"Before Social Democracy: The Early Formation of a Social Policy Discourse in Sweden" set the stage for a research current that shifted from state welfare to welfare mix and civil society. "Working Class Power and the 1946 Pension Reform in Sweden" examined a key thesis in Peter Baldwin's seminal work The Politics of Social Solidarity, and led to a lively polemic among social historians. The third text was first published (as "Sweden") in volume 1 of Peter Flora's magnum opus Growth to Limits: The Western European Welfare States Since World War II. The final essay, "The Dialectics of Decentralization and Privatization," is a path-breaking study of the Swedish welfare state's reconstruction in the 1980s. The second volume covers the period since 1988 - "the lost world of social democracy" - and recent changes in comparative welfare state research and the Nordic Model. This work is an updated and enlarged edition in two volumes of Sven Hort's well-known and wide-ranging dissertation Social Policy and Welfare State in Sweden, published under the author's birth name Sven E. Olsson in 1990. This first volume contains the original four essays of the first edition. The four essays in this book stand as a chilling indictment of mass sterilization practices, not only in Scandinavia but in other European countries and the United States--eugenics practices that remained largely hidden from the public view until recently. Eugenics and the Welfare State also provides an in-depth, critical examination of the history, politics, science, and economics that led to mass sterilization programs in Norway, Sweden, Denmark, and Finland; programs put in place for the "betterment of society" and based largely on the "junk science" of eugenics that was popular before the rise of Nazism in Germany. When the results of Broberg's and Roll-Hansen's book were widely publicized in August 1997, the London Observer reported, "Yesterday Margot Wallstrom, the Swedish Minister for Social Policy, issued a belated reaction to the revelations. She said: 'What went on is barbaric and a national disgrace.' She pledged to create a law ensuring that involuntary sterilisation would never again be used in Sweden, and promised compensation to victims." Ultimately, the Swedish government not only apologized to the many thousands who had been sterilized without their knowledge or against their will, but also put in place a program for the payment of reparations to these unfortunate victims.

Many believe that success was made possible in part by the country's ethnic homogeneity and that the increased diversity of Sweden’s population is putting its welfare state at risk. Few, however, have suggested convincing mechanisms for explaining the precise relationship between relative ethnic homogeneity/heterogeneity and the welfare state. In this book Carly Elizabeth Schall acknowledges the important role of ethnic homogeneity in Sweden’s thriving welfare state, but she argues that it mattered primarily because political elites—especially social democrats—made it matter.Schall shows that diversity and the welfare state are related but that diversity does not undermine the welfare state in a straightforward way. Tracing the development of the Swedish welfare state from the late 1920s until the present day, she focuses on five historical periods of crisis. She argues that the story of Swedish national identity is a story of elite-driven hegemony-building and that the linking of social democracy and national identity colored the integration of immigrants in important ways. Social democracy could have withstood the challenge posed by immigration, but the faltering of social democratic hegemony opened a door for anti-immigrant sentiment. In her deft analysis of the relationship between immigration and the welfare state in Sweden, Schall makes a compelling argument that has relevance for immigration policy in the United States and elsewhere.
