In diesem Zusammenhang soll außerdem analysiert werden, wie sich ihre Situation hinsichtlich Hilfe und Unterstützung nach sexuellen Gewalterfahrungen darstellt und ob beziehungsweise welche Veränderungen im Zusammenhang mit Präventionsmaßnahmen sowie Intervention und Unterstützung notwendig sind. Ziel dieser Arbeit ist es damit, einen Beitrag zum besseren Verständnis der Thematik der sexuellen Gewalt gegen Frauen mit Behinderungen zu leisten und auf dieser Basis Schlussfolgerungen für einen verbesserten Umgang mit dieser Problematik darzustellen. Seit einigen Jahren arbeite ich mit Menschen mit Behinderungen und habe dabei immer wieder Frauen mit Behinderungen kennengelernt, die in unterschiedlicher Weise Erfahrungen mit Gewalt und insbesondere auch mit sexueller Gewalt gemacht haben. Gleichzeitig habe ich erlebt, wie Menschen mit Behinderungen in ihrem Alltag mit Vorurteilen und diskriminierenden Verhaltensweise und Bedingungen konfrontiert werden. Aufgrund der Kombination dieser Erfahrungsbereiche habe ich begonnen, mich intensiver mit der Lebenssituation von Frauen mit Behinderungen auseinanderzusetzen. Dabei bin ich auch immer wieder mit zwei widersprüchlichen Aspekten konfrontiert worden: einerseits wird in der Literatur vielfach eine Negierung der Sexualität von Menschen mit Behinderungen beschrieben. Andererseits wird insbesondere in der jüngeren Literatur auf eine große Betroffenheit von sexueller Gewalt bei Mädchen und Frauen mit Behinderungen aufmerksam gemacht. Vor diesem Hintergrund entstand der Wunsch nach einer intensiveren Auseinandersetzung mit der Thematik der Betroffenheit von sexueller Gewalt bei Frauen mit Behinderungen.

Eine Frau mit Gewalterfahrung sucht Rat in Frauenberatungsstellen und Schutz in Frauenhäusern. Häufig sind diese Einrichtungen jedoch nicht barrierefrei. Mitarbeiterinnen fühlen sich nicht für die behinderten Frauen zuständig und verweisen sie an Behinderteneinrichtungen. Diese wiederum fühlen sich vom Thema sexuelle Gewalt überfordert. In letzter Zeit findet ein Umdenken statt. Es gibt erste Ansätze, die Barrieren abzubauen, Selbstverteidigungskurse anzubieten und auf die Bedürfnisse behinderter Frauen näher einzugehen. Auch in den Behinderteneinrichtungen wächst die Aufmerksamkeit für dieses Thema. Meist gibt es noch keine Handlungsstrategien beim Bekannt werden von Missbrauch in der Einrichtung. Die „Maßnahme“ beschränkt sich meist auf ein Gespräch mit dem Täter. Mädchen und Frauen, denen sexuelle Gewalt widerfahren ist, wird zu 50%, Jungen und Männern zu 100% geglaubt. Folglich erfahren Mädchen und Frauen weiterhin sexuelle Gewalt. Allgemein ist zu sagen, dass es für sexuelle Gewalt an Mädchen und Frauen mit Behinderung kaum Beratungs- und Therapieangebote gibt. Die wenigen behinderten Beraterinnen die es gibt haben meist selbst Erfahrungen mit sexueller Gewalt machen müssen. Für gehörlose Frauen kommt erschwerend hinzu, dass es keine finanzielle Unterstützung für die Bereitstellung einer Gebärdensprachendolmetscherin gibt. 1999 gab es nur eine Therapeutin in Deutschland, die der Gebärdensprache mächtig war. Nach dem Erlebnis sexueller Gewalt stellt die unzureichende Beratungssituation eine zusätzliche Belastung für die Betroffene dar. Sexuelle Gewalt ist eine strafbare Handlung und kann zur Anzeige gebracht werden. Da die Erfahrungen mit Strafprozessen nicht überwiegend positiv sind, ist das für und wider einer Anzeige abzuwägen. Eine Anzeige kann nicht zurück genommen werden

Dieses Tabu ist geprägt durch die Einstellung, Menschen mit Behinderungen haben keine Sexualität und seien „geschlechtslose Wesen“. Auch heute noch wird in vielen Einrichtungen das aktive Ausleben von Sexualität von Menschen mit einer Behinderung unterdrückt, teilweise sogar verboten u.a. durch die Vorgaben der jeweiligen Institutionen. Menschen mit einer Behinderung werden viel zu selten aufgeklärt und ihnen mangelt es an Wissen über sexuelle Gewalt. Dadurch haben sie Schwierigkeiten Grenzüberschreitungen als solche wahrzunehmen. Aufgrund ihrer besonderen Hilfsbedürftigkeit und Abhängigkeit sind sie besonders gefährdet Opfer von sexueller Gewalt zu werden. In existentiellen Lebensbereichen, wie etwa bei der täglichen Körperpflege, bei Toilettengängen etc. sind sie vom Betreuungspersonal abhängig. Sexuelle Übergriffe sind hier ohne direkte körperliche Gewaltanwendung leicht möglich. Um zielgerichtet die Thematik meiner Hausarbeit zu behandeln, habe ich zunächst eine Begriffsdefinition von sexueller Gewalt vorgenommen und in einem nächsten Schritt diesen feministischen Definitionsansatz begründet. Mich hat besonders die Fragestellung interessiert, weshalb gerade Menschen mit einer Behinderung zu der Risikogruppe Opfer von sexueller Gewalt zu werden, zählen. Anschließend führe ich eine Studie von den Autoren Zemp et al. auf, die sich mit dem Thema sexuelle Gewalt gegenüber Menschen mit einer Behinderung auseinandergesetzt haben.

Die Arbeit soll aufzeigen, welche personellen, institutionellen, gesellschaftlichen und schulischen Rahmenbedingungen gegeben sein müssen, um Präventionsarbeit im Handlungsfeld Schule mit allen Schüler*innen durchzuführen.

The answers to these and other questions have large implications for our understanding of the threat facing us and, consequently, help us design sounder policy solutions built on empirical evidence. This study, the first of its kind, seeks to analyze the demographic profile, radicalization trajectories and connections to the Islamic State of all the individuals who have carried out attacks inspired by jihadist ideology in North America and Europe in the three years since the proclamation of the caliphate in June 2014.
