Available in PDF, EPUB and Kindle. Book excerpt: This book states that burden-sharing is one of the most persisting sources for tension and disagreement within NATO (North Atlantic Treaty Organisation). It also belongs to one of the most studied issues within NATO with distinguishable traditions and schools of thought. However, this pertinent question has been rarely discussed extensively by academics. The key idea of the book is to make burden-sharing more understandable as a historical, contemporary and future phenomenon. The authors take a comprehensive look at what is actually meant with burden-sharing and how it has evolved as a concept and a real-life phenomenon through the 70 years of NATO’s existence.

Available in PDF, EPUB and Kindle. Book excerpt: The Burden-Sharing Dilemma examines the conditions under which the United States is willing and able to pressure its allies to assume more responsibility for their own defense. The United States has a mixed track record of encouraging allied burden-sharing—while it has succeeded or failed in some cases, it has declined to do so at all in others. This variation, Brian D. Blankenship argues, is because the United States tailors its burden-sharing pressure in accordance with two competing priorities: conserving its own resources and preserving influence in its alliances. Although burden-sharing enables great power patrons like the United States to lower alliance costs, it also empowers allies to resist patron influence. Blankenship identifies three factors that determine the severity of this burden-sharing dilemma and how it is managed: the latent military power of allies, the shared external threat environment, and the level of a patron's resource constraints. Through case studies of US alliances formed during the Cold War, he shows that a patron can mitigate the dilemma by combining assurances of protection with threats of abandonment and by exercising discretion in its burden-sharing pressure. Blankenship's findings dismantle assumptions that burden-sharing is always desirable but difficult to obtain. Patrons, as the book reveals, can in fact be reluctant to seek burden-sharing, and attempts to pass defense costs to allies can often be successful. At a time when skepticism of alliance benefits remains high and global power shifts threaten longstanding pacts, The Burden-Sharing Dilemma recalls and reconceives the value of burden-sharing and alliances.

Book excerpt: This study establishes that the political, economic and military-technological changes that transform the international system also alter the way in which a state views its and others' responsibilities and burdens for responding to international crises. It assesses the distribution of the costs of raising and supporting arms of service, the risks of deploying them overseas and using them in combat or peace operations, and the extent to which members have a responsibility for maintaining international order in the context of three instances of multinational military intervention: the Multinational Force deployment in Lebanon in 1982-83; the first Persian Gulf War in 1990-91; and the UN and NATO intervention in Bosnia-Herzegovina.

Book excerpt: This book, first published in 1983, analyses the debate around burden-sharing in NATO, where the main issue is the distribution amongst the allies of the burden of maintaining the security arrangement. This raises problems of defining, measuring and comparing the defence efforts of the various countries. This book examines the issues, and argues for the need to address directly the fundamental problems concerning the Cold War security relationship between the United States and Western Europe.

Available in PDF, EPUB and Kindle. Book excerpt: Climate change is one of the most pressing problems facing the global community. Although most states agree that climate change is occurring and is at least partly the result of humans’ reliance on fossil fuels, managing a changing global climate is a formidable challenge. Underlying this challenge is the fact that states are sovereign, governed by their own laws and regulations. Sovereignty requires that states address global problems such as climate change on a voluntary basis, by negotiating international agreements. Despite a consensus on the need for global action, many questions remain concerning how a meaningful international climate agreement can be realized. This book brings together leading experts to speak to such questions and to offer promising ideas for the path toward a new climate agreement. Organized in three main parts, it examines the potential for meaningful climate cooperation. Part 1 explores sources of conflict that lead to barriers to an effective climate agreement. Part 2 investigates how different processes influence states’ prospects of resolving their differences and of reaching a climate agreement that is more effective than the current Kyoto Protocol. Finally, part 3 focuses on governance issues, including lessons learned from existing institutional structures. The book is unique in that it brings together the voices of experts from many disciplines, such as economics, political science, international law, and natural science. The authors are academics, practitioners, consultants and advisors. Contributions draw on a variety of methods, and include both theoretical and empirical studies. The book should be of interest to scholars and graduate students in the fields of economics, political science, environmental law, natural resources, earth sciences, sustainability, and many others. It is directly relevant for policy makers, stakeholders and climate change negotiators, offering insights into the role of uncertainty, fairness, policy linkage, burden sharing and alternative institutional designs.

The transformation that has occurred in its policies and institutions has profoundly affected climate change politics at the international level and within its 27 Member States. But how has this been achieved when the EU comprises so many levels of governance, when political leadership in Europe is so dispersed and the policy choices are especially difficult? Drawing on a variety of detailed case studies spanning the interlinked challenges of mitigation and adaptation, this volume offers an unrivalled account of how different actors wrestled with the complex governance dilemmas associated with climate policy making. Opening up the EU's inner workings to non-specialists, it provides a perspective on the way that the EU governs, as well as exploring its ability to maintain a leading position in international climate change politics.

Available in PDF, EPUB and Kindle. Book excerpt: The purpose of this book is to analyse world military expenditure at the end of the 1980s, and to discuss its political and economic implications. After a decade of unprecedented expansion of international military spending, its level is falling, though modestly. Political developments in Europe and the success of arms control negotiations raise hopes for further reductions. In addition, technological and economic structural disarmament is adding to the pressure for reductions. However, performance has not matched up to promises, and formidable obstacles to defence spending limitations still remain. Military Expenditure surveys recent events and describes the process of change that characterizes international military expenditure, and its determinants, at this time of transformation.
