The book offers a critical account of the international missions in Kosovo and traces the effectiveness of fluid forms of interventionism. It also explores the co-optation of peace by ethno-nationalist groups and explores how their contradictory perception of peace produced an ungovernable peace, which has been manifested with intractable ethnic antagonisms, state capture, and ignorance of the root causes, drivers, and consequences of the conflict. Under these conditions, prospects for emancipatory peace have not come from external actors, ethno-nationalist elite, and critical resistance movements, but from local and everyday acts of peace formation and agnostic forms for reconciliation. The book proposes an emancipatory agenda for peace in Kosovo embedded on post-ethnic politics and joint commitments to peace, a comprehensive agenda for reconciliation, people-centred security, and peace-enabling external assistance.

Elton Skendaj’s investigation into Kosovo, based on national survey data, interviews, and focus groups conducted over ten months of fieldwork, leads to some surprising answers. Creating Kosovo highlights efforts to build the police force, the central government, courts, and a customs service. Skendaj finds that central administration and the courts, which had been developed under local authority, succumbed to cronyism and corruption, challenging the premise that local "ownership" leads to more effective state bureaucracies. The police force and customs service, directly managed by international actors, were held to a meritocratic standard, fulfilling their missions and winning public respect. On the other hand, local participation and contestation supported democratic institutions. When international actors supported the demobilization of popular movements, they undermined the ability of the public to hold elected officials accountable.

Book excerpt: This book examines the international efforts to regulate violence in Kosovo since 1999 through the United Nations Mission in Kosovo (UNMIK) and covers 15 years of international presence. The book analyses the process of implementing international policies from a sociological perspective, and looks at the adaptations and arrangements of public policies achieved through the transactions of international actors with local actors, who are at the heart of policy implementation. In particular, it analyses the disarmament, demobilisation, and reintegration of combatants (DDR) programme and shows the extent to which it was co-produced with Kosovo Liberation Army (KLA) leaders co-opted by international administrators. These analyses take the opposite view to the work that considers ex-combatants as spoilers. In Kosovo, the combatant leaders acted as peace brokers, facilitating demobilisation and exercising disciplinary control over rank-and-file combatants. Their position as brokers helped them to take control of the new state being built under international administration. This book shows the importance of the relationship between ex-combatants and the state and illustrates the multiplicity of their possible trajectories, including political ones. To elucidate the dynamics of co-production in shaping DDR policies and hybridising international policies as well as in state formation, the book relies on around a hundred interviews with ex-combatants of the KLA and with international personnel, as well as on the archives of international organisations and observations in the field. Presenting a case for a liberal renaissance in peacebuilding, the work interrogates the assumptions behind the popular perception that liberal peace is in crisis. It re-examines three of the cases igniting the debate – Cambodia, Kosovo, and Timor-Leste – and evaluates how these transitional administrations implemented their liberal mandates and how local involvement affected the conduct of their activities. In so doing, it reveals that these cases were neither liberal nor peacebuilding. It also demonstrates that while local involvement is imperative to peacebuilding, illiberal local involvement restores an elite-centred status quo and reinforces or creates new forms of conflict and violence. Using both liberal and critical lenses, the author ultimately argues that the conceptual and operational departure from the holistic and comprehensive origins of liberal peacebuilding in fact paved the way for the liberal peace crisis itself. Analysing the everyday diplomatic discourses, performances, and entanglements, this book contends that state-becoming is not wholly determined by systemic factors, normative institutions, or the preferences of great powers; the diplomatic agency of the fledgling state plays a far more important role than is generally acknowledged. Drawing on institutional ethnographic research and first-hand observations, this book argues that Kosovo’s diplomatic success in consolidating its sovereign statehood has been the situational assemblage of multiple discourses, practiced through a broad variety of performative actions, and shaped by a complex entanglement with global assemblages of norms, actors, relations, and events.
