The first provides a panoramic view of social environmental conflicts in Mexico and of alternatives that are being constructed from below in rural areas. It also provides an analysis of the recent reforms to open the country’s energy sector to private and foreign investment. The second is comprised of local-level case studies of conflict (and no conflict) in diverse geographic locations and cultural settings, particularly in relation to the construction of wind farms, hydraulic infrastructure, industrial water pollution, and groundwater overdraft. The third explores alternatives from below in the form of community-based ecotourism and traditional mezcal production. A concluding chapter engages comparative and global analysis.

Water availability in Mexico is polarized, with abundant rainfall and large rivers in the south, and desert-like conditions in the north. The central region, which is the most industrialized, is overpopulated. Mexico City pours millions of cubic meters of “blackwater” into the northern valley daily and receives its clean water from the south. To address these unsustainable conditions, the world's 4th biggest water treatment plant went into operation in 2018. The water infrastructure and governance must satisfy the demands of all sectors, including agricultural, urban, and economic activities. At the same time, water resources are affected by drought, and climate change puts constraints on the supply. As such, regulation and monitoring are important when it comes to adherence to agreed plans and priorities. The book is divided into four sections. 1: Water Availability discusses quantitative aspects, such as supply, methods of calculation, and fracking. 2: Water Quality highlights pollution risks and diagnosis of water resources. 3: Water Allocation examines the sectoral demands and vulnerability due to unsustainable irrigation. 4: Water Governance and Management focuses on laws, urban rules, national parks, planning, and integrated water resources management, among other topics. The chapters include illustrative case studies in Mexico, such as basins, cities, reservoirs, and aquifers, water supply demand assessment, planning, and management.

Many may have considered it to be an overstatement in the past, but at the beginning of the third millennium, no sane individual would disagree with Leonardo's view. Water is becoming an increasingly scarce resource for most of the world's citizens. The current trends indicate that the overall situation is likely to deteriorate further, at least for the next two decades, unless the water profession eschews its existing "business as usual" practices, which can only allow incremental changes to occur. Somewhat surprisingly, the water profession as a whole neither realised nor appreciated the gravity of the global water situation as late as 1990, even though a few serious scholars have been pointing out the increasing criticality of the situation from around 1982. For example, the seriousness of the crisis was not a major issue, either at the International Conference on W ater and the Environment, which was organised by the UN system in Dublin and also at the UN Conference on Environment and Development at Rio de Janeiro. Held in 1992, both are considered to be important events for the water sector of the past decade. It is now being increasingly recognised that the Dublin Conference was poorly planned and organised, and thus not surprisingly it produced very little, if any, worthwhile and lasting results.

Water supply bubbles are bursting in China, the Middle East and India with potentially serious implications for the global economy and for political stability. Even the United States is depleting groundwater on average 25% faster than it is being replenished. Our thirst for water grows with our population, but the amount of fresh water available on Earth is fixed. If we assume "business as usual" by 2050 about 40% of the projected global population of 9.4 billion is expected to be facing water stress or scarcity. With increasing climate variability being predicted by global climate models, we are likely also to have more people without adequate water more of the time, even in water-rich regions. Irrigation productivity rose dramatically over the past 40 years as a result of the Green Revolution. However, even if we disregard the environmental impacts caused by that revolution, we are no nearer to achieving global food security than we were 40 years ago, as every time we come close to filling the food production gap population growth and ecosystem decline associated with water diversions to human purposes set us back. Our natural and agricultural ecosystems are trying to tell us something. This book pursues these overarching themes connecting to water and food production at global and regional scales. The collection offers a comprehensive discussion of all relevant issues, and offers a wide-ranging discussion with the aim of contributing to the global debate about water and food crises.
