Book excerpt: Recognizing that a capacity to innovate and commercialize new high-technology products is increasingly a key for the economic growth in the environment of tighter environmental and resource constraints, governments around the world have taken active steps to strengthen their national innovation systems. These steps underscore the belief of these governments that the rising costs and risks associated with new potentially high-payoff technologies, their spillover or externality-generating effects and the growing global competition, require national R&D programs to support the innovations by new and existing high-technology firms within their borders. The National Research Council's Board on Science, Technology, and Economic Policy (STEP) has embarked on a study of selected foreign innovation programs in comparison with major U.S. programs. The "21st Century Innovation Systems for the United States and Japan: Lessons from a Decade of Change" symposium reviewed government programs and initiatives to support the development of small- and medium-sized enterprises, government-university- industry collaboration and consortia, and the impact of the intellectual property regime on innovation. This book brings together the papers presented at the conference and provides a historical context of the issues discussed at the symposium.

Available in PDF, EPUB and Kindle. Book excerpt: Geography in America at the Dawn of the 21st Century surveys American geographers' current research in their specialty areas and tracks trends and innovations in the many subfields of geography. As such, it is both a 'state of the discipline' assessment and a topical reference. It includes an introduction by the editors and 47 chapters, each on a specific specialty. The authors of each chapter were chosen by their specialty group of the American Association of Geographers (AAG). Based on a process of review and revision, the chapters in this volume have become truly representative of the recent scholarship of American geographers. While it focuses on work since 1990, it additionally includes related prior work and work by non-American geographers. The initial Geography in America was published in 1989 and has become a benchmark reference of American geographical research during the 1980s. This latest volume is completely new and features a preface written by the eminent geographer, Gilbert White.

This paper finds supportive evidence for the important role of small and medium-sized enterprises (SMEs) in explaining Japan’s modest productivity growth. Results show a substantial dispersion in firm-level productivity growth across sectors and even across firms within the same sector. SMEs, on average, exhibit lower productivity growth than non-SMEs in Japan, with smaller and older SMEs showing particularly low productivity growth. Estimates suggest that boosting productivity growth in all of the worst-performing SMEs could improve overall productivity growth by up to 1.8 percentage points. The SME credit guarantee system, SME financing constraints, demographic factors, and lack of intangible capital investment are discussed as contributors to the slow productivity growth of Japan’s small and old SMEs.

Available in PDF, EPUB and Kindle. Book excerpt: The Second Edition of this renowned treasure trove of information about the most important laws and treaties enacted by the U.S. Congress now deepens its historical coverage and examines an entire decade of new legislation. Landmark Legislation 1774-2012 includes additional acts and treaties chosen for their historical significance or their precedential importance for later areas of major federal legislative activity in the over 200 years since the convocation of the Continental Congress. Brand new chapters expand coverage to include the last five numbered Congresses (10 years of activity from 2003-2012), which has seen landmark legislation in the areas of health insurance and health care reform; financial regulatory reform; fiscal stimulus and the Temporary Asset Relief Program; federal support for stem cell research; reform of federal financial support for public schools and higher education; and much more. Features & Benefits: Each chapter covers one of the numbered Congresses with a historical essay, followed by the major acts of that Congress arranged in chronological order of passage – with each act summarized. A Finder’s Guide summarizes all of the acts and treaties into approximately 40 separate topical policy areas. The work’s extensive bibliography has been expanded and updated. This one-volume resource is a must-have for any public or academic library, especially those with strong American history or political science collections.

Book excerpt: The Japanese economy has made a remarkable recovery from the so-called ‘Lost Decade’ of the 1990s. This said, demographic trends suggest that Japan will have to show remarkable powers of innovation if it is to continue to prosper in the global economy. For, around the turn of the last century texts published by prominent strategy analysts such as Michael Porter and colleagues were asking whether Japan could continue to compete at all, and in answering this question they not only gained significant global attention, they also appeared to sound the death knell for strategic innovation in Japan. This collection helps put the record straight. It invites authors and editors of previous (Routledge) titles on the topic of ‘Innovation in Japan’ to reflect on how things have moved on – prominent scholars on Japanese innovation such as Martin Hemmert, Cornelia Storz, and Ruth Taplin, all of whom appear in this collection. It brings together fresh perspectives on Japanese-style innovation, from insiders and from outsiders, from scholars and from practitioners, all of whose combined contributions to this book update our understanding of how patterns of innovation in Japan are evolving and thus provide inspiration and guidance for managers and innovators worldwide.

Available in PDF, EPUB and Kindle. Book excerpt: Why does Japan, with its efficiency-oriented technocracy, periodically adopt welfare-oriented, economically inefficient domestic policies? In answering this question Kent Calder shows that Japanese policymakers respond to threats to the ruling party's preeminence by extending income compensation, entitlements, and subsidies, with market-oriented retrenchment coming as crisis subsides. "Quite simply the most ambitious and strongly argued interpretation of a key dimension of Japanese political life to appear in English this decade."--David Williams, Japan Times "Historically dense and conceptually rich.... [Forces] readers' attention to the domestic underpinnings of Japanese foreign policy."--Donald S. Zagoria, Foreign Affairs "Punctures the myth of Japan Inc. as a cool, rational monolith...."--Kathleen Newland, Millennium "A bold reinterpretation of Japanese politics that will force us to rethink many of our current assumptions and will influence our research agenda."--Steven R. Reed, Journal of Japanese Studies
