Available in PDF, EPUB and Kindle. Book excerpt: Taking Stock of Air Liberalization is about Technology, Economy, and Policy (TEP) in the airline industry. Ten years ago, the practical collaboration was begun of bringing together people who belonged to the complementary streams of economic analysis and policy analysis presented int his book. During this time, we opened discussions on the relationship between transportation technology, transportation economics and transportation policy under the general auspices of the Canadian Royal Commission on National Passenger Transportation. Working over a 40-month period (1989-1992), this Commission took stock of transportation and produced an up-to-date `État de la question' and policy framework (Hyndman, et al, 1992). Clearly, the project committee's discussions on air policy, over the period 1995-1997 (see Chapter 8), outlined the possibilities for a mechanism to understand the differences about the desirability of air liberalisation, as well as the possible TEP interactions in this area. This led to an exploratory first formulation and computer programme (HLB, 1997) incorporating the approach outlined in Chapter 15. A joint celebration of the CRT's 25th birthday and Transport Canada's 60th birthday seemed appropriate to bring together the various streams. Part I of Taking Stock of Air Liberalization looks at the record, and Part II focuses on specific impacts of policies. Policy formulation (Part III) and the required tools (Part IV - Modelling Demand) are also discussed in this context. The book ends with perspectives in Part V - The Future Market Structure and Public Policy. The competition among airlines is rapidly spreading to the competition among airports, and the difficult regulation of these strategic spatial monopolies (which is introduced in Chapter 13) is now attracting research activity. The next discussion in the airline industry will be the role of airports.

Book excerpt: The system of vocational and adult education and training in Europe offers young people and adults the opportunity to learn to play an effective part in the workplace and elsewhere in society. Vocational and adult education and training is increasingly seen as crucial to the maintenance of employment, economic growth and the social integration of disadvantaged groups. In an economy and a society which are increasingly based on knowledge and information, these tasks can only increase in importance. This book brings together contributors from different disciplines and the different countries in Europe to look at current developments and debates in the development of European education and training, including the relation between markets and institutions, learning and organisations, different programmes and sectors and the economics of education and training. The book will be of interest to students, researchers and policy makers concerned with the future of education and training in Europe.

The Issue of Market Failure in the Provision of Training. " The symposium took place in May, 1989. It was sponsored by the LaFollette Institute of Public Affairs at the University of Wisconsin, Madison. JozefRitzen, then in Madison on leave from Erasmus University in the Netherlands, organized the symposium. Subsequently he became Minister of Education and Science for the Netherlands. He asked David Stern to fInish the work of editing the papers for publication. All the papers have been revised in light of comments by discussants at the symposium, as well as subsequent comments by the editors and outside reviewers. INTRODucrroN AND OVERVIEW Jozef M. M. Ritzen Erasmus University Rotterdam Minister of Education and Science The Netherlands David Stem School of Education University of California, Berkeley Two factors are contributing to an increased interest in the training of adult employees. First, there is the present high rate of change in the technologies embodied in products and in production processes. This enhances the negative effect of the undersupply of training on economic growth. Higher levels of training would provide a more fertile environment for technological change. The second factor is the aging of the population.

Book excerpt: The past few decades have seen a revolutionary increase in interest in the economic role of education and training at the societal, business, and individual levels. This is mainly due to the strong post-war growth in industrialized economies, which has been driven by rapid technological progress and far-reaching structural change and, in the end, has resulted in increasingly skill-intensive production and growing demandfor more educated labour. Today it is frequently argued that with the increasing importance of the role of know-how, the workforce has become the most important single input in the production process. Simultaneously the dramatic increase in the availability of large micro-Ievel databases has opened enormous possibilities to study the economic role of human capital creation also empirically. The economic perspective of human capital accumulation is, however, of utmost importance also in times of deep economic recession. Periods of economic slowdown and rapidly increasing unemployment tend to in crease the demandfor advanced education and training in particular. This brings up, in turn, questions regarding overeducation and satisfying both private and social retums on investments in human capital.

Available in PDF, EPUB and Kindle. Book excerpt: While Europe is certainly one of the richest and most educated areas of the world, some of the challenges faced by the old continent are staggering: low economic growth, structural difficulties in the labour market, and increasing international competition. Politicians and policymakers may advocate different means of overcoming the potential economic decline of Europe, but most agree that Europe needs to strengthen human capital, its ultimate competitive advantage in the world economy. This book looks at the accumulation of human capital from two perspectives, first through formal education and then professional training. It provides a useful summary of the key characteristics of education and training in Europe and also asks key questions about the fundamental problems with the current educational and training systems. More importantly, the book goes on to discuss which policies are necessary to make existing education and training systems more efficient, while also making higher skills available to a wider range of people.

The children are told that some cherries (their favourite noo- dles or cherries ) are hidden somewhere in the bowl, and that serves as an incentive for drinking the soup. In joint families, by the time the children are old enough to know the trick played by their grandma, there is usually another group of kids ready to fall for it! They excite the kids, but the real nutrition lies not in the noodles but in the soup. The problems given in this book are like those noodles/cherries while solving all these problems are nutritious soup. Now it is your choice to drink the nutritious soups or not!!!.

Available in PDF, EPUB and Kindle. Book excerpt: This book attempts to advance critical knowledge and practices for fostering a variety of entrepreneurship at a city level. The book aims to connect scholarship and policy practice in two disciplines: Urban Studies and Entrepreneurship. The book has included contributions from developed, emerging, and developing countries. The chapters are clubbed under five main sections; I. Startups and Entrepreneurial Opportunities, II. Knowledge Spillover, III. Social and Bureaucratic Entrepreneurialism, IV. Demography and Informal Entrepreneurs V. Perspectives from Emerging and Developing Economies. In this regard, the book explores a number of questions, such as: what are the important varieties of entrepreneurship, how can they be observed and measured, and how does each variety emerge and operate under various conditions of infrastructure and opportunity? Which type(s) of entrepreneurship should a city prefer? What can cities do to stimulate desirable forms of entrepreneurship or is it more of a spontaneous phenomenon? Why do policies that enhance entrepreneurship in some contexts seem instead to promote crony capitalism and rent-seeking in other contexts? Should cities focus on growing their own entrepreneurs and entrepreneurial enterprises or on luring them from other cities and countries? How can a collective action in a city promote (or hinder) entrepreneurship? The contributions in the present volume address head-on these questions at the intersection of urban studies, economic theory, and the practicalities of economic development and urban governance, in a genuinely global range of places and applications.
