Book excerpt: Today's global security environment of uncertainty and chaos due to ethnic strife and declining global resources will require greater emphasis for U.S. military forces at the other than war end of the conflict scale when dealing with the full range of military operations. With the current U.S. dominance in conventional military power, any potential future adversary will likely look for an unconventional or asymmetric means of engaging us. This will require the joint force commander (JFC) to fully understand the operating environment for Military Operations Other Than War (MOOTW). The synchronization of conventional and SOF, although crucial to the success of any military operation discussed in joint doctrine, is the most critical aspect of MOOTW. When the JFC first begins planning he must first understand how his military means are going to achieve his operational objectives. In order to accomplish this demanding task, he has to fully understand how best to integrate the full range of military options available and how to synchronize his conventional and SOF for mission accomplishment. The JFC has several doctrinal keys to successfully employ operational art in a MOOTW environment. Most important are the strategic estimate and the facets of operational art especially synergy, simultaneity and centers of gravity. Of the six MOOTW principles, the most important to the JFC are unity of effort, restraint, perseverance, and legitimacy. The JFC by constant awareness of the MOOTW principles and applying the facets of operational art most important to MOOTW will best synchronize his forces. This will ensure that the JFC really understands what the mission is and tailors the force to achieve the military and political objectives in the shortest time with the fewest casualties.

How to study war? The student of tactics studies previous fights and mentally places himself in the position of the participants. Knowing what they knew, how would he have reacted? In hind sight, what was the best course of action, remembering that there is no one perfect solution? Any number of actions would have succeeded. The tactician must learn what would have worked best for him. For this reason, I have pulled together all the examples of convoy ambushes. The 20th century, Vietnam War, and current war in Iraq provide a wealth of examples of convoy ambushes from which to study. Unfortunately, the US Army did not record many good accounts of ambushes during the Vietnam War. Much of what is presented in this text is based upon oral interviews of the participants, sometimes backed by official record, citations or reports. For this reason, some of the ambush case studies present only the perspective of a crew member of a gun truck or the convoy commander. Since this academic study works best when one mentally takes the place of one of the participants, this view of the ambush serves a useful purpose. After my own review of the ambushes, I have drawn my own conclusion as to what principles apply to convoy ambushes.

Book excerpt: This monograph discusses the proposed principles of Army operations found in the coordinating draft of the revised 1998 FM 100-5, Operations. It centers on determining whether the proposed principles form the fundamental base for Army operations of the twenty-first century. The monograph first examines the current principles of war and operations other than war found in the 1993 version of FM 100-5. Then, it presents a brief description of the proposed principles as well as changes to the 1993 definitions. The analysis compares the proposed principles to the imperatives of offensive, defensive, stability, and support operations found in the coordinating draft of FM 100-5 to determine whether the proposed principles form the fundamental base for Army operations. The analysis concludes with observations concerning two new principles: exploitation and morale. The principal findings of this study indicate that the proposed principles form the fundamental base for many Army operations. However, the new principle of exploitation provides nothing towards Army operations not encompassed by the principles of 'offensive' and 'maneuver'. The new principle of morale is subordinate to leadership, a component of the defunct dynamics of combat power, and should not be included as a first principle. The proposed principles neglect the concepts of legitimacy, perseverance, and restraint to the detriment of stability and support operations.
