Book excerpt: Although paid working hours, particularly in the more developed countries, have declined dramatically during the last hundred years, the length of working time remains a topic of intense political debate. Paid work has a major impact on living conditions, use of time and social networks. The allocation of time in paid work is also a central issue in European social policy: one of the main aims of the European Social Policy Agenda has been to increase the employment rate, especially among women. This goal is expected to be reached with a good balance between paid work and other life spheres. Recent changes in working time, such as increase of fragmented working hours, boundaryless work, high time pressure, deregulation and differentiation of working hours by gender and socio-economic groups create new demands and challenges for increasing number of workers. At the same time, keeping workers in employment longer and the increase of the employment rate are necessities born from demographic change. This requires rethinking sustainable solutions for working time that help workers to retain their well-being and health - as well as motivation and productivity - throughout an extended working life. The current coronavirus pandemic challenges businesses around the world. Policy makers have expressed interest in reduction and reorganization of working time as potential measure to fight against unemployment. For example EU Commission has launched a large-scale program to support member states to activate short-time work schemes to preserve employment. These short-time work schemes are planned to prevent a temporary shock from having more long-lasting negative consequences on the economy and the labour market. Besides work-sharing programs, the pandemic definitely affects working times and spaces. Many types of flexible work arrangements are introduced in work organizations to enable continuation of industrial production or services. This research note focuses on duration of paid work time in Europe. Our specific aim is to analyse trends and prevalence of excessive work hours, their socio-economic and income related determinants as well as their consequences in subjective well-being of European employed persons. In addition, we will discuss and analyse the potential of reduced working hours in supporting well-being and enhancing socially meaningful activity among employed population.

Book excerpt: This Research Note offers an in-depth examination of sickness, accidents at work and occupational diseases, and unemployment related social benefits for the self-employed in EU Member States (EU-27). The Note is generated at the backdrop of the Council of the European Union Recommendation of 8 November 2019 on access to social protection for workers and the self-employed, which recommends that all workers and the self-employed in EU-27 should have the right to adequate social protection. It serves as an input for policy efforts and social dialogue on this subject across the Member States. In particular, it supports the European Commission and members of the Indicators Sub-Group of the Social Protection Committee in their efforts to develop and establish a monitoring framework on Access to social protection for workers and the self-employed. The focus is on sickness, accidents at work and occupational diseases, and unemployment related benefits, because coverage of the self-employed under these three branches of social protection has been identified as particularly challenging. The Note addresses formal coverage, but also effectiveness and adequacy of the schemes.

Book excerpt: There has been a great deal of work across the social sciences showing that individuals evaluate socio-economic outcomes in a relative sense. A number of different approaches have been taken to investigate this question, including the analysis of observable individual behaviours, hypothetical preferences, natural experiments and neurological measurement. We here consider a subjective evaluation: that of fairness. Using recent cross-European data from 2018, we first establish which individuals think that the income that they receive is fair. Due to the structure of the questionnaire, we can carry out this analysis separately for those whose main source of income is labour income, pensions and benefit income. Second, we evaluate how this perceived fairness of income relates to not only the amount that the individual receives, but also the incomes that other people who look like them receive, finding some evidence of relative-income effects (although generally only small in size). Last, we consider how intergenerational occupational mobility feeds through to the individual's evaluation of the fairness of their own current income.

Book excerpt: The paper draws on data from EU Statistics on Income and Living Conditions longitudinal database, which provides a 4-year rotational panel for all the EU member states, to investigate the relationship between income poverty and material deprivation across different EU countries, and to consider the extent to which the overlap between the income poor and the materially deprived changes if we consider the two phenomena from a longitudinal perspective. Our aim is first to identify individuals at high risk of persistent income poverty and material deprivation and second to understand differences and similarities in the determinants of the two types of risks. To the extent that material deprivation and income poverty indicators approximate different aspects of living standards as is concluded by a number of scholars (for example by Perry, 2002 and Nolan and Whelan, 2011) and as will be discussed in more detail below their dynamics are also likely to differ. It is therefore important to consider both, and the relationship between them, to understand whether they provide a consistent picture of the risks faced by different social groups in different countries.

To undertake this analysis, we combine three pan-European datasets: the EU Survey of Income and Living Conditions (EU-SILC), the MURE database of energy policies, and energy price data from Eurostat. The data is analysed using a fixed-effects panel econometric framework, which accounts for unobserved country and time specific factors, for example annual temperatures, national income and broader economic factors, which could confound our results.

However, the period of steady improvement came to an end in the spring of 2020, when the COVID-19 pandemic swept across Europe, leading to unprecedented disruptions in economic, employment and social conditions. The report of the Social Protection Committee provides an overview of the decisive action taken by Member States to protect employment, income and access to services through a variety of measures. However, in spite of the important measures adopted, unemployment in the EU is rising and there is a significant risk of widening economic and social disparities between and within the Member States. In this context, the report highlights that measures to address the longer-term socio-economic impacts of the pandemic may still need to be combined with targeted containment and support measures in the short term. Member States should continue pursuing their reform agendas, addressing also the gaps unveiled by the current crisis, and enhance the resilience of social protection systems, thus underpinning well-being and social cohesion in the longer-term. The European Pillar of Social Rights should continue to guide Member States' reform efforts and its principles should continue to be systematically implemented.
