Book excerpt: The question of whether political, fiscal, and administrative decentralization improves government effectiveness is hotly debated among researchers and policy makers. 'Decentralization, Democracy, and Development' contributes to the empirical literature on decentralization and the debate on whether it is a viable and desirable state-building strategy for post-conflict countries. This book is a collection of eight papers written by nine authors who were intimately involved in the complex decentralization reform process in Sierra Leone from 2003 07. During this period, Sierra Leone s government established elected district and urban councils across the country, transferred certain responsibilities for primary services and local investment and some financial resources to the new councils, and invested heavily in building the administrative infrastructure and capacity of the local councils. Compared to most other Sub-Saharan African countries that have embarked upon decentralization, Sierra Leone s progress in building local government capacity and restructuring the fiscal system is enviable. The authors conclude that improved security and public services are possible in a decentralizing country and Sierra Leone s progress would not have been possible without significant effort at fiscal decentralization and intensive investment in local government capacity building. The most critical ingredient for this promising but fragile reform process is the dynamic leadership team in charge of promoting the new institutional framework and their persistent effort to achieve quick improvement in the local government system and public services.

Book excerpt: After a decade-long civil war, Sierra Leone witnessed an unprecedented surge in school enrollments at the primary and then the secondary levels. Committed to the Education for All objectives, the government further encouraged greater access to school. The country must now negotiate the transition from postwar recovery to regular delivery of education services. The main tasks ahead include reaching the remaining out-of-school children and improving the quality of the learning environment and, ultimately, of learning outcomes. Success will depend on the unrelenting, strong commitment of the government, the capacity of providers to effectively deliver education services, and a sustainable financial framework.

Book excerpt: This report reviews developments during 2004 in the context of the Sixth and Final Program Review Under Sierra Leone’s Poverty Reduction and Growth Facility (PRGF) arrangement with the IMF. The authorities have implemented an economic reform program supported by a PRGF arrangement since 2001. The authorities also request a further extension of interim Heavily Indebted Poor Countries (HIPC) Initiative assistance to Sierra Leone because of the exceptional circumstances of the country’s highly vulnerable external position and the need to help smooth out the profile of debt service payments to the IMF.

Available in PDF, EPUB and Kindle. Book excerpt: The subject of local government and post-conflict reconstruction sits at the intersection of several interrelated research areas, notably conflict/peacebuilding, governance, and political economy. This volume addresses a gap in the academic literature: whilst decentralisation is frequently included in peace agreements, the actual scope and role of local government is far less frequently discussed. This gap remains despite a considerable literature on local government in developing countries more generally, particularly with regard to decentralisation; but also, despite a considerable and growing literature on post-conflict reconstruction. This volume provides a mixture of case study, cross-case studies, practitioner reflection, and conceptual material on the function of local government in the context of decentralisation in post-conflict countries, from both academics and policy-makers. This collection of in-depth single- and multi-country case study analysis is complemented by practitioner reflections and framed within the 2030 Agenda building on the New Urban Agenda, and particularly the Sustainable Development Goal 16 to ‘promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels.’ The chapters in this book were originally published in the online journal Third World Thematics.

Book excerpt: This book investigates gender equality and women’s empowerment in Sierra Leone, focusing especially on women’s interactions with the state and its development partners. In particular, it highlights women’s increasing agency in acquiring knowledge, diffusing power, engaging in grassroots politics, and compelling the government to adopt more gender-responsive policies. Exploiting extensive fieldwork and original multidisciplinary research methods (including econometric and statistical models), the book first sets out the history and impact of inequality in Sierra Leone, and then goes on to shed light on the constructive and collaborative engagement of women and the state on a variety of local and external strategies for promoting gender equality. Drawing throughout on insights from across gender studies, sociology, anthropology, economics, and political science, the book highlights how women are succeeding in transforming marginality into agency in order to build a platform for influencing change. By qualifying and quantifying the challenges of gender inequality in Sierra Leone, and the progress that is being made, this book provides important insights that will be relevant to other fragile, post-conflict states within Africa. The book will be of interest to students and researchers studying women and gender studies, African studies, economics, international development, sociology, and political science and international relations. It will also deepen policymakers’ and practitioners’ understanding of women’s diverse trajectories and experiences, and how the typology of government affects the patterns of inequality and equality.

Available in PDF, EPUB and Kindle. Book excerpt: This report is an in-depth study of electoral commissions in six countries of West Africa Benin, Cape Verde, Ghana, Nigeria, Senegal and Sierra Leone assessing their contribution in strengthening political participation in the region. As institutions that apply the rules governing elections, electoral management bodies (EMBs) have occupied, over the last two decades, the heart of discussion and practice on the critical question of effective citizen participation in the public affairs of their countries. The way in which they are established and the effectiveness of their operations have continued to preoccupy those who advocate for competitive elections, while reforms to the EMBs have taken centre stage in more general political reforms. Election Management Bodies in West Africa thus responds to the evident need for more knowledge about an institution that occupies a more and more important place in the political process in West Africa. Based on documentary research and detailed interviews in each country, the study provides a comparative analysis which highlights the similarities and differences in the structure and operations of each body, and attempts to establish the reasons for their comparative successes and failures.

Book excerpt: Sierra Leone came to world attention in the 1990s when a catastrophic civil war linked to the diamond trade was reported globally. This fleeting and particular interest, however, obscured two crucial processes in this small West African state. On the one hand, while the civil war was momentous, brutal and affected all Sierra Leoneans, it was also just one element in the long and faltering attempt to build a nation and state given the country's immensely problematic pre-colonial and British colonial legacies. On the other, the aftermath of the war precipitated a huge international effort to construct a 'liberal peace', with mixed results, and thus made Sierra Leone a laboratory for post-Cold War interventions. Sierra Leone examines 225 years of its history and fifty years of independence, placing state- society relations at the centre of an original and revealing investigation of those who have tried to rule or change Sierra Leone and its inhabitants and the responses engendered. It interweaves the historical narrative with sketches of politicians, anecdotes, the landscape and environment and key turning-points, alongside theoretical and other comparisons with the rest of Africa. It is a new contribution to the debate for those who already know Sierra Leone and a solid point of entry for those who wish to know.

Available in PDF, EPUB and Kindle. Book excerpt: "Most analyses of peacekeeping focus on attempts to limit violent conflict. Yet contemporary peace operations are asked to do much more, including unconventional roles of monitoring elections, facilitating transitions to the rule of law, distributing humanitarian aid, and resolving conflicts in civil societies undergoing transformation. This path-breaking work takes the lid off peace operations to explore missions (e.g., Disarmament, Demobilization, and Reintegration) that go beyond traditional peacekeeping and the ways mission outcomes influence one another. This work begins by documenting patterns of peacekeeping missions in 70 UN operations, noting the dramatic increase in number and diversity since the end of the Cold War and the shift to conflicts with a substantial internal conflict component. The core of the book examines eight expectations about how different missions interact with one another. The expectations are guided by theoretical logics associated with sequencing, compatibility, and multitasking. These are examined in five detailed case studies of UN operations: United Nations Protection Force or UNPROFOR (Bosnia); United Nations Operation in the Congo or ONUC (Congo); United Nations Transitional Administration in East Timor or UNTAET (East Timor); United Nations Organization Mission in the Democratic Republic of the Congo or MONUC (Congo); and the United Nations Mission in Sierra Leone or UNAMSIL (Sierra Leone). The final chapter reviews the findings in terms of their implications for the expectations. It also provides a policy-relevant framework for organizing the various parts and stages of a peace operation, offering a future research agenda on multiple mission peacekeeping"--
