Book excerpt: Washington seems to be in a season of worrying--some might say "obsessing"--About the education system in Pakistan. The 9/11 Commission, whose final report has become a fixture on the bestseller lists, has highlighted the links between international terrorism and Pakistan's religious seminaries, or "madaris", and recommended that the United States support Pakistani efforts to improve the quality of the education it offers its young. The The American government, with the U.S. Agency for International Development as the lead agency, plans to spend tens of millions of dollars this year alone on primary education and literacy programs in Pakistan. The international donor community has been active on this front for decades, but has significantly expanded its activities in recent years. But most of all, Pakistanis themselves have raised the alarm and encouraged this newfound interest in their schools. This volume explores an issue that Pakistanis themselves have identified as vital to their national well-being. Essays include: (1) Educating the Pakistani Masses (Shahid Javed Burki); (2) Education, Employment and Economic Development in Pakistan (Ishrat Husain); (3) Challenges in the Education Sector in Pakistan (Salman Shah); (4) Reform in Higher Education in Pakistan (Grace Clark); (5) Against the Tide: Role of The Citizens Foundation in Pakistani Education (Ahsan Saleem); (6) Reasons for Rage: Reflections on the Education System of Pakistan with Special Reference to English (Tariq Rahman); (7) Education Sector Reforms in Pakistan: Demand Generation as an Alternative Recipe (Jonathan Mitchell, Salman Humayun, and Irfan Muzaffar); (8) Report for Congress on Education Reform in Pakistan; (9) Education in Pakistan and the World Bank's Program (Michelle Riboud); (10) The Punjab Education Sector Reform Program 2003-2006; (11) Pakistan's Recent Experience in Reforming Islamic Education (Christopher Candland); and (12) Pakistan: Reforming the Education Sector. An introduction by Robert M. Hathaway is included. Individual papers contain tables, charts, notes and references.

Available in PDF, EPUB and Kindle. Book excerpt: Although access to financing in Pakistan is expanding quickly, it is two to four times lower than regional benchmarks. Half of Pakistani adults, mostly women, do not engage with the financial system at all, and only 14 percent have access to formal services. Credit for small- and medium-size enterprises is rationed by the financial system. The formal microfinance sector reaches less than 2 percent of the poor, as opposed to more than 25 percent in neighboring countries. Yet it is the micro- and small businesses, along with remittances, that help families escape the poverty trap and participate in the economy. 'Bringing Finance to Pakistan s Poor' is based on a pioneering and comprehensive survey and dataset that measures the access to financial products by Pakistani households. The survey included 10,305 households in all areas of the country, excluding the tribal regions. The accompanying CD contains summary statistics. The authors develop a picture of access to and usage of financial services across the country and across different population groups, and they identify policy and regulatory priorities. Reform measures in Pakistan have been timely, but alone are not enough; financial institutions have lagged behind in adopting technology, segmenting customer bases, diversifying products, and simplifying processes and procedures. Gender bias and low levels of financial literacy remain barriers, as is geographical remoteness. However, the single strongest cause of low financial access is lack of income not location, education, or even gender. 'Bringing Finance to Pakistan s Poor' will be of great interest to readers working in the areas of business and finance, economic policy, gender and rural development, and microfinance.

Available in PDF, EPUB and Kindle. Book excerpt: The State of Economic Inclusion Report 2021 sheds light on one of the most intractable challenges faced by development policy makers and practitioners: transforming the economic lives of the world's poorest and most vulnerable people. Economic inclusion programs are a bundle of coordinated, multidimensional interventions that support individuals, households, and communities so they can raise their incomes and build their assets. Programs targeting the extreme poor and vulnerable groups are now under way in 75 countries. This report presents data and evidence from 219 of these programs, which are reaching over 90 million beneficiaries. Governments now lead the scale-up of economic inclusion interventions, often building on preexisting national programs such as safety nets, livelihoods and jobs, and financial inclusion, and 93 percent of the total beneficiaries are covered by government programs. The report offers four important contributions: -- A detailed analysis of the nature of these programs, the people living in extreme poverty and vulnerability whom they support, and the organizational challenges and opportunities inherent in designing and leading them. -- An evidence review of 80 quantitative and qualitative evaluations of economic inclusion programs in 37 countries. -- The first multicountry costing study including both government-led and other economic inclusion programs, indicating that programs show potential for cost efficiencies when integrated into national systems. -- Four detailed case studies featuring programs under way in Bangladesh, India, Peru, and the Sahel, which highlight the programmatic and institutional adaptations required to scale in quite diverse contexts. Data from the report are available on the PEI Data Portal (http://www.peiglobal.org), where users can explore and submit data to build on this baseline.
