The four essays in this book stand as a chilling indictment of mass sterilization practices, not only in Scandinavia but in other European countries and the United States--eugenics practices that remained largely hidden from the public view until recently. Eugenics and the Welfare State also provides an in-depth, critical examination of the history, politics, science, and economics that led to mass sterilization programs in Norway, Sweden, Denmark, and Finland; programs put in place for the "betterment of society" and based largely on the "junk science" of eugenics that was popular before the rise of Nazism in Germany. When the results of Broberg's and Roll-Hansen's book were widely publicized in August 1997, the London Observer reported, "Yesterday Margot Wallstrom, the Swedish Minister for Social Policy, issued a belated reaction to the revelations. She said: 'What went on is barbaric and a national disgrace.' She pledged to create a law ensuring that involuntary sterilisation would never again be used in Sweden, and promised compensation to victims." Ultimately, the Swedish government not only apologized to the many thousands who had been sterilized without their knowledge or against their will, but also put in place a program for the payment of reparations to these unfortunate victims.

But not for all. Academic social scientists such as Richard T. Ely, John R. Commons, and Edward A. Ross, together with their reform allies in social work, charity, journalism, and law, played a pivotal role in establishing minimum-wage and maximum-hours laws, workmen's compensation, progressive income taxes, antitrust regulation, and other hallmarks of the regulatory welfare state. But even as they offered uplift to some, economic progressives advocated exclusion for others, and did both in the name of progress. Leonard meticulously reconstructs the influence of Darwinism, racial science, and eugenics on scholars and activists of the late nineteenth and early twentieth centuries, revealing a reform community deeply ambivalent about America's poor. Economic progressives championed labor legislation because it would lift up the deserving poor while excluding immigrants, African Americans, women, and 'mental defectives, ' whom they vilified as low-wage threats to the American workingman and to Anglo-Saxon race integrity. Economic progressives rejected property and contract rights as illegitimate barriers to needed reforms. But their disregard for civil liberties extended much further. More specifically, the question is whether precisely the same "eugenic rationale" used in the 1930s is philosophical akin to a new rationality unfolding in some Western European welfare societies that find themselves trapped in the modern dilemma of choosing between increasing immigration and population growth that leads to economic prosperity on the one hand, or halting immigration, protecting national identity, and suffering economic stagnation on the other. By analyzing, policies of integration and assisted reproduction technology (ART) in Northern European nation states such as Sweden, Finland, Denmark as well as in Israel, we find a historical continuity between "old eugenics" and current reproductive and family planning subsides and integration policies. By focusing on the concept of welfare productionism, we trace a continuing rationale between the eugenic policies of the past and current investments of ART. These programs, are rationalized as universal programs for the whole of the population. However, in this book the authors suggest that they served the goal of reproducing a productivist, national middle class which are enticed to reproduce. This work will be of great interest to students and scholars of racism, extremism, European politics, population politics, and the social impact of science and technology.

Book excerpt: Blending social, intellectual, legal, medical, gender, and cultural history, Segregation's Science: Eugenics and Society in Virginia examines how eugenic theory and practice bolstered Virginia's various cultures of segregation--rich from poor, sick from well, able from disabled, male from female, and black from white and Native American. Famously articulated by Thomas Jefferson, ideas about biological inequalities among groups evolved throughout the nineteenth century. By the early twentieth century, proponents of eugenics--the "science" of racial improvement--melded evolutionary biology and incipient genetics with long-standing cultural racism. The resulting theories, taught to generations of Virginia high school, college, and medical students, became social policy as Virginia legislators passed eugenic marriage and sterilization statutes. The enforcement of these laws victimized men and women labeled "feebleminded," African Americans, and Native Americans for over forty years. However, this is much more than the story of majority agents dominating minority subjects. Although white elites were the first to champion eugenics, by the 1910s African American Virginians were advancing their own hereditarian ideas, creating an effective counter-narrative to white scientific racism. Ultimately, segregation's science contained the seeds of biological determinism's undoing, realized through the civil, women's, Native American, and welfare rights movements. Of interest to historians, educators, biologists, physicians, and social workers, this study reminds readers that science is socially constructed; the syllogism "Science is objective; objective things are moral; therefore science is moral" remains as potentially dangerous and misleading today as it was in the past.

The eugenic objectives of eliminating genetic diseases, increasing intelligence, and reducing personality disorders he argues, remain desirable and are achievable by human biotechnology. In this four-part analysis, Lynn begins with an account of the foundation of eugenics by Francis Galton and the rise and fall of eugenics in the twentieth century. He then sets out historical formulations on this issue and discusses in detail desirability of the new eugenics of human biotechnology. After examining the classic approach of attempting to implement eugenics by altering reproduction, Lynn concludes that the policies of classical eugenics are not politically feasible in democratic societies. The new eugenics of human biotechnology--prenatal diagnosis of embryos with genetic diseases, embryo selection, and cloning--may be more likely than classic eugenics to evolve spontaneously in western democracies. Lynn looks at the ethical issues of human biotechnologies and how they may be used by authoritarian states to promote state power. He predicts how eugenic policies and dysgenic processes are likely to affect geopolitics and the balance of power in the 21st century. Lynn offers a provocative analysis that will be of particular interest to psychologists, sociologists, demographers, and biologists concerned with issues of population change and intelligence.
