Moreover, if we consider that in 2030 two thirds of the world's population will live in the main urban areas and that the population over 65 years old will represent more than 25% of the total, it is at least necessary to consider housing density and functional complexity as fundamental features in modern collective housing. In order to meet modern residential needs, the Patronat Municipal de l'Habitatge de Barcelona (PMHB), main administrator of the Catalan city's housing clusters, has launched a process of the public offer's diversification by building high-standard architectural housing models specific for the most vulnerable categories of society. The book introduces the most significant 10 collective residential projects, realised by the PMHB in the last years. These projects allowed the PMHB to strengthen its position among the most representative European entities experimenting and innovating to meet the communities' needs.

To some extent, the twenty-first century's global networking economy is reversing this trend because the workplace now thrives on the collaboration of a highly skilled labor force working in close proximity to each other. A number of cities have revitalized under-utilized urban areas, including obsolete industrial sectors, by turning them into vibrant cityscapes that provide an attractive environment for an information and technology driven economy. Barcelona, Spain's new innovation district provides an excellent model for the successful transformation of an industrial area into a viable entrepreneurial core of mixed uses and green space. Known as the 22@ Project, the innovation district provides a structure for the creation of knowledge, technology, and scientific based businesses, 4,000 social housing units, and green space as well as the infrastructure necessary to support the new activities. This article explores how Barcelona's innovation district can serve as an exemplar for the regeneration of urban areas into productive networking hubs in the United States. It examines the key elements of Barcelona's plan to regenerate an under-utilized industrial area. In particular, the article focuses on the 22@ Project's subsidized housing element and evaluates its applicability to other metropolitan regions.The article argues that Barcelona's commitment to avoid social exclusion on the basis of race and income should be emulated by other providers of publicly subsidized housing. It traces the history of spatially segregated public housing in the United States and outlines strategies to increase opportunities for integration in publicly assisted housing. The article analyzes possible constraints upon the provision of inclusionary housing in the United States following the United States Supreme Court's 2013 decision in Koontz v. St. Johns River Water Management District. Using the Barcelona innovation district as a guide, the article provides suggestions as to how housing should be planned in an innovation district to maximize the opportunities for economic growth, social cohesion, and enhanced sustainability.

Drawing on programs from the United States, Europe, and China, I suggest two strategies that Catalan officials might use to effectively leverage Barcelona's historic properties to reduce its public housing deficit. The first strategy considers successful financial incentives promoting public housing in historic properties within the United States -- the Low Income Housing Tax Credit and the Historic Rehabilitation Tax Credit -- and proposes how the Catalan government might find seed money to fund its own historic rehabilitation tax credits. The second strategy analyzes the concept of “adaptive reuse” and suggests four adaptive reuse programs targeting lesser known historic urban assets in Barcelona: (1) historic industrial buildings; (2) adaptive reuse agreements and occupied historic buildings; (3) underutilized historic government buildings; (4) historic subterranean structures.

Spanning over 3.5 years from 2019 to 2023, it captured and supported the efforts of the Ministry of Space collective, AKS Gemeinwohl, Häuser Bewegen GIMA eG., Kollektiv Raumstation, and Observatori DESC to change the political paradigms shaping the contemporary housing emergency in the three cities. Coordinated by K LAB (TU Berlin) and supported by the Robert Bosch Stiftung, the CMMM team employed various formats of critical mapping to display the legislations, policies, events, hierarchies, as well as the main actors and factors that are shaping the housing crisis. Next to selected examples of how critical mapping has been applied by peers and artists in the three cities, this book scripts the process through which our team created three interactive maps “How (un)affordable is housing in Belgrade?”, “Who buys Berlin?”, and “Stop Evictions!” for Barcelona, which can be explored on the project’s website: cmmm.eu. CMMM‘s outputs intend to support existing and future municipalist activists and collectives pushing to create policy alternatives that integrate the “housing as a right” principle. We hope that our work inspires activists and engaged professionals to employ critical mapping in their endeavors to inform and nudge public opinion, towards advancing demands for justice in the urban and beyond.
