Yet, many small-scale fishers work in conditions that are neither safe nor secure. Millions of them are poor, and often they are socially and politically marginalized. Macro-economic and institutional mechanisms are essential to address these poverty and vulnerability problems; however, interventions at the local community level are also necessary. This requires deep understanding of what poverty means to the fishers, their families and communities; how they cope with it; and the challenges they face to increase resiliency and improve their lives for the better. This book provides a global perspective, situating small-scale fisheries within the broad academic discourse on poverty, fisheries management and development. In-depth case studies from fifteen countries in Latin America, Europe, South and Southeast Asia, and sub-Saharan Africa, demonstrate the enormously complex ecological, economic, social, cultural and political contexts of this sector. Conclusions for policy-making, formulated as a joint statement by the authors, argue that fisheries development, poverty alleviation, and resource management must be integrated within a comprehensive governance approach that also looks beyond fisheries. Book excerpt: Fisheries and aquaculture contribute to food security and livelihoods of millions of people in Asia. Both women and men are engaged in fisheries and aquaculture. In the past ten years, many actors have worked on raising awareness on women’s contribution as well as promoting gender equality in fisheries and aquaculture. This study aims to consolidate the efforts to date to provide recommendations for action and future studies. Its objective is to answer the following questions for small-scale fisheries and aquaculture in Asia: (i) What is the division of labour between women and men in specific fisheries and aquaculture practices and what are the differences with respect to their access to assets, resources and entitlements? (ii) What are the drivers of such differences? (iii) What could be critical entry points and opportunities for addressing inequalities and discriminatory practices? To answer these questions, the study conducted an online literature search on gender and fisheries and aquaculture in Asia, selecting articles published between 2011 and 2021. This period was selected to understand the contemporary condition and state of knowledge, and since we aimed for an exhaustive list of literature, some limits in the time period was necessary. The review included both published peerreviewed papers in journals as well as other research and project reports that are available online. In total, it reviewed 253 publications on fisheries and 210 publications on aquaculture. The top four countries where studies were conducted are India (44.3 percent of fisheries and 24.3 percent of aquaculture articles), the Philippines (35.6 percent of fisheries and 17.6 percent of aquaculture articles), Bangladesh (27.7 percent of fisheries and 32.9 percent of aquaculture articles) and Indonesia (30.8 percent of fisheries and 20.5 percent of aquaculture articles). The findings based on each research question are presented in this publication.

The project “Enhancing the contribution of small-scale fisheries to food security and sustainable livelihoods through better policies, strategies and initiatives” is part of the FAO Umbrella Programme for the promotion and application of the SSF Guidelines. The evaluation of this project provides important lessons and recommendations that will inform the formulation and implementation of related on-going projects under the Umbrella Programme, for enhanced promotion and application of the SSF Guidelines. The evaluation found that the project has succeeded in firmly anchoring SSF considerations in the global fisheries policy and research agendas, and in increasing momentum in regional and national awareness of, and commitment to, the SSF Guidelines. The project has allowed a process of consolidation of the trajectory of change initiated with the adoption of the SSF Guidelines, but more time is needed for benefits to trickle to lower levels of governance and to SSF communities themselves.

However, there is often limited data and information available (or not easily accessible) on their contributions, and hence small scale fisheries tend to be overlooked and marginalized in policy processes, leading to low levels of support for the sector. The Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and P overty Eradication (the SSF Guidelines), adopted by the FAO Committee on Fisheries (COFI) in 2014, provide a policy framework for how to ensure sustainability for small-scale fisheries through a holistic and integrated approach. However, this transformational process needs substantial support to take place and be successful, which may be difficult to obtain in the absence of better data and information on the socio-economic contributions of small-scale fisheries. For this reason, a new study has been proposed by FAO and WorldFish to build upon the 2012 World Bank, FAO and WorldFish Center report Hidden Harvest: The Global Contribution of Capture Fisheries. The new study would deepen the knowledge and encourage data-sharing on small-scale fisheries and their socio-economic contributions, and also aim to make policy- and decision-makers aware of the sector’s importance.
