And in contrast to how superpowers wield their global influence, the Brussels Effect - a phrase first coined by Bradford in 2012- absolves the EU from playing a direct role in imposing standards, as market forces alone are often sufficient as multinational companies voluntarily extend the EU rule to govern their global operations. Book excerpt: As long as there have been governments, ordinary people have been acting in a variety of often informal or extralegal ways to influence the rulers who claimed authority over them. Shaping History shows how ordinary people broke down the institutional and cultural barriers that separated elite from popular politics in sixteenth- and seventeenth-century Europe and entered fully into the historical process of European state formation. Wayne te Brake's outstanding synthesis builds on the many studies of popular political action in specific settings and conflicts, locating the interaction of rulers and subjects more generally within the multiple political spaces of composite states. In these states, says Te Brake, a broad range of political subjects, often religiously divided among themselves, necessarily aligned themselves with alternative claimants to cultural and political sovereignty in challenging the cultural and fiscal demands of some rulers. This often violent interaction between subjects and rulers had particularly potent consequences during the course of the Reformation, the Counter-Reformation, and the Crisis of the Seventeenth Century. But, as Te Brake makes clear, it was an ongoing political process, not a series of separate cataclysmic events. Offering a compelling alternative to traditionally elite-centered accounts of territorial state formation in Europe, this book calls attention to the variety of ways ordinary people have molded and shaped their own political histories.

Nonetheless, few efforts have been made thus far to systematically examine the EU’s interaction with global policy regimes. This book maps the relative importance of EU policies in the multi-level global governance system, in comparison with national and global activities. It provides a unique comparative analysis of the EU’s capacity for projecting its policies outward. Focusing on trade policy, agriculture, food safety, competition, social rights, environmental policy, transport, migration, nuclear non-proliferation, or financial regulation, each chapter contributes to a better understanding of the EU’s role in shaping global policies, the mechanisms it uses and the conditions leading to success or failure. The contributors’ comparative research highlights that policy export is a demanding phenomenon that faces severe limitations and frequently comes with drawbacks. Still, EU policy export played a key role in shaping the rules of the global trade regime and influenced global policy outcomes – at least to a minor extent or in technical aspects – in the majority of the covered policy areas. Overall however, this book reveals that the EU not only aims to export its policies, but interacts with its global environment in a number of distinct ways, including policy import and policy protection, to shield it from global pressures. Concluding with a comparison of all policies on the meta-level and relevant policy recommendations, this book will be of interest to students, scholars and practitioners of European politics, European public policy, global governance and international relations.

Yet, paradoxically, a study that systematically investigates the interrelated reality of Franco-German bilateralism and multilateral European integration has been conspicuously lacking. Formulating an approach the authors call "embedded bilateralism", this book offers exactly that. It scrutinizes in empirical and historical detail the bilateral Franco-German order and France and Germany's joint role in shaping Europe over the past half century. The book addresses two key questions regarding France and Germany in Europe from the Elysée Treaty to the twenty-first century: Why have France and Germany continued to hang together in an especially tight relationship for over five decades amidst frequently dramatic domestic change, lasting differences, and fundamental international transformation? And why has the joint Franco-German impact on shaping Europe's polity and European policies, while fundamental, proved so uneven across political domains and time? In answer to the first question, Shaping Europe argues that the actions and practices of the Franco-German order-its regularized bilateral intergovernmentalism, symbolic acts and practices, and parapublic underpinnings-together have rendered this bilateral connection historically resilient and politically adaptable. Regarding the second question, the book holds that different combinations of a limited number of factors located at the bilateral, domestic, regional European, and international levels explain central aspects of variation. Together, these factors condition and modulate France and Germany's joint impact on Europe. In pursuing its research questions, theoretical work, historical reconstructions, and empirical analyses, Shaping Europe fruitfully combines the study of European integration, EU politics and policymaking, Franco-German affairs, and French and German politics with general theorizing and conceptual grounding in international relations and political science.

Book excerpt: " How the United States helped restore a Europe battered by World War II and created the foundation for the postwar international order Seventy years ago, in the wake of World War II, the United States did something almost unprecedented in world history: It launched and paid for an economic aid plan to restore a continent reeling from war. The European Recovery Plan—better known as the Marshall Plan, after chief advocate Secretary of State George C. Marshall—was in part an act of charity but primarily an act of self-interest, intended to prevent postwar Western Europe from succumbing to communism. By speeding the recovery of Europe and establishing the basis for NATO and diplomatic alliances that endure to this day, it became one of the most successful U.S. government programs ever. The Brookings Institution played an important role in the adoption of the Marshall Plan. At the request of Arthur Vandenberg, chairman of the Senate Foreign Relations Committee, Brookings scholars analyzed the plan, including the specifics of how it could be implemented. Their report gave Vandenberg the information he needed to shepherd the plan through a Republican-dominated Congress in a presidential election year. In his foreword to this book, Brookings president Strobe Talbott reviews the global context in which the Truman administration pushed the Marshall Plan through Congress, as well as Brookings' role in that process. The book includes Marshall's landmark speech at Harvard University in June 1947 laying out the rationale for the European aid program, the full text of the report from Brookings analyzing the plan, and the lecture Marshall gave upon receiving the Nobel Peace Prize in 1953. The book concludes with an essay by Bruce Jones and Will Moreland that demonstrates how the Marshall Plan helped shape the entire postwar era and how today's leaders can learn from the plan's challenges and successes.
