economic costs of climate inaction for the region, how the countries can most efficiently achieve GHG emission mitigation, and the consequences of mitigation, both in terms of benefits and costs. Drawing on the modeling results, the study analyzes climate-related policies and identifies how further action can be taken to ensure low-carbon growth.

Available in PDF, EPUB and Kindle. Book excerpt: Straddling the equator, Southeast Asia comprises Myanmar, Thailand, Malaysia, Indonesia, Vietnam, Singapore, and the Philippines, as well as Laos, Cambodia, Brunei, and East Timor. Despite its extraordinary diversity of ethnicities, religions, and political systems, Southeast Asia plays a keyrole in global economies and geopolitics, especially in light of its strategic position bordering China and India. This Very Short Introduction explores the contemporary character of Southeast Asia's national societies through the lens of their historical evolution, from the eras of indigenouskingdoms and colonies under Western rule to the present's independent nation states. Deftly combining historical analysis and geopolitical insights, the book paints a bird's eye view of contemporary Southeast Asia as a community of diverse societies and traditions as well as a politicaltheater-of-action nested between India and China and tangled in global economic traffic patterns, balance of powers, and environmental forces. As James R. Rush explains, archaic structures, such as religious and ethnic rivalries, tenacious feudal hierarchies, and age-old trade and migration patterns, remain rooted in today's Southeast Asia beneath the surface of modern national governments. The book draws on a wide range of examples fromthe major nations, including the ethno-religious violence in Myanmar, the Muslim-led rebellion in the southern Philippines, the Thai-Cambodian territorial rivalries, the Confucian-inspired governance in Singapore, the military rule and democratization in Indonesia, the environmental consequences ofagribusiness, mining, and unchecked urbanization, and the big-power alignments and tensions involving the United States, China, and Japan. By delving into the cultural, political, and geographical background of Southeast Asia, Rush shows that Southeast Asia is unquestionably modern, but it is modernin distinctively Southeast Asian ways.

Book excerpt: This report was produced under the Technical Assistance Grant: Determining the Potential for Carbon Capture and Storage (CCS) in Southeast Asia (TA 7575-REG), and is focused on an assessment of the CCS potential in Thailand, Viet Nam, and specific regions of Indonesia (South Sumatra) and the Philippines (Calabarzon). It contains inventories of carbon dioxide emission sources, estimates of overall storage potential, likely source-sink match options for potential CCS projects, and an analysis of existing policy, legal, and regulatory frameworks with a view toward supporting future CCS operations. The report also presents a comparative financial analysis of candidate CCS projects, highlights possible incentive schemes for financing CCS, and provides an actionable road map for pilot, demonstration, and commercial CCS projects.

Book excerpt: This report analyzes how closer regional connectivity and economic integration between South Asia and Southeast Asia can benefit both regions, with a focus on the role played by infrastructure and public policies in facilitating this process. It examines major developments in South Asian–Southeast Asian trade and investment, economic cooperation, the role of economic corridors, and regional cooperation initiatives. In particular, it identifies significant opportunities for strengthening these integration efforts as a result of the recent opening up of Myanmar in political, economic, and financial terms. This is particularly the case for land-based transportation—highways and railroads—and energy trading. The report’s focus is on connectivity in a broad sense, covering both hardware and software, including investment in infrastructure, energy trading, trade facilitation, investment financing, and support for national and regional policies.

Book excerpt: This book presents a critical review of the status of energy security in Asia and suggests how a country or a region collectively can achieve energy security in two broad aspects. First, it analyzes how regional cooperation and energy trade can enhance energy security in the region. Second, it reviews how energy security can be ensured in national and regional general contexts. From the reviews and analyses, this book asserts that diversification and integration are key to ensuring energy security. It presents policy implications for enhancing energy security, especially in resource-rich as well as resource-poor developing countries in Asia.

Book excerpt: Chinese behavior in Southeast Asia and the growth of Chinese military capabilities have aroused apprehension among countries of the Association of Southeast Asian Nations (ASEAN). How they react to a "rising China" could have major implications for U.S. interests, military requirements, and the USAF posture in the region. This study examines the implications of a rising China for U.S. security strategy and defense planning in Southeast Asia. In particular, it addresses the following questions: what role are the ASEAN states likely to play in developing a hedge against the possible emergence of an overtly aggressive China? If China emerges as a hostile competitor, are the ASEAN states likely to contribute to a United States-led effort to deter or oppose a Chinese challenge to regional security? What is the most effective strategy for pursuing cooperative military arrangements with the ASEAN states?

Book excerpt: The rapid and sustained economic growth of the past two decades has led to marked increases in energy demand in the region and developing Asia will continue to lead the energy demand growth. The increase in energy demand threatens energy security and efforts to curb carbon dioxide emissions, affecting health and social well-being. These common energy challenges will need to be addressed through concerted efforts. This book provides several multi-dimensional quantitative analysis of the relationship between energy and other subjects including but not limited to income and economic growth, environment and health, food and agricultural production. The book also provides the most constructive policy recommendations concerning the relationship between energy, economic development, social development, and environmental development.

Available in PDF, EPUB and Kindle. Book excerpt: This report provides a review of the economics of climate change in the Southeast Asia, with a particular focus on Indonesia, Philippines, Singapore, Thailand, and Viet Nam. It confirms that the region is highly vulnerable to climate change and demonstrates that a wide range of adaptation measures are already being applied. The report also shows that the region has a great potential to contribute to greenhouse gas emission reduction, and that the costs to the region and globally of taking no early action against climate change could be very high. The basic policy message is that efforts must be made to apply all feasible and economically viable adaptation and mitigation measures as key elements of a sustainable development strategy for Southeast Asia. It also argues that the current global economic crisis offers Southeast Asia an opportunity to start a transition towards a climate-resilient and low-carbon economy by introducing green stimulus programs that can simultaneously shore up economies, create jobs, reduce poverty, lower carbon emissions, and prepare for the worst effects of climate change.

Available in PDF, EPUB and Kindle. Book excerpt: In recent years, natural gas has become a major source of energy, with trade across borders increasing through both pipelines and as Liquefied Natural Gas (LNG). Owing to this global development, this book traces the development of the gas supply industry, from localised to national industries and national industries to a major global industry. It looks at the basic economics and origins of the industry, as well as the role of the government in its development and relation to international markets. The book highlights certain economic characteristics such as the industry’s vertical and horizontal structure, the composition of consumer demand and the role of government in safety, planning and investment. With the understanding of the industry's long term development, the book helps to illustrate the relationship between natural gas producers and importers of LNG. This book would be of interest to scholars majoring in resource economics and energy economics, as well as to international practitioners in the natural gas market.
