By examining Indian small enterprise development and policy in an international context, this book provides lessons for industrial policy in developing economies. The authors draw on data from new and intensive surveys of several industries in India and other countries to elucidate the relative advantages of large and small units, especially with regard to the efficiency of labor and capital use. Concluding that modern small enterprises are not reliably more labor-intensive than larger enterprises, and often use capital and labor less efficiently, they present a plan of policy reform that advocates promotion of agriculture and industrial equality in achieving adequate demand for labor.

Book excerpt: Small-scale industries are considered a harbinger of economic progress. A growing economy always needs the presence of small enterprises. In a labor-abundant and capital-scarce country like India, small-scale industries have come to occupy a significant position in the planned industrialization of the economy. Ever since the announcement of the Industrial Policy Resolution of 1948, India's small-scale industries have occupied a prominent place in the overall strategy of industrial development. Successive Five Year Plans have allocated increasing resources for the development of small industries. In view of the abundance of labor, scarcity of capital, and rural nature of the economy, the preference for small industries is natural. In the wake of the globalization wave sweeping around the world, new opportunities and challenges have emerged for the small industries. Appropriate policies are needed to meet these challenges to sustain the growth of small industries. This book explores policies and issues of India's small-scale industries.

Book excerpt: India is an ancient nation of rich cultural heritage and a home of the different religion with a vast diversity in tradition and language. In India GDPs major portion has been contributed through industrial and service sector, with the change in time and aspect the working community had moved from agricultural to small scale industrial sector due to lack of irrigation facilities and dependency on the natural environment to a large extent which leads to failure in most of the times. Due to this paradigm shift from agricultural to industrial and service sector thus the position of Indian economy had improved a lot. But the story of success is not yet accomplished, as most of the venture has grown up in rural and semi-urban areas are facing inadequate infrastructural and financial problems. To eradicate these financial problem different financial institutions had performed a crucial role to stand as a backbone for these small scale industries which in turn leads to industrial development and ultimately the economic development of India through this financial support and activities. Small scale industries (SSIs) refer to those small entrepreneurs who are engaged in production, manufacturing or service at a micro scale. Small scale industries play a focal role in the economic and social development of India in the post-independence era. Small scale industries constitute the backbone of a developing economy with its effective, efficient, flexible and innovative entrepreneurial spirit. The contribution of SSIs to the Indian economy in terms of employment generation, reducing regional imbalances, promoting inter-sectorial linkages, magnifying exports and fostering equitable economic growth potential has been quite marvellous. This sector through more than 6000 products ranging from traditional to high-tech, consisting over 36 million units widely dispersed across the country provides employment to over 80 million persons, contributes about 8% to country's GDP besides accounting for 45% of manufactured output and 40% to the export from the country. The paper attempts to discuss the role of small scale industries in the economic development of India and the role of financial institutions in the development of small scale industries.

Book excerpt: Essays by leading academics, policymakers, and industrialists examine India's economic success in the late 1990s. India's economy over the last decade looks in many ways like a success story; after a major economic crisis in 1991, followed by bold reform measures, the economy has experienced a rapid economic growth rate, more foreign investment, and a boom in the information technology sector. Yet many in the country still suffer from crushing poverty, and social and political unrest remains a problem. These essays by leading academics, policymakers, and industrialists -- including one by Amartya Sen, the 1998 winner of the Nobel Prize in economics for his work on poverty and inequality -- examine the facts of India's recent economic successes and their social and cultural context. India's rate of economic growth after the 1991 reforms were instituted reached a remarkable 7 percent for three consecutive years, from 1994 to 1997. Several contributors to India's Emerging Economy ask what this means for the nation as a whole. In his essay "Democracy and Secularism in India," Amartya Sen argues that economic progress is not the only way to measure a nation's performance. Other essays examine the actual effect India's economic growth has had on reducing poverty and recommend policies to empower the poor. Essays also address such issues as globalization and the vulnerabilities and opportunities it creates, India's experience with monetary and fiscal reform, the rapid growth of the information technology sector (including a case study of India's software industry), and India's grassroots economy.

Agriculture alone cannot solve all the basic problems of the country like unemployment. So small Industries play a key role for economic development of the country. India is a country of resources, unless these resources are utilised in full, the development of the country is not possible, so establishment of small industries in rural as well as in urban areas are essential. This book is of immense value. It throws light on various angles of Small Industries of our country. The book is very helpful to the planners, teachers, research, scholars, students, government agencies and non-government agencies which are concerned with the economic development of the country as a whole.
